* The governor was asked this question during a press conference yesterday…
Governor, the Senate President says he’s holding [SB 1] until Monday in the hopes that you’ll come around and agree to meet with him and to negotiate. Are you unwilling to have that meeting?
* The governor’s clearly angry response, after a long pause, is the headline to this post…
Now, the governor does go on to explain there is a constitutional process here. The legislature passed a bill in May, but haven’t sent it to him yet. The next step in the process is he takes action and then the General Assembly takes further action on his amendatory veto. He’s right about all of that.
But to claim that a meeting with a legislative leader is an “outrageous” demand is a bit much.

Bingo. Right there you see one the main problems. The elected governor thinks it’s outrageous that he would have to negotiate, or even meet, with the elected members of the General Assembly. This is a Governor who has refused to attend or call a leaders meeting since DECEMBER.
You can blame Madigan and Cullerton all you want, but at least we know what they want. They want SB1. This guy won’t discuss his alternative plan.
This is unreal folks. Unreal.

Another lame answer from the new Comms shop. Nothing is self-evident in politics. You have to attack what you’re attacking, not just expect everyone to share your “outrage”. Rauner only needs to look at the 2016 results to see that that’s true.

It’s fun when Rauner says its outrageous to meet with the legislative leaders… having two of them standing next to him.
I mean, that’s doggone funny.
“Stand here, so when I say meeting with legislative leaders is outrageous”
Props sometime say quite a bit too, and having the two leaders standing right next to him, then saying meeting with the leaders is outrageous is just pure comedy gold.

It is outrageous. It is the same kind of back room deal-making that subverts the democratic process. Before a bill is passed, of course meet, talk, bargain. But once you pass the bill you have started the legislative approval process. To hold the bill from the governor is a political ploy. Of course that’s outrageous and the Dems would say the same thing if the situation was reversed. The anger he is displaying reflects what many of us feel towards a party in power in Illinois that has run this state into the ground.

Rauner knows his AV is equivalent to a full veto. So, does Cullerton. He wants to sit down with the governor to see if he and the governor can reach a compromise short of having to start over and throw out the baby with the bathwater. The current bill took a long time to get done. Starting from scratch would be insurmountable in the short time we have left and starting over a month ago wouldn’t have helped either.
But crisis creates opportunity, and SB1 dying because the override fails is the most likely scenario. Then comes the opportunity (for Bruce).
Cullerton’s call to negotiate is “outrageous” to the governor, because he hasn’t created the crisis yet by vetoing the bill. Negotiating now would put him at a relative disadvantage. That’s seems to be his mental state anyway. Full stop!

Rauner talking about process is silly. Should the bill have been transmitted yes, but the legislature is a separate branch of government and they can do what they want within their rules. Process also includes the Executive Branch negotiating with the Legislative Branch. To deny one of the truly fine Senate Presidents this state has enjoyed a meeting on a bill that has statewide implications and more specifically impacts President Cullerton’s consitutents is beyond silly.

Pretty sure this very blog discussed the uselessness of another leader’s meeting.
It is outrageous that SB 1 was passed two months ago and still hasn’t been sent to the governor, and Cullerton’s excuse is “let’s meet again.” What else do we call it?

What’s outrageous is how he lies about what he supports.
What’s outrageous is that he still won’t come clean with his language.
And it will be outrageous when he finally gets the ill because he will make it impossible to compromise.
The governor is outrageous.

Either the pressure is finally getting to him or he’s doing some great acting.
What we’re seeing on both the national and state levels are two billionaires who are so accustomed to getting their own way that they go ballistic when someone tells them no. It’s a new experience for them and they simply don’t know how to cope with it.

Democrats version of negotiationing.
Pass a bill, hold it for two months right before the deadline for schools to open and then ask for a meeting to negotiate.
They are totally lacking in self awareness. After complaining about “hostage taking” for the past two years when all the Governor is asking for is the House to pass Senator Cullerton’s pension bill before CPS gets anymore pension money from the state.
If CPS were a ship would you fix the hole in the bottoms of it before you spent money on the engine?

You know, governor, you could have used your Constitutional powers to block the tax increase for 60 days, and used that time to gain support for your veto.
That would not have been outrageous, that would have been smart.
The tax increase is coming out of people’s paychecks right now because you did not even attempt to exercise all your powers.
That would be outrageous — if you were sincere in being against the tax increase.

Obvioulsy the Rauner camp is using Cullerton’s remark for political points. I highly doubt Diana Knaebe would issue any sort of statement like that without being directed by the Governor’s office. And… Cullerton did say Rauner was mentally ill, he referenced, right or wrong, Rauner’s current mental state (e.g. angry, frustrated, etc.) — that’s a far cry from calling someone mentally ill.

…in which you can still meet and talk. And if the Governor has problems with a bill, you probably *should*.
I mean, at this point, I agree that there’s no more reason to hold the bill; Rauner can’t come down from his position, even if he calms down. But I see the logic in holding the bill back at first.

I don’t understand why the Dems have not ginned up vocal local support for this bill. Local superintedents and school boards should have been writing letters to the editor about it. Dems should have had press conferences with Representatives and Senators and school officials touting the bill. Maybe I missed that they have done that, if I did then they weren not doing it loudly and frequently enough.

If Cullerton says he will deliver the Bill on Monday, I think his word is good. So why not meet on Friday with the stated understanding that no agreements will be reached on Friday. With such an understanding, there is no way to lose face, and everything to gain.
This may not solve all the issues, but it is a short-term win-win.

If the Senate override, it will be the House GOP and dissident Democrats who would block passage of SB1 and the release of school funds Why would the House GOP want to take the fall for nixing school funding? I get why Rauner would risk it, but why would they?

What i find hilarious is that rauner had part of his response come from the sivision of mental health. “The boss said to tell you that was mean and it hurt his feelings. And hes fine.”

Laboratory experiments show that discomforting situations disproportionately provoke risk-taking behavior in men. Rauner, like Trump, appears to have a serous self-regulation deficit. I do not offer this observation lightly.

Technically, the bill has not passed. It is still in a position to be acted upon by the General Assembly. If the folks sat down and talked, SB 1 could be amended after the motion to reconsider is adopted to effectuate a compromise if it’s terms were germane.
Of course, talk is the problem with these guys.

Sending the Governor the bill does not get us any closer to schools getting paid. The legislature will not accept his AV which kills the bill that has been worked on and carefully negotiated for years. If the Governor really cared about schools opening and the children of our state, he would know and understand this and would be willing to meet with President Cullerton to try to find a solution. The governor is the one who is creating the crisis. President Cullerton is the one who is attempting to avert the crisis.

Yesterday at Madigan’s presser, he delivered a lecture. At Rauner’s presser only a response was delivered… twice. Seems like frustration has been replaced with outrage as the new meme. Wonder what new hot button words the IPIes will come up with for today’s presser.

If Governor Snowflake offered his version of a bill and negotiations were successful - a big if as I personally do not believe he wants any sort of negotiation or compromise - but if he did, the motion to reconsider could be approved, and the bill could be further amended such that it would passed by both chambers in short order and signed by the Governor - perhaps in a single day.
If, on the other hand, no negotiations happen and the bill goes to the governor, who AVs it, a process is then started on that bill that will likely end up in it being dead one way or another. Then the legislature would have to undertake the process of drafting and passing a new bill that either a) has supermajority support or b) would be supported by the Governor.
By refusing to divulge his intent, Rauner is unnecessarily extending the process by days, if not weeks or months. That’s on Rauner. Cullerton could jump start the slow-walk process by sending the bill now (or earlier), but the facts remain the same - it absolutely will take longer under Rauner’s preferred process than under Cullerton’s.
And I believe that’s because the Governor doesn’t want a deal. He never does, he’s proven that.

Rauner looks like a guy who knows this isn’t going well. He knows that poll might have come from the DGA but that it reflects reality. He furious about it, but he’s fired everybody and the IPI people are all new, so who can he be furious at?

I believe Cullerton has a good reason to hold the bill until Monday.
Why does Rauner refuse to meet with Cullerton & Madigan to discuss the changes he wants to make to SB-1? What is Rauner trying to hid from the public?
Cullerton knows Rauner does not see the Legislature as equal partners, and he is trying to teach Rauner that lesson by holding the bill.
