“State Board of Education staff transmitted a model of the Governor’s Amendatory Veto to SB 1 on Monday afternoon. At 9:27 a.m. today, August 8, 2017, State Board of Education staff received an email from Department of Revenue staff reporting a significant error in the TIF EAV data that the Department of Revenue submitted to the State Board of Education for modeling.
“Once State Board of Education staff receive a revised data set from the Department of Revenue, agency staff will update the model and re-transmit to the Governor’s Office. As with past funding reform models, it will be at the discretion of the sponsor, in this case the Governor, when and how to distribute the file.”
…Adding… Here’s something to ponder. Sen. Andy Manar is the actual “sponsor” of SB1, so shouldn’t he be the one who gets the ISBE funding reform model? I’ve asked the ISBE that question. I’ve also filed a FOIA request for all e-mail correspondence between the Department of Revenue and ISBE that occurred yesterday and today.
…Adding More… I’m told Rep. Will Davis has also requested the analysis from ISBE. Davis is the chief House sponsor of SB1.

Governor Rauner is the author of the Amendatory Veto, which is what ISBE is modeling. How and when the model is distributed is at the discretion of the Governor. At this moment, there is not a final model to share.

With funding for schools across the state hanging in the balance, the Rauner administration is one upping its record of incompetence. After waiting days for the Illinois State Board of Education (ISBE) to score Rauner’s amendatory veto, ISBE now says a Department of Revenue model used in scoring had a “significant error” and the process needs to start all over again.
“Bruce Rauner and his team of ‘superstars’ have made one thing abundantly clear: they don’t have the slightest clue what they’re doing,” said Pritzker campaign spokeswoman Jordan Abudayyeh. “First, Bruce Rauner didn’t know what was in his own plan, then he didn’t know how to pass it, and now his administration can’t even get their numbers straight. Focus, Bruce. Illinois schoolchildren are waiting.

Seems to me that Barbara Flynn Currie ought to file a concurrent request for the identical info under her amendment which is identical to Rauner’s AV.

Can the Dem’s now submit a request to ISBE for their Amendment 3 to SB 1947 replica of the AV? I’d like to see a model reviewed by Manar and that is not filtered by the IPI.

Another unforced error by the Governor. He still seems to be in financial investment mode where only a few people are allowed to see the numbers before the offer is made. If he had been transparent about what his AV did, he could have had he numbers properly vetted.
With the AV already issued, he is locked in and has to live with whatever the numbers say.

Same thing happens in DC; CBO and GAO numbers are often revised for a variety of reasons. One should govt statistics with a grain of salt, very susceptible to influence from insiders seeking a particular outcome.

TR, I bet any numbers that don’t support you’re pre-ordained conclusions are “suspicious.”
In this case, the governor is relying on ISBE and DOR for his numbers. Until they come through, he has no idea as to the impact of what he is proposing via his AV.

The thing that is really crazy here - is how every machination is being played out as if these aren’t the Governor’s agencies. Sure ISBE has its own board, but it’s not independent.
It’s almost like IPI doesn’t realize they now are in charge of running these agencies.

I suspect those new numbers somehow will look better in Repub districts, making an override even less of a challenge for those who thought their school districts might really hurt.

So I have to wonder if prior TIF EAV data used by the Illinois Department of Revenue website during the discussions of the Illinois Funding Reform Commission were even correct. For example October 5, 2016 the commission had a power point presentation of this same data in aggregate for the State, see https://www.isbe.net/Documents_ISFRC/161005-IL-property-tax-johnson.pdf . From the ISBE statement the error was “significant,” and there is no indication how far back this mistake goes in the records of Dept of Revenue. This is very disturbing on many levels.

The first school payment is due Thursday, and the governor’s peeps have no idea what impact their “ideas” will have on school districts.
