School board President Frank Clark said on Monday that Chicago Public Schools may see as much as $450 million from a pending state accord on education funding, about $150 million more than the district had anticipated.
Clark used the figure to address criticism from the Chicago Teachers Union over a possible tax credit program for private school scholarships. His comments came as the school board was set to vote on a proposed $5.7 billion operating budget. […]
“I cannot, in my own mind, balance $75 million [for the private school scholarship tax credit program] against $450 million that CPS would benefit from,” Clark said to [CTU Vice-President Jesse Sharkey]. “Whether I agree or disagree on the vouchers, you guys are doing an excellent job of lobbying against that component. But frankly, it puts the whole deal in jeopardy. That’s your right, you may feel in fact it’s your obligation. But when I balance $450 million versus $75 million … I land on the side of the $450 million that goes to the Chicago Public Schools.”
A district spokeswoman did not directly respond to the $450 million figure touted by Clark and said CPS would need to wait for a final analysis from the Illinois State Board of Education to make a calculation on the amount it might get from the state.
* Meanwhile, some Chicago House Democrats remained in the room after their party caucus ended to talk with Speaker Madigan about the deal. Madigan is expected to address the media, so keep an eye on our live coverage post.

This is basically writing out the direct mail in primaries the nays are inviting. And it’s not coming from Rahm to give a clean messenger.

GOP members voted to give Chicago an even bigger bailout then was in SB1? For a $75 million dollar tax credit? Which probably will be utilized by the ultra rich Gold Coast limousine liberals anyway?
Plus the local Supers don’t like the compromise either?
Yeah that should go well in a R primary as well.

Some do not realize what an emotional issue school vouchers (tax credits) are among many involved with or concerned about Public education.
Again, this is NOT about money for teachers, parents and many others.
This is about the future of Illinois.

I will say this when the son’s rugby team starts playing in the spring against all this Catholic HS, I am going to have a much different image of the kids and their parents than I had before.

If Rauner’s objection to SB1 truly was the amount of money going to Chicago, why is this bill ok? How do downstate GOP’s vote for additional money for Chicago schools and the creation of a private school donation tax credit and still call themselves fiscal conservatives?
Personally, I’m fine with Chicago getting money. I just have whiplash from trying to follow the governor’s position: The bill is BAD, because Chicago gets more money; The bill is GOOD because GOP negotiated it; But the bill is BAD because Madigan inserted some stuff Friday (before a bill was filed), but now it’s GOOD, even with Chicago’s additional money. Should I wait five minutes to see if it changes again?

I am not a fan of the private school money. I am a fan of compromise. If the Dems kill this bill because they have to give on something, all their arguments against Rauner for the past two years fall apart.

If this passes this could be the beginning of the end for CPS. Unless you are in one of their showcase schools:Payton or Lane Tech, you are in a bad situation. that’s why parents who can move their children to suburban schools on the border. This will give parents hope for another exit option. CPS will have a choice, face the facts that their system is shrinking, they need to close schools, resize staff and actually invest in kids and not just the CTU or slowly slide to complete failure. I think they will choose the later but one can always hope that the cold slap of reality across the face will bring politicians in Chicago to their senses.

Don’t like the vouchers but not accepting the deal makes the Dems look real bad imo; would put the school closures on their hands.
Accept the compromise and let JB close the voucher system down the road.

Private schools exist now. Some fraction of poor students receive scholarships to attend private schools now. If the state subsidizes more scholarships, the basic choices are not going to change for 99% of the population.

Structured roll calls have a funny way of adding up, like protecting Tier I targets as best they can be.
A fair deal is 30 out of 51 works for Durkin too.

I understand. I really, truly do. A lot of private schools have a track record of cherry-picking students and kicking out any kids they deem too “challenging” that’s a mile long. Add to that that they do tend to siphon funds away from public education and I really do understand. Honestly if I could have it my way, then there wouldn’t even be charter schools.
But this is a democracy. I have to compromise because I can’t have it my way or the highway. And this is a smart compromise.
Funding for public schools now AND a chance to shut down the re-authorization of the private school tax credit in 5 years? Sounds like an opportunity to me. Take the good with the bad here and work over the next 5 years with your neighbors & representatives to eliminate the bad the next time it comes up for a vote…
Or throw a tantrum; rip up the deal; and claim a “moral victory.” Because that will help public education. *snark*

Just finished reading the tax credit section. From a policy craftsmanship standpoint, this is a solid effort to provide support to private schools that support lower income kids. Agree with the objective or not, the limitations on donors, recipients, and schools do a pretty good job of refuting the idea that rich folks will be able to use this to send their kids to private schools, or get some massive state tax break for doing so. I would have preferred the 75mil go to early childhood education (also largely a private school endeavor) but I’ll ask my rep and senator to vote yes.

26 Dems should vote “No” to make sure Durkin puts up 60% of his caucus.
But therefore, those 26 Dems need a plausible excuse to vote “No” and “Stand against Vouchers” is as good as any possible excuse.
In other words, this is mostly theater.
