In a gesture of political defiance that even some Republicans found hard to resist, the Illinois House today overwhelmingly approved a bill that, if upheld, would give the state’s taxpayers a workaround to new federal tax rules limiting the deduction for state and local taxes to $10,000 a year.
The measure passed 93-15, far more votes than the 60 needed and well above what would be required to overcome any veto by Gov. Bruce Rauner, who has not publicly stated a position on the measure.
The bill now goes to the Senate, where the same temptation to “protect Illinois taxpayers” may prove irresistible. But it could set up a legal showdown with the Internal Revenue Service, which some insiders believe would block any such provision, and a court battle.
Under terms of the measure sponsored by Rep. Jonathan Carroll, D-Northbrook, Illinoisans would receive a credit for contributions to a new charity set up to fund public schools statewide. The credit would be applied against an individual’s Illinois income-tax liability.
Since charitable contributions are not capped under the new federal tax passed at the request of President Donald Trump, the measure in theory would restore full deductibility for state and local taxes on federal returns, rather than limiting them to a combined maximum of $10,000.
A recent study by California’s Franchise Tax Board found that the new federal tax law will cost a million Californians a total of $12 billion next year.

Passenger cars towing trailers are getting hit with excessive tolls, state Rep. Marty Moylan says, and he has filed legislation to lower rates the Illinois tollway charges.
The issue hits home for the Des Plaines Democrat and some of his constituents who haul ATVs and snowmobiles when vacationing, as well as small businesses such as landscapers, he said. His legislation calls for reducing tolls for towed trailers and medium trucks.
“It’s ridiculous,” Moylan said. “This issue is very important to myself and residents that I have received numerous complaints from.” […]
Moylan owns a residence in Wisconsin and uses a trailer to haul snowmobiles or riding lawn mowers.

The IRS is not going to approve these charity schemes.
Frankly I am surprised to see all the Blue states so eagerly trying to help out rich folks who can now only write off $10,000 of state and local taxes instead of an infinite amount.
I suspect the same people cheering for a new progressive income tax in Illinois are the same folks that would be the first in line to try and scam the write off limits.
Frankly that write off has been used to put the bill on the national credit card for states that refuse to get their fiscal houses in order.
The solution is to continually raising taxes because up until now you could just write them off.
This will now make residents of high tax states finally start to notice the bill and question if they are really getting what they are paying for since the rest of the country is no longer footing the bill.

Yeah, that “tax reform” bill really got the federales fiscal house in order, didn’t it?
You realize those “high tax blue states” have been on the wrong end of the income redistribution spectrum forever, correct? Paying for the federales welfare for most of the South and West?
If you can’t spot the chump the first time the deal goes round, you’re it.

Right before the vote, Drury inquired if the ghost voting that frequently occurs on the floor is proper. When that question went unanswered, he asked for a verification. Lobbyist Hillman must have been hired by the ghost-voting caucus. Sheesh.

The progressives running Illinois are schizophrenic.
Constantly saying the rich don’t pay their fair share and have too many tax loopholes.
SALT and mortgage interest are by far the biggest loopholes the wealthy use and now progressives are against limiting this tax deduction even for the wealthy.
Makes zero sense and will most likely be overruled by the IRS

Hate to break the news, but even charitable contributions will only benefit you if it is higher than the new standard deduction. Since that deduction doubled, many of the people complaining will “feel” like they have benefited by a scheme such as this, but in reality it is just a paper “shuffle”.

Illinois literally is near the bottom in receiving federal tax dollars back. I believe it’s something like $0.85/$1.00 we get back. I am extremely tired of subsidizing right wing nut job states like west Virginia and Alabama.

Let’s looks are continually relected officials and start with Durbin. They folks have brought very little to Illinois is the past 20 years they they still in Congress. They do what machine tells them - over and over.
