For some bizarre reason, the plan doesn’t mention what prompted its creation in the first place. Rather disrespectful to those who died and became ill.
Recs. and high ballparks:
New facility: $240M.
New water loop and water source: $6.7M
Purchase and renovate off-site facility during construction: $6.8.

This plan is two years to late!
The question to Rauner is why did you wait until May, 2018 to present this plan? Is it because you need something to make you look good for your campaign?

In the legislative initiatives section they recommend extending CDB ability to use design build and changing the procurement code to increase the threshold for financial disclosures. That has nothing to do with the timeline for getting this project done. Looks more like a Rauner legislative wish list than priorities to get the project moving.

Biggest news isn’t in the plan. McKinney is reporting that new FOIA dump reveals that BTIA tram captain Darlene Senger suggested at the outset of this crisis that the blame be placed on former DVA Director Sen, Tammy Duckworth.
Outrageous, but believable with this bunch.

Senger making a pitch to blame Duckworth will make this entire tragedy continue in thru November.
It was a mistake to think to blame Duckworth is a smart play.

As I read it, best case scenario, Quincy veterans remain in place at least through December 2018, when available nearby property may be fixed and ready as a temporary home while 5-year construction plan proceeds.

The first Legionnaires deaths and illnesses at Quincy occurred in Aug. 2015.
Duckworth left the Illinois Department of Veteran Affairs in Feb. 2009.

Right off the bat I notice this report is 32 pages.
Not quite as long as the 35 page CYA report the administration prioritized and provided 2 weeks ago.
There are a lot of typos in today’s report. Did they not have time to proofread?
I read a reference to “thirty months of diligent work”. This reads like another CYA report, but this time with suggested solutions.
They already have the off-site facility under contract. Could be ready for the veterans by December at the earliest.

From personal experience, a 250 to 300 bed facility should be built for less than $125 million. The fact that this is a Veterans facility could add a wrinkle that OldBlue is unaware of. But on the surface. Grossly over budgeted.

47th. Don’t know what that means. All union built. All passed IDPH final inspection easily. All built in the last 6 years, so numbers are fairly legit. Shouldn’t you want the best facility for our Veterans at the best possible deal for the taxpayers? Or do you somehow get a kickback on price gouging.? Without seeing a detailed RFP and design, maybe this is $200 %million facility, but I would like to think we can set the bar lower and yet provide a five star facility for our finest.

Yep,that’s how I read it, too.
Re: cost: estimated (national average as of Dec. 2017) at $283 per sq. foot.
Re: capacity: the nearby nursing home which is under contract and will cost around $800,000 to purchase and $5-6 million to bring up to standard (boy, those are high standards - the home was accredited and in operation only a year ago)had, iirc, a capacity of 200. Current IVHQ population (again, iirc) is around 350. Excess population goes where, exactly?
Re: Senger’s email: I remember when Rich posted this (re: passing the blame to Duckworth) - of course it’s back in the news because the actual email’s been released, but maybe also because Senger’s a candidate for Comptroller? (What a thankless candidacy that must be.)
There’s lots more but I’ll have to print it and study it in greater detail.

@Interesting- the part about financial disclosures is quite silly. It will not slow down the process, it strikes me as another attempt to hide sweetheart deals. It is further confounding having been part of many projects for schools and how incredibly rigid the state is on these issues.
Same goes for their desire to go the design build route- which I agree is faster, more efficient, and can be more cost effective.
