* Sigh…

Four times, I asked @JulianaforLG for specifics about @JBPritzker's proposed tax rate structure. Four times, she said it will be negotiated with the General Assembly, indicating voters will have to elect them first and find out how much it will cost them later. pic.twitter.com/wMSaqsHTwa

  1. At least someone is trying. Has anyone seen JB talk to Chicago press lately? Haven’t heard much from him.

    Comment by Anon312 Thursday, Aug 30, 18 @ 3:35 pm

  2. Neither party will cut anything, each party will raise taxes, sell more bonds and rinse and repeat. What a mess. Neither JB or Bruce would hire a CEO for one of their companies with a plan that says we will figure it out AFTER you hire me. LOL.

  3. If this is the best you can prepare your candidate… wow.

    It’s telling, actually.

    You can NOT… can’t…

Ya can’t talk about a policy that is a “different” proposal and no specifics to what makes it different.

    Not great. I’m being generous.

  4. Nancy Pelosi, call on Line 3.

Comment by City Zen Thursday, Aug 30, 18 @ 3:43 pm

  5. How about asking him about the Cannabis tax rates?

Comment by Al Thursday, Aug 30, 18 @ 3:50 pm

  6. To use a game show reference, this feels like Let’s Make a Deal where the voters are offered what’s behind Curtain #2. Except for the fact that we’re almost certain to get Zonked.

Comment by Ron Burgundy Thursday, Aug 30, 18 @ 3:51 pm

  7. I can’t blame her.

Rauner will never admit what needs to be done.
If she and JB are honest, all it will do is give Rauner something to use. It will not force him to be honest.

There is absolutely no upside to her to answer.

Comment by Gooner Thursday, Aug 30, 18 @ 3:53 pm

  8. Also, are they expecting someone else to be leading the GA come January? If not, feel free to get the Speaker and Sen. Cullerton on the horn right now and hash this out.

Comment by Ron Burgundy Thursday, Aug 30, 18 @ 3:54 pm

  9. ===There is absolutely no upside to her to answer.===

It would be nice if they didn’t become the exact mirror image of the person they’re trying to replace and differentiated themselves a little bit by providing some information to voters on a quite ambitious proposal.

Comment by People Over Parties Thursday, Aug 30, 18 @ 4:01 pm

  10. Why do you all think it is going to cost more for a 100% of the voters? With a graduated tax rate the richer of us will pay more but the middle and lower will pay less.

Comment by Anonymous Thursday, Aug 30, 18 @ 4:03 pm

  11. Anon are truly that naive?

Comment by Captain Obvious Thursday, Aug 30, 18 @ 4:07 pm

  12. Federal tax rate is graduated as well as several states. This is not an extreme or unique plan. I get tired of all of the propaganda.

Comment by Illinois Resident Thursday, Aug 30, 18 @ 4:10 pm

  13. I will be shocked if once the number come out if anyone making over $50,000 pays less then the current 4.95% rate.

Insert “We got hosed Tommy” gif.

  14. JB has to have a plan of some kind doesn’t he? A starting point to begin the process? Or is he leaving that up to Mike Madigan and John Cullerton? Keep telling us you’re different JB. We know better.

Comment by SSL Thursday, Aug 30, 18 @ 4:15 pm

  15. In a negotiation with the legislature the Governor makes a proposal and then the legislature does the same.

JB and Julianna are not in charge apparently, Mike Madigan is

  16. Tell Mark to go press Bruce Rauner on his issues platform and record.

Comment by Real Thursday, Aug 30, 18 @ 4:22 pm

  17. As readers here know, a progressive state income tax is not happening soon. It has to get through the GA and then win the referendum.

The State needs money now. What increase in the flat rate is needed to fund operations, pay down bills, and start cutting the unfunded pension liability. My guess starts at 6%.

  18. ===Tell Mark to go press Bruce Rauner on his issues platform and record.===

    With respect…

“Tell Mark to go press Bruce Rauner on his record.”

As an incumbent, that’s the ball game now.

Comment by Oswego Willy Thursday, Aug 30, 18 @ 4:26 pm

  19. The framework we have set out is that Mike Madigan and the legislature will decide what the rate structure is because JB and I are not in charge.

    Its about 30/60/signature.

You and Rauner have no idea that’s how governing works.

Rauner refused to get 30/60… so Rauner purposely punished the whole state, with Raunerites help.

    That was the 99th GA

    The 100th GA?

The Brave 15, the Perfect 10… and 152-20

    Rauner marginalized.

  21. California is always bashed for having outlandish state taxes but their rates graduate up from 1% to 13% in increments of income. Income under $40,000 a year is taxed at about 1.5% and Income over $1.1 million is taxed at 13%. So those making $40K in California are taxed much lower than the 4.95% they are charged here and those making millions in Illinois are paying much much less here than in California. Many more make 40K than make millions. They would receive a tax cut if Illinois had a graduated plan like California.

Guess what else is taxed at the federal level as well as several states?

  25. With all of Illinois’ debt and JB planned spending, count on his progressive tax brackets being not what the middle class plans on them being. In other words the middle class will pay more.

Comment by Anonymous Thursday, Aug 30, 18 @ 4:37 pm

  26. ===count on his progressive tax brackets being not what the middle class plans on them being. In other words the middle class will pay more.===

Since no one knows, including Pritzker it appears, it’s folly at this point.

  27. Anonymous - The break-even point where a single worker would pay higher state income taxes in CA than in IL is $59,500. It escalates quickly above that. It’s 6% at $80K, then 7% at $113K, and so on. If JB thinks working families making over $60,000 should pay more, why doesn’t he come out and admit it?

The truth is, 50% of the tax filers in IL make under $40K but only account for 10% of the state income tax revenue. How much of a tax cut can you offer that rather large group when there isn’t much to cut?

Comment by City Zen Thursday, Aug 30, 18 @ 4:46 pm

  28. If JB does not have an idea what the progressive tax rates will be, I am sure Mike Madigan does.

Comment by Anonymous Thursday, Aug 30, 18 @ 4:47 pm

  29. City Zen, try again. This time using effective rates.

Comment by Rich Miller Thursday, Aug 30, 18 @ 4:50 pm

  30. City Zen - You said single workers in CA making 60K and under is the break even point and then pivot straight to a working family. Joint Filers break even point in CA is $120k so your point is not valid. Your second point is the definition of why progressive tax rates are much more fair.

-Not at all, but you’re free to post a link of Mark pressing Rauner.

Comment by Real Thursday, Aug 30, 18 @ 5:01 pm

  33. Rich - All state income tax rates I quote are effective tax rates in all my posts on the subject. I do not include personal/standard exemptions. I am good with spreadsheets, but not that good (or haven’t tried).

California rates escalate quickly. Once you hit $41,629 all earnings above that begin to be taxed at 8%. That’s how you get a break-even of $59,500 between the states.

If that’s the case, The Fools are the most powerful voting bloc everywhere, all the time.

Vagueness is a proven winner. Specifics are often the kiss of death.

Give it a think, and you’ll come up with plenty of examples.

  36. =Specifics are often the kiss of death.=

Agreed. There’s decades of evidence that voters punish fiscal responsibility and honesty. See Dawn Clark Netsch, Dan Hynes, Paul Vallas etc.

Comment by Anonymous Thursday, Aug 30, 18 @ 6:22 pm

  37. Many good points today. Truth is, JB flubbed. There may be no updide, but this does indeed make JB look like more of the same. And had he provided a little info, it could have impacted how we viewed him. The truth may be a combination of all.

Comment by Generic Drone Thursday, Aug 30, 18 @ 11:20 pm

  38. so a politician saying they will work with the legislature to come up with the specifics is a BAD THING NOW?, come on. Isn’t that the way the process SHOULD WORK? Too many years of failed rauner leadership doesn’t mean it has to continue with next the Governor. I rather have some one say we work with those responsible for legislation then to our right lie like Rauner and Trump.
