The “Chicago nest of malfeasance”

If re-elected, Rauner said his first priorities would be to work with the Legislature on a pension reform package as well as putting together “one of the biggest capital bills in Illinois history.”

The latter, he said, can be done without raising taxes on residents by leveraging more federal money, using more public-private partnerships and getting revenue from expanded sports betting and gambling.

After a first term that frequently faced gridlock with the Legislature, Rauner said a second term would reflect lessons learned.

“What we’ve learned is by focusing on moderate wins, getting small steps, we can build up a lot of steps to get change over time,” he said, adding that he hoped that more reform-minded legislators of both parties would be taking office.

“Change takes time, especially in a system that’s as broken as ours,” he said. “We got into this mess over 40 years, we can’t change it in four.”

“Every vote we get here, we don’t have to get up in Cook County,” said Rauner, highlighting the fact that his victory in 2014 was close, even though he won every county in the state except Cook.

“A lot of people might say ‘I’m too busy to vote,’ or My vote does not matter.’ Every Vote Matters! This race is going to be closer than people think.” […]

“[Pritzker] is outspending us by $100-million,” said Rauner. “Good grief, he is trying to buy the election. [He is] covering the airwaves with false advertising, but the truth is breaking through. That’s why it’s so great to have some members of the media here. The truth gets known, we are going to win.” […]

“Corruption, insider dealing, this guy has used the language of racists, he’s been caught on FBI wiretaps trying to buy office from [former Illinois Governor Rod] Blagojevich, his own staff is suing him for racial discrimination, and Cook County Democrats investigated him for his property tax shenanigans and they decided property tax fraud, mail fraud and perjury for falsely manipulating, taking toilets out, saying ‘No one can live here so it’s worthless, I should not have to pay $330,000 in property taxes.’ This guy is corrupt at his core.”

A Paul Simon Public Policy poll earlier this month showed Rauner trailing Democratic challenger J.B. Pritzker by 22 points. But Rauner said he wasn’t concerned with poll results.

“We were trailing by similar amounts four years ago,” he said. “I don’t pay that much attention to polls; they’ve been shown to be wrong so many times over recent election cycles. All that really matters is the turnout and the vote results on Nov. 6. […]

“Pritzker has been part of that corrupt machine — (Gov.) Blagojevich, Madigan — they’ve all been together in that Chicago nest of malfeasance,” Rauner said. “When you cut through everything, this election is really about taxes and corruption. As that truth gets known, I really believe we are going to prevail in this election.” […]

“The critical thing out of the gate will be a capital bill,” he said. “We need to invest in our infrastructure and invest in our state. We are the transportation hub of America. We’ll get it done right after the election.”

  2. Leverage what federal money?

    The Trump plan calls on state and local to pick up the majority of construction spending, rather than the feds.

    And based on Bruce’s snub in Southern Illinois, it’s hard to see how this guy has any leverage with the White House.

    From a Tribune article when the Trump capital plan was unveiled:

    Transportation experts who have examined the proposal wonder how it will be funded — the plan requires most of the money for projects to come from states, local governments and private companies, with the rest coming from the federal government. Ordinarily, the local-federal split is the other way around for big road projects.

    There’s also the question of where the federal dollars will come from, given that the Highway Trust Fund, which pays for road projects, already has a shortfall.

    Used to be when you bought something it stayed bought. Bruce is mad that he has to spend more money to try and keep the governors office “bought”.

    This horse is not only dead, but decaying. Quit beating it. Supreme Court says you can’t do it, but please, keep referring to Illinois Supreme Court as part of the problem.

    And of course not only was that poll an outlier (I can’t find another poll that had Quinn up more than 5), when the Tribune went back in the field in October they found Rauner up. The final RCP average was Quinn +0.8. Today? Pritzker +15.7. Just like four years ago, Bruce.

    When did he learn this? Because he did the exact opposite with all of this numerous vetoes this year.
    When there was a pilot project or local issue, he vetoed and expanded statewide. He takes an all-or-nothing approach to everything, even the most bureaucratic, process-minded proposals. Anytime someone proposes trying something to see if it works, he wipes it out by demanding everyone in the state do it, right now.

    Look at his veto message on SB2830. The bill simply makes the Fox Metro Water Reclamation District trustees elected rather than appointed by General Assembly.

    Rauner’s total veto: “Passing a state law impacting only a single unit of local government is questionable practice subject to possible political motivations and should be avoided. … If the governance model introduced by this legislation represents good practice, then it should be applied all reclamation districts uniformly.”

    He’s certainly making a big play for downstate votes at the expense of everything else (MAGA rally stunt, going beyond the usual dog whistles when talking about Chicago). It comes across as desperate, and would seem to validate the polling showing Pritzker surprisingly competitive downstate.

    Don’t have legislation allowing P3 contracts. How successful was 1.4% getting the I55 managed lanes legislation passed? What makes him think that a Dem controlled GA is going to pass legislation he wants?

  27. It seems like there’s been an unusually low number of public polls out on the Gov race. Every outlet refers to the Simon poll taken a month ago. Nothing else??

    Most recent public polls were in the field a month ago, which is a pretty big contrast to 2014. One part rough times for polling outfits, one part noncompetitive race.
