The governor has made a big deal out of saying he is cutting pork and waste so that he can fund some new health care initiatives, but he also made some health and human services cuts that might not go over so well in some sectors.
Again, the amount appropriated by the General Assembly is listed first, followed by the governor’s reduced amount, which is in bold type…
* FOR MEDICAL ASSISTANCE UNDER THE ILLINOIS PUBLIC AID CODE, THE CHILDREN’S HEALTH INSURANCE PROGRAM ACT, AND THE COVERING ALL KIDS HEALTH INSURANCE ACT… For Hospital In-Patient, Disproportionate Share and Ambulatory Care….. 2,705,811,200 2,665,811,200 (That’s a $40 mil cut for hospitals)
For all other Skilled, Intermediate, and Other Related Long Term Care Services….. 743,513,8 693,513,800 ($50 million cut for nursing homes)
* For Grants to Oak Forest Hospital of Cook County………. 12,000,000 2,000,000
* appropriated to the Department of Human Services For State Transitional Assistance…… 11,500,000 11,000,000
* The sum of $29,300,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Human Services, for all costs associated with a 2.5% cost of living adjustment for community based developmental disability providers. 18,300,000 ($11 mil cut from COLA for DD providers)
* Home Based Support Services Program, and for costs associated with services
for individuals with Developmental Disabilities to enable them to reside in their homes….. 28,839,500 27,839,500
* For Purchase of Services of the Home Services Program…. 440,873,700 430,873,700 ($10 mil cut for this program)
* For a grant to the Autism Program for an Autism Diagnosis Education Program For Young Children… 10,000,000 5,000,000
* For Intermediate Care Facilities for the Mentally Retarded and Alternative Community Programs including prior year costs…. 356,856,200 351,856,200 ($5 mil)
* For Expenses of AIDS/HIV Education, Drugs, Services, Counseling, Testing, Referral and Partner Notification (CTRPN), and Patient and Worker Notification ……… 18,001,200 17,501,200
* The sum of $400,000, or so much thereof as may be necessary, is appropriated from the General Revenue Fund to the Department of Public Health for a grant to HRDI for the purposes of AIDS Prevention. 200,000

Ginger Ostrow ought to be ashamed of herself even participating in such garbage. This guy is such a fraud, he thinks nothing of hurting the most vulnerable in our society to play his game with MJM. I know he has no scrupples but how do the people around him sleep at night. Again Shame on You Ginger Ostrow.

I take a look at this, and wonder how Emil Jones could support this crap. Then I realized that Emil Jones is a (insert your own choice word here).
Any Democrat in the legislature who support the Governor’s cuts should be ousted in the next primary election.

This is why the state mental health centers are packed to the gills, remain understaffed, homeless and crime rate are up (thanks to Blago’s gang- AGAIN)! I could just SCREAM.

The Gov flat out lied - the majority of his cuts seem to be to the state agency budgets, not pork projects advocated by the members of the Gen Assembly. A sad day for government and an especially for human services.

I wondered about the timing of Filan’s vacation too. Maybe he knew what was coming and decided to get out for awhile. I wouldn’t blame him. Let Blago explain his own mess.

You guys need to relax -
It looks like all that happened here was that they reduced all these amounts to the levels that they had been introduced in his budget earlier this year.
Madigan padded a bunch of things above that amount (Like Long-Term Care, which got a huge increase where no other provider did).

Ah, but check the total vetoes post.
And longterm care wasn’t the only provider with an increase. DASA, community based MH providers, and hospitals all got increases in the GA approved budget.

Why such a large cut to Oak Forest Hospital? Thats 10 million more that Cook County is going to have to raise taxes to pay for. Guess Rod dont have to raise taxes, he will force everyone else to.

If Filan is smart, he’s going to extend that vacation and maybe upgrade to the witness protection program.

Those pesky citizens with illnesses and disabilities, they just cost too much. Let’s just pretend they aren’t there. Heck maybe in a few months they’ll move to Indiana. There, problem solved.

all the medicaid related cuts (AllKids, longterm care, etc) may well be going to be dealt with in payment cycle, not rate cuts or eligibility cuts.
