The infuriating aspect of this scandal is that he thinks he deserved all this corrupt income. He sees people like Mike Madigan do legal corruption and he wondered how he could game the system too.

Louie was always a caricature. An inept buffoon that was consistently a clown show in committee, on the floor, et. al.
The Speaker through him a bone and made him the Chair of an appropriations committee and his lack of knowledge on the subject matter at hand and total inability to answer even softball questions was legendary. Legislators literally had and over/under on how many times he would say “I don’t know, or I can’t answer that question”.
Perhaps worse than the crime . . . . .Louie wasn’t smart enough to understand that it is wrong.
