A new bill proposed by a Northern Illinois lawmaker bans pumping your own fuel at all gas stations.
Illinois House Democrat Camille Y. Lilly who represents Oak Park near Chicago filed HB4571 with the Illinois General Assembly on February 5, 2020.
The synopsis for HB4571 states, “Creates the Gas Station Attendant Act. Provides that no gas may be pumped at a gas station in this State unless it is pumped by a gas station attendant employed at the gas station. Effective January 1, 2021.”

WGEM’s Illinois Capital Bureau Chief Mike Miletich spoke with Rep. Lilly Monday afternoon. She says the bill will not ban pumping your own gas.
Lilly said the bill language will be amended to give people an option when they go to gas stations.
She said customers could ask for help from an attendant or pump the gas themselves.
Lilly says she saw this idea is working in Atlanta. She says it’s especially valuable for families with small children or people with disabilities. It also could help create local jobs.
It’s just so weird that she went ahead and filed a bill like that even though she doesn’t apparently support its basic concept.

Currently, Illinois Medicaid is not guaranteed to cover clinical cancer treatment.
That would change is Senator Andy Manar’s bill gets passed into law. The bill would require the state to cover approved experimental treatment.
The bill passed out of committee on Wednesday, and now will head to the Senate floor. If it passes through both the House and Senate, Illinois will become the 14th state to make the change.

In an effort to reduce property taxes in Illinois, State Representative Dan Ugaste (R-Geneva) has filed six bills to provide necessary property tax relief for Illinois taxpayers and businesses.
Rep. Ugaste’s legislation will allow taxpayers to consolidate government entities that are too expensive and to ease the high property tax burden weighing on residents in his 65th community and statewide.
“The Democrat controlled Property Tax Relief Task Force failed to produce any solutions to help our taxpayers,” Ugaste said. “Our high property taxes are forcing too many families and businesses to leave, and residents are fed up. The bills that I have filed are a step forward to provide the real relief the task force failed to do.”
Rep. Ugaste’s 2020 agenda includes the following bills:
· HB4493: Requires elementary and high school districts to form new unit districts together, instead of having separate school districts for each.
· HB 4494: Limits local units of government and their ability to continue bonds.
· HB4495: For redevelopment projects, “blighted areas” must have a household median income of 100% or less of the area median income, as defined by the U.S. Department of Housing and Urban Development.
· HB4496: Allows voters to consolidate townships if other units of government can operate more efficiently.
· HB4498: Limits tax increment financing (TIF) to 15 years.
· HB4762: Prohibits taxing districts from holding more than 150% of the previous levy year’s property tax collections and requires excess amounts to be refunded to taxpayers.

Is the gas pumping bill just a shell bill, to be used later in the session for another purpose?
The response from the person who filed would seem to suggest that when reading between the lines.

Nothing restores ones faith in our democratic process like a legislator who doesn’t bother to read or can’t comprehend a bill that she introduced.
Also, did Rep. Lilly think through the consequences of the bill? Either everyone will have to leave their car and walk into the mini-mart to pay for gas or give the payment to the attendant. Unless the driver has exact change, there’s a delay until the attendant returns with the change or credit card receipt. What a colossal waste of time.

Most gas stations ( perhaps all because of ADA) already have a sign stating how to get help pumping gas if you have a disability.
How this is playing in Peoria-
“But Beachler’s Vehicle Care & Repair Owner, Terry Beachler, said there is a reason most gas stations switched over to self-service.
“’It’s no different now, we’ve been there done that. It just didn’t work out. The economics did not support the very small percentage of customers who wanted the full-service.” Beachler added, ‘Customers would be waiting in line for somebody to pump their gas, and you’d be enjoy much higher gasoline prices to cover the labor cost involved in it. That’s one we gotta take and through in the trash bin.’”

At least keep up with the times…
Would have been a far more viable bill if Rep. Lilly’s would have written a bill that “Provides that no electric vehicle may be plugged in to an electric vehicle charging station in this State unless it is plugged in by a certified electrician employed at the gas station.”
You at least get labor on board with that one.

Good move by Ugaste - his bill would end the scam of the “no tax increase” tax increase. So many units of local government do this by continuing a levy for a bond payment that is paid off and set to roll off the tax bill.

Even if the bill didn’t ban people from pumping their own gas (which the bill looks like it does), then every gas station would have to hire an extra person just to pump gas just in case someone wants that service. With gas station margins as tight as they are, this bill could bankrupt a lot of Illinois small business gas stations.

Thinking this through further, I suppose a driver could hand their credit card to the attendant so that the attendant could swipe it at the pump. I’d rather do the swiping myself, however, so I can check to see if the device has been tampered with (like we’re advised to do in order not to have our credit card info stolen).
In any event, last time I checked, most gas stations have a call button that people can used to ask for help. This bill seems to be a solution in search of a problem.

She thinks this is a way to create jobs in poor neighborhoods but the added expense would close businesses down meaning less jobs in those areas.

It’s one of the reasons I created this particular blog post concept. Reporters, particularly those who don’t usually cover the Statehouse, tend to have a field day with newly introduced bills that are going nowhere.

Two weeks ago, two franchise operations were closed for a 4 hour period because they couldn’t get enough workers. I’m seeing signs for $11.50 and $13/hour around at least one community. A bill like this would only exacerbate the problem. We could require valet parking at all hotels and motels, as well. That would serve the needs of the elderly, too.

Yo hold up the profit margins, make it mandatory to play the slots inside the gas station while waiting for the gas to be pumped. Or you have to but a super-sized soda. If you do, the gas is pumped free … otherwise there is a surcharge.

This has been introduced by Democrats in other states; I think it was actually enacted once or twice.
It’s a great low key economic stimulus that employs more people to pump gas, at the cost of making gas more expensive, which it should be anyway. An excellent example of a small technocratic change that can vastly improve economic well-being.

Senator Manar’s bill is for more than just cancer treatments, which isn’t clear (or at least emphasized) in the article :
“Defines “approved clinical trial” to mean a phase I, II, III, or IV clinical trial involving the prevention, detection, or treatment of cancer or any other life-threatening disease or condition.”

This is a Local 881 UFCW initiative. You can expect additional legislation from them along these lines. For instance, they plan on introducing legislation banning self-checkout lanes at retail.

Oregon also has pump attendant’s as well as New Jersey as mentioned by others. As far as I have seen these are the only two States that do this. Never feel comfortable with handing my credit card over and giving my billing zip code to them.

Impossible to consolidate High School and Elementary School districts due to teachers pay differences and educational requirements for each. However, consolidating High School districts together into one and consolidating their “feeder” elementary districts into another one district. This over time would eliminate non-teacher jobs and save taxpayer money.

The law should be amended so the Amish can’t park their horse and buggy unless the reins held by a certified horse holder at each place of business. The certified horse holder must also be certified in the sanitary disposal of a horse’s bodily discharges.

Oregon did away with this law a couple of years ago. I believe New Jersey is the only state with a law like this.
There’s almost no chance a bill like this would pass, however.

Local government consolidation is a necessary and worthy step in the slog to reduce burdens and costs. The inherent challenge in this is slog is that most concerned voters tend to want the other guys/gals’ governments to consolidate, and leave their perfect little single school district or remnant road commission alone. Parochialism and rampant individualism at its best.

I’m old. I remember when gas station attendants not only pumped the gas, but washed the windshield, checked your oil, and even put air in your tires if you wanted.
I remember S&H Green Stamps, too.

JoanP - will do one better. When I was a kid, the local Shell station kept a box of Shell credit cards that the regulars left with the station. We would drive up, get the full service, then drive off. The owners were trusted enough to sign the credit card slips for the regular customers.

How do you explain the hundreds of unit districts in Illinois? High school and elementary teachers certainly can be on the same pay scale.

Never say never. Last year the House passed an initiative by environmental groups that banned businesses from using recycled paper. Thankfully the Senate fixed it.

JoanP, I was that high school kid washing your windsheild, checking your oil and also trans fluid. You’d be surprised how many automatic transmissions were low!
re credit cars. In the ’80s I hated running my window down to hand over my card in Chicago winters, Brrrr. Now I have to get out of the car and play twenty questions with the pump (and ADs at Shell) before the gas will flow.

School consolidation needs to happen and there is not a current legal vehicle to get it done. This makes sense, especially when you live in a school with multiple feeder schools into one high school.
While it will anger eveyrone living within 100 miles of where live, they should probably require counties of less than 20 or 25000 residents consolidate into county wide schools.

Some other ideas for Rep. Lilly:
1. Promote more news carriers - require all IPADS to self-destruct every 24 hours, with a new one delivered every morning….or evening.
2. Ban self-service car washes.
3. Eliminate stop lights (and red light cameras) and place traffic attendants at every intersection.
4. Outlaw ATMS. Cash can and should only be distributed by humans.
5. Ban self-check in kiosks at the airport.
6. Require all elevators to be operated by an attendant.
