With less than three weeks to go before Election Day, union members and labor leaders are joining together with Mayor Lori Lightfoot and President Toni Preckwinkle for a Labor Get Out The Vote Rally tomorrow, Feb. 28 at 11:30 a.m., in support of Cook County State’s Attorney Kim Foxx.
The rally will be held at the headquarters of Painters District Council 14, 1456 W. Adams St. in Chicago, who will be announcing their endorsement of Kim Foxx. Speakers to include Painters District Council 14 Business Manager/Secretary-Treasurer John Spiros, Mayor Lightfoot, President Preckwinkle, and State’s Attorney Foxx.

A Cook County grand jury has subpoenaed city election records related to 13th Ward Ald. Marty Quinn’s challenge to a college student’s nominating signatures during the last City Hall campaign, the Tribune has learned.
Quinn, the hand-picked alderman of House Speaker Michael Madigan, the 13th Ward’s Democratic committeeman for decades, soundly defeated David Krupa, a DePaul University student, in the Feb. 26 City Council race.

He’s got a bit of a history of not supporting all the party-endorsed candidates. A few years back he openly supported Marty Durkan over the party-endorsed Tom Greenhaw.

All politics is local. Kim Foxx and her soft-on-crime approach don’t play well outside the progressive bubble.

She seems like a tough sell in that ward. For what it’s worth I know of another normally reliable Madigan ally nearby that area who is openly supporting Conway. I suspect there are plenty of others.

@Marquee that’s nonsense. Those wards cast 23,000 votes in the 2016 state’s attorney’s race. Anyone who didn’t want their name in front of those voters would be a fool.
Rich, do you know whether Foxx was on the 13th Ward palm card in 2016, when she was also the party’s slated candidate despite challenging an incumbent (Alvarez)?

Smart money is on polling data come back with Foxx underwater in the SW suburbs. No reason to back a candidate that causes your voters heartburn.

The omission of Foxx’s name might be what some would consider a “clue”. Anyone who has been following the news of late knows that this, uh, reverse endorsement has nothing to do with the color of her skin.

I understand the symbolism, and maybe palm cards still sway voters in the 13th Ward (but I doubt it). The drama over who is and who isn’t listed on palm cards has been going on my entire professional career, since the late 1980s. I remain as convinced as ever that it is much ado about nothing, an insider’s game and something to talk about and nothing more.
Maybe I’m nuts, but i refuse to believe that a voter on the way to the polls, who still hasn’t made up his or her mind yet, for a high profile race like State’s Attorney, is going to vote for the guy recommended by a local ward heeler?
Sure, obscure races like judge, you might think go with the local pick because who knows? But palm cards are a relic from a (hopefully) by-gone era of semi-literate voters who once enjoyed a symbiotic relationship with the Cook County Democratic Central Organization.
And don’t get me started about yard signs…

Foxx is in serious trouble, despite the Party’s insistence in backing her, so Madigan isn’t supporting Foxx. Maybe the MWDGC vote isn’t “big” enough to warrant Madigan’s support. I don’t see a racially-motivated issue here, but I see how people could reach that conclusion.

There are so many cops that live in the 13th ward neighborhoods of Clearing and Garfield ridge. As much as Madigan might want her on the ballot it would end the relationship the precinct captains have with most of the police families.

State’s Attorney and President are the races where people are going to make up their own minds this time around, so palm cards really won’t matter. Judge, water rec & clerk of the court are a different story though

A funnier question is how many of these candidates list Madigan as endorsing them? Any?

It’s actually way more interesting, to me, that DuBlucet (former House member) and Cam Davis were left the MWRD list.
Kim, Cam, and Eira are slated, but Kim, Cam, and Flynn got the endorsement from Labor. Yet, only Flynn and Eira make the 13th ward ballot. Probably a good story there, and I doubt it has anything to do with race.

You’re far more right than wrong. My reason for picking the 1950’s was a ward not ignoring was happening (60s/70s) but thinking what is happening or going on doesn’t exist, like oblivious of life outside the border of their Ward.

Perfect example is the Marty Durkan Water Rec Race from 2016. As someone mentioned above, the County Dems went with Greenhaw. Durkan got over 64% in the 13th Ward - higher than anywhere else.

Palm cards in the 13th ward are not going to convince anyone to vote for Kim Foxx.
That’s a face-to-face conversation:
“How do you feel about the state’s attorney’s race? …I understand you might not be able to vote for Foxx, I feel the same way, but Conway has a lot of problems, can I ask you to just skip that race?”
If they can drive up the drop-off rate, they will have helped Foxx as best they could.
As for Dublucet, she is aligned with Kari Steele, whose husband Maze Jackson has made himself a sworn enemy. She is not getting any help from those precinct captains.

I get it. I do, really. It wasn’t the palm cards that boosted Durkan, it was all of the door-to-door work in advance that carried 13 for him. The palm card is the tell, and by the time another candidate sees the palm card, the damage is done. And now with early voting, Foxx gets to learn she was dumped by MJM a few weeks sooner than normal.
The palm cards, by themselves, persuade no one.

Cook County ASA here. Myself and plenty of my colleagues, including division supervisors, have lost faith in Foxx. I say vote her out.

A simple fact you would know if you lived in the 13th Ward is this….the palm cards, by themselves, absolutely still persuade voters in the 13th Ward. The Pct Cptns in the 13th Ward are community representatives, and provide services for constituents year round. That’s how Madigan runs it. Yes the Organization remains a relic of the past.

You’re right Druid, I’ve never lived in 13.
But I know enough about the ward organization to know it is extremely rare for the first contact between a voter and the Ward organization to be a palm card on Election Day. I suppose it happens, but again, it’s rare. The 13th Ward captains know pretty much all of their voters. The palm card is the last reminder, not the first.
That’s what I was trying to say. That, and that in other wards, palm cards are equally worthless as an election changing strategy. But they give volunteers something to do on Election Day, so there’s that.

I judge him by his actions.
Not one Person of Color has held any of the top positions in the House Democratic Caucus since MJM took Charge.
No person of color as Chief-of-Staff.
That’s none, ever in 40 years.
No person of color as Legal Counsel.
That’s none, ever in 40 years.
No person of color as Issues/Political Director.
That’s none, ever in 40 years.
No person of color as Clerk of the House.
That’s none, ever in 40 years.
No person of color as Research/Budget Director.
That’s none, ever in 40 years.
Look at the record and judge for yourself.
MJM has a long history of supporting white candidates over people of color and surrounding himself with all-white top staff.

That makes more sense. The reason why the candidates on the palm card are supported in the 13th Ward is the fact that the Precinct Captains put in the work and have relationships with their voters that are unlike anywhere else.

47th Ward…I agree with you that the Palm Card is not the end all for any Organization, including the 13th Ward. However….with it being impossible to have a first contact with all your voters prior to Election Day…it is not unusual in the 13th Ward for a good percentage of constituents first contact is that act of being handed the Palm Card. In fact….many still ask for it. I think the bigger question is how it is all changing with Early Voting. The days of greeting all your voters on Election Day is a thing of the past. Certainly more difficult to control the vote.

My biggest complaint with Foxx is that she didn’t immediately clean house, and has allowed people within her office, like this commenter, to openly undermine her without repercussion.

Once a race significantly goes up on network TV, ward organizations influence goes down significantly. Sometimes, it’s more prudent to save your asks for other less advertised, down ballot races. This calculus goes on in every ward organization throughout the entire city (unless you’re so disorganized that you don’t print palm cards at all).
