Madigan may no longer be speaker, but regardless of what he does in the future, his experience and advice will be invaluable.
Passing legislation is only one part of the puzzle.

My educated guess is that Cassidy is not comfortable voting for a man with credible allegations of violence against women in his past.

In politics, the least risky path is voting against something that passes (or in favor of something that fails). Now if Welch’s tenure is a disaster or if more skeletons come to light, Cassidy can say it’s not on her. Keeps her clean for a speaker run of her own at some point.

A great day for Illinois. Not a good way for Madigan to (essentially) end his career. His legacy will be the debt he leaves us with.
