Loser: Durkin, was really shocked with the tone he took when speaking about Madigan. He failed as a leader to show he could rise above past issues and instead chose to play to his caucus and his caucus only.

Biggest Losers: Women, MeToo movement, The Women’s Caucus, and the credibility of Ann Williams and the Women’s and Progressive Organizations, and Law Enforcement.

Loser - Future Illinois taxpayers - Not sure how the state plans on paying for what was passed considering the Governor can’t even get a decoupling bill through.

Biggest winner is west suburban Cook County, home to the House Speaker and Senate President.
Biggest loser is Gov. Pritzker on the decoupling bill.

Winner: The Black Caucus worked to pass some serious reforms in a short amount of time.
Loser: Durkin. What was that statement and vitriol!? A week after the president from your party incited a coup, it would probably wise to give a unity message and move on. There was absolutely no need for what he did today.

Losers-potential election losses for a few of those suburban Legislators who voted for that crime bill. When the details of that mess come out, a few suburban Dems will be in trouble (especially in new districts).

Winners: Black Caucus (big chunk of agenda passed), Trial Lawyers (finally passed pre-judgement interest after 40 years - huge victory).
Loser: Employers - compliance with employment requirements in BC economic package are almost impossible to comply which carries a penalty of 1% of gross income (which isn’t defined). Also pre-judgement interest will definitely push companies to settle (even when not at fault) while further increasing their insurance rates.
If Lame Duck is a preview of the spring session, the business community is in for a world of pain. Tough to be optimistic about employers finally being valued in Illinois.

Winner? Police. They absolutely neutered the most significant reforms through their campaign of lies an deceit.
Winner? ILBC. 3 of 4 pillars are going to the governor and ECW is Speaker.
Loser? Durkin. A classless speech during inauguration. You don’t have to praise MJM or even mention him, but the absolutely petty and false attacks were totally uncalled for and against the spirit he claimed he would have.
Losers? Potentially the House tops as far as staff if Welch wants his own people. Of course, as with Harmon last year, they will likely be on through session no matter what.
Losers? The house Dems who think Madigan attacks are just going away. If you ever voted for him, with him on a bill, even one with 118 votes, or even breathed the same air, you are tarred according to the GOP.
Loser? Kelly Cassidy. Her classless present votes are complete cowardice.

FOP for getting lucky that the peace officer collective bargaining draft was too broad and having other unions kill that part of the bill

Loser: Jim Durkin. The hatred and toxicity he has expressed does nothing to help his caucus, other than show they’re the party of division.

Biggest losers: Corrupt cops
I don’t buy the argument that this bill “popped up out of nowhere”. There isn’t a single policy on there that hasn’t been advocated for by community organizers / police reformers for the last 20 years, at least! These policies got megaphones after Ferguson and other similar protests.
Proud of our GA and our state for passing this.

Winners - Black Caucus, and small businesses that will not see a painful and unnecessary tax hike
Losers - The legislative process, Mayor Lightfoot, the Governor on the decoupling bill and his state agencies that will not be able to implement or administer any of the large pieces of legislation that have passed in recent days, just as what happened in 2019.

Winners: Black Caucus and the millions who will benefit from the reforms, including folks, especially in Black and Brown communities, who will be protected from predatory lending thanks to a 36% APR cap on consumer loans (if the Governor signs it)

Elementary and secondary school children. When it comes to education policy, organized labor is paramount and the only constituent worth appeasing. Why? Administrators and staff far outlive local school board officials who have little political capital. Students and parents are stuck not in the middle but always at the end.

Winners-
Black Caucus. They got more accomplished than I ever would have ever imagined. Congrats!
Ann Williams- She got to pretend like she was a viable candidate for Speaker for a few days.
Losers-
Governor’s Office- What a massive loss. It’s still salvageable, but it’s like a sign of more losses to come. Member’s level of frustration with the Governor’s Office is very high. A lot of (justifiable) blame for the failure of the fair tax coupled with a lot of unreturned calls by their legislative team is going to make for a long session.
