June 30th remap deadline deemed a “fallacy” by reporter

* The governor was answering a reporter’s question today about the remap when he said that the final, detailed Census numbers wouldn’t be distributed to the states until September but that Illinois has to act by June 30th. That claim prompted this hollering from a Statehouse reporter

That’s a fallacy! June 30th is a fallacy!

A fallacy? Not if you’re in the super-majority party. From the constitution

If no redistricting plan becomes effective by June 30 of that year, a Legislative Redistricting Commission shall be constituted not later than July 10. The Commission shall consist of eight members, no more than four of whom shall be members of the same political party.

The Speaker and Minority Leader of the House of Representatives shall each appoint to the Commission one Representative and one person who is not a member of the General Assembly. The President and Minority Leader of the Senate shall each appoint to the Commission one Senator and one person who is not a member of the General Assembly. […]

If the Commission fails to file an approved redistricting plan, the Supreme Court shall submit the names of two persons, not of the same political party, to the Secretary of State not later than September 1.

Not later than September 5, the Secretary of State publicly shall draw by random selection the name of one of the two persons to serve as the ninth member of the Commission.

As we’ve talked about many times before, the Republicans want this lottery because it gives them a 50-50 chance at drawing the map. The super-majority Democrats do not want this lottery because it gives the Republicans a 50-50 chance at drawing the map.

  2. The reporter promoting the fallacy theory probably always blast at “do nothing” government. If you don’t hit the date then you are ceding the duty to redraw district by June 30.
    Anything else is a fallacy

  5. In the reporter’s defense, the Constitution has a process for creating a new map after June 30. The problem is J.B. just doesn’t like it.

  13. The reporter was out of line.

    Quibble about the terminology used by Pritzker, June 30 is the deadline for the General Assembly to act. A body elected by citizens of the State to represent them. From there on it’s in the hands of a commission consisting of 8 people at first with an added member if needed.

  14. If you want to get technical after June 30th there could be a constitutional crisis. The Constitution requires the Commission to finalize its map by August 10. If they don’t, the Supreme Court nominates 2 people and one is added. That new 9 member commission has to finalize a map by October 5th. There is no backup if a Commission doesn’t adopt a map by October 5.

  15. If there’s no map by June 30, Democrats will at least have the consolation that if the Republicans win the draw, surely they would practice what they preach and have a transparent and bipartisan process without partisan gerrymandering. Right?
