Gov. J.B. Pritzker on Aug. 20 issued his 20th statewide COVID-19 disaster proclamation, meaning by the end of this new proclamation he will have declared Illinois to be in a state of disaster for 559 consecutive days. […]

Now that Pritzker’s again anointed himself for a 20th time, state lawmakers would be wise to impose some limits. After 559 days, it will be hard to argue the emergency precluded elected representatives from weighing in on one-man rule.

The South is burning with COVID and southern, western, northwestern and parts of central Illinois ain’t doing too great, either. But, yeah, the legislature, which was in session for several months earlier this year and chose to not limit the governor’s powers one iota, ought to come back to town and open ‘er all the way up. Right. Maybe even forbid schools from imposing mask mandates or some such nonsense.

  1. So, Rich…. how do you REALLY feel about this matter? Breathe man, they’re just words. In all seriousness, I do feel we should note how many days since the first EO that the legislature HAS NOT acted or voted on any sort of anything that pertains to the governor’s EOs.

  4. Did he? All of the previous Executive Orders were posted, but I do not see any currently posted from August 20. The last one I see on there is July 23

Words like these have a way of making breathing more difficult.

  7. Can’t wait to see the IPI supported GOP statewide candidates run against COVID mitigations in Illinois. We can see examples of what the IPI wants for us in Florida and Texas—no mask/vaccine mandates and exploding disease—that on top of no Medicaid expansion in a pandemic (see also Florida and Texas). No.Thanks.

    Thing is… 60, 30, 1

    Bailey is running for governor.

I suggest any … members… so concerned about the Governor or the EOs should run for governor *themselves* or get 71 and 36 to defeat any veto that would come with such ridiculousness.

  11. I’m a liberal who agrees with the IPI on this one. We shouldn’t use emergency powers in perpetuity. I think the governor has overall made the right decisions under very difficult circumstances but there has been time and opportunity to go through the normal legislative process for a lot of these policies and I would prefer that route, it gives the people an opportunity to weigh in through the representative assembly. I understand the need for emergency authority but generally prefer the separation of powers and would like to see things revert back to normal as soon as possible, and since the legislature has already returned in each of the last two springs and is coming back again next week the opportunity is clearly there.

Comment by The Captain Monday, Aug 23, 21 @ 3:01 pm

  12. When given the opportunity to govern this state from the Executive Branch, the IPI folks didn’t last, some didn’t even make it weeks.

IPI is a failure at understanding governing and an even bigger failure when chosen to help govern… during before times no less.

    They are a pathetic lot.

Comment by Oswego Willy Monday, Aug 23, 21 @ 3:02 pm

  13. More than a thousand deaths reported today nationally from COVID-19 bringing the total up to more than 628,000.

19 deaths were reported from Illinois with a total of 26,223.

3,541 new cases were reported in the last 24 hours which will likely be around another 30 to 50 dead when the lagging indicators catch up. If someone doesn’t think this is an emergency I would be fascinated to see their explanation as to why not. I try to look at case rates rather than total number of cases to diminish the scale of the human tragedy.

But I guess there is an amount a billionaire could pay me to say it’s not an emergency.

  14. ICU’s are full, younger patients are getting sick, the positivity rate is climbing. Still an emergency

  15. == but there has been time and opportunity to go through the normal legislative process==

There has been both time and opportunity. The lack of specific action by the General Assembly implies that they have made their decision and that decision is to allow the Governor to continue to make these decisions.

  16. ===implies===

    More like screams.

Comment by Rich Miller Monday, Aug 23, 21 @ 3:20 pm

  17. They don’t call it the Big Chair for nothing.

It’s far easier to scream (or grift, as is the case with Bailey, the Trumpkins as a whole, and the party too) than decide to take charge here in a state where the positions these like IPI hold seem to poll against the want, and Pritzker seems to be polling above water too.

It’s like “hold me back before I do something” schtick, with all knowing no one is going to do anything.

Since IPI did that silly Madigan movie… it has yet to recover to be seen as anything thoughtful or honest to the common good of Illinois. This is IPI on brand.

Comment by Oswego Willy Monday, Aug 23, 21 @ 3:25 pm

  18. The legislature hasn’t acted, and likely won’t, because 1) the majority agrees with the actions Governor Pritzker has taken/continues to take (I agree with those actions too) and 2) by letting the Governor take all the slings and arrows, they get the benefits of the EOs without facing any fallout.

Comment by thunderspirit Monday, Aug 23, 21 @ 3:25 pm

  19. === We shouldn’t use emergency powers in perpetuity ===

    These are Disaster Declarations.

They are not in perpetuity, each declaration ends at a fixed date, that’s legally the opposite of “in perpetuity.”

What you mean is you don’t want The Disaster to go on forever, and I agree with you.

What are the IPI and Darren Bailey doing to stop the spread of COVID? What are you demanding of them?

Comment by Thomas Paine Monday, Aug 23, 21 @ 3:32 pm

  20. =he legislature HAS NOT acted or voted on any sort of anything that pertains to the governor’s EOs.=

The lack of legislation and statements from the majority of legislators would, to a sentient being, be a resounding endorsement of the governor’s actions.

    Screams as Rich stated.

This goes to a new habit/development that I have picked up on in the last few years. And that is, claiming a question isn’t answered because you have not received the answer you want. The IPI is playing that game as are some of our posters.

Comment by JS Mill Monday, Aug 23, 21 @ 3:35 pm

  21. I’m glad Pritzker is our governor, he’s done very well under very difficult circumstances. But what if he wasn’t? What if it was someone you didn’t like or didn’t have confidence in? Is perpetual emergency power of the executive branch the correct approach? I don’t think that it is. We happen to be very fortunate right now but our process should be the one that fits best regardless of who the governor is. I think our standard legislative process is the best for that. The general assembly is often reluctant to engage on any number of issues, this one included, but I don’t think that’s a good reason to rearrange the power structure between the branches of government.

Comment by The Captain Monday, Aug 23, 21 @ 3:38 pm

  22. Thanks for the feedback peers. I agree with most of the sentiments. I was just “beating the dead horse” maybe because I was bored of the same rhetoric. Hard to break bad habits. Our governor has done what the legislature should have done 500+ days ago….until they act in contrary, he should continue to do what he does…govern.

  23. =We shouldn’t use emergency powers in perpetuity=

I’d prefer not to have a pandemic in perpetuity either. But the ILGOP seems to see it differently. Whether that’s opposing stay at home orders, capacity restrictions, wearing a mask, or getting a vaccine, they’ve been petulant obstructionists every step of the way.

Wouldn’t it be nice if the conditions didn’t exist that required all of these EO’s. Maybe the ILGOP could consider how they might be able to help in facilitating that?

  25. Fundamentally this seems like a more effective attack on legislators that the governor.

The Governor: There was a problem and I acted. (seems reasonable).

Joe Legislator, I don’t want to have a say in how we respond.

  26. ==but I don’t think that’s a good reason to rearrange the power structure between the branches of government.==

Who is doing that? You act as if the General Assembly is somehow being deliberately left out of the process. They haven’t been. No action can be an action too.

Comment by Demoralized Monday, Aug 23, 21 @ 4:20 pm

  27. IPI and some folks here are governing by theory over substance. Easy to talk about one man rule, but compare today to the beginning of the pandemic. At the beginning the GA didn’t even meet and the Governor was doing a lot by EO or emergency rules. Now the GA is meeting and while we may be under an emergency declaration not even IPI can point to the Governor acting on his own in the ways he was acting (quite properly) last April. Maybe just maybe that state of emergency now mostly preserves the right to act without actually resulting in that many acts, and maybe just maybe the GA majority is fine with it - if they were not they would have stopped it. I think we can presume majority GA ratification for every Pritzker policy that has gone into effect. A few times he has floated a trial balloon or even implemented something, gotten heat, and pulled back. The system is working just fine and the IPI is a broken record.

    What could go wrong?

  30. == And what has the Illinois Policy Institute done to end the pandemic?==

They are too busy mailing letters telling retired state employees to opt out of the union. The letters include forms and envelopes to send to the union officers.
. Have received two in a week. Of course I’m no longer in the union ( retired) and it’s none of the Institutes business anyway.

I’m tired of hearing how unhappy non-vaccinated people are that the governor is trying to keep us safe. What are any of them doing other than throwing out hyperbole?

Comment by thoughts matter Monday, Aug 23, 21 @ 4:40 pm

  31. – We shouldn’t use emergency powers in perpetuity. –

Pritzker is stepping up to apply the same powers that county health departments have had for about 100 years, but have refused to use in a consistent manner across the state. Almost all of them have instead chosen to rely on what is an obviously failed approach of ‘education over citation’.

Health departments were given this power to handle outbreaks of things like Tuberculosis. Watching almost none of them use the powers they already have for exactly this purpose forced the hand of the governor to step up and do the job these departments were originally created to handle.

When this is eventually over, we need to take a long look at the structure of individual county health departments to determine if they are even useful anymore. Fighting diseases takes a coordinated effort, that simply can’t be done correctly if there is a patchwork of county policies, many of those county responses being to do nothing at all.

  34. Right wingers and their mouthpieces don’t want to actually govern. They just want to complain until they are in the driver’s seat, then drive the car into the ditch and blame the passengers. This has been their M.O. for decades, it has only just now become more pronounced.

  35. IPI - Striving for relevancy, or fundraising. I haven’t decided which yet. Probably both.
