* Comptroller Susana Mendoza held a press conference yesterday and was asked about the state’s bill backlog. She said her office’s oldest voucher is only “10 days old.” And continued…
So we’re well within a 30-day payment cycle. It’s literally, this is the fastest we’ve been paying our bills in the state of Illinois since before the September 11 terrorist attacks in 2001. So, over 20 years since we’ve been paying this quickly. … I keep saying we have to be fiscally disciplined and continue to experience positive news when it comes to our finances, but we are certainly way better than we were.
As I’ve told you many times before, Illinois’ fiscal decline has been almost continuous since the economic crisis caused by those terrorist attacks.

The other marker in our fiscal decline in Illinois is the election of Rod Blagoevich and the Democrats becoming the majority party in the Illinois Senate the following year.
Removing the Republican check on the anti business agenda of Illinois Democrats who control the legislature and Governor’s office has been devastating to economic growth in Illinois

First, great news. Can’t be measured or sorted any other way.
To the post, but to a greater extent to what Rich added;
Those willing to drag down Illinois, to push false narratives… of an exodus or partisan angst or even racial strife… in the past twenty years, the setbacks, the mistakes, the unexpected tragedy (and tragedies) that have hurt this state… like a good house, the “good bones” to rehabilitate and make the state better are still here.
The largest city (by miles) in the region, world class agriculture, global transportation, monetary and business attractiveness, and the people in this state take a back seat to no one.
What has been sliding and sinking these past decades is seemingly rising where we can look and say “what’s next” even during a global pandemic crisis.
You can’t sell the drivel of negativity about Illinois and then not realize what is happening is a turning of fortune, a necessary turning that can allow for a better state.
A major hindering is “our own” deep seeded resentment “some” have… for Illinois.
It’s not a “change the attitude” take, it’s a “stop bad mouthing Illinois in hopes to lead it”.
This is good news. Build upon it, don’t try to rip it down because anger is what feeds your hollow soul.

In terms of government, this is what pro-business looks like, paying bills in a timely manner. What more pro-business act can there be than paying people and businesses for services provided?

Congrats to Comptroller Mendoza and her team and other State players who have gotten us to this point. We’ve come a long way since BVR. This alone should be enough to get JB re-elected.

A voucher is not considered late until it is accepted by the Comptroller. In order to catch-up, the Comptroller has simply increased the requirements for filing vouchers and rejected tens of thousands of them, giving them more time to eventually process them with their limited head count and antiquated computer system. This action has pushed work onto already understaffed executive branch employees and limited the executive branch from achieving executive branch goals and responding as effectively to the pandemic. The main goal of the Comptroller needs to be to implement a new accounting software system. This goal cannot be achieved because the middle and senior administrative staff at the Comptroller is paralyzed with fear of being consolidated with the Treasurer’s office, and so they have expanded the scope of their role into unrelated fields overlapping with procurement

Commercial Off The Shelf (COTS)? Enterprise Resource Planning (ERP)? Private sector versions of those software products are NOT amenable to governmental use. The fact that GSA certified / denied certification to such products as being compatible for federal use shows that. And DoIT is a much smaller market than GSA. Neither Oracle or SAP or Peoplesoft have a State of Illinois SAMS 2021 version for sale.

Not sure what alternate universe Merica lives in, but in this one, Comptroller Mendoza’s landmark Debt Transparency Act means that every day the Comptroller’s website publishes the total vouchers at the Comptroller’s office PLUS those sitting at the agencies. And that total, which is $3.8 billion today - check the Backlog Voucher Report on her website - is down from $16.7 billion under the impasse. https://illinoiscomptroller.gov/financial-data/backlog-voucher-report-bvr/

Why, remember that Republican gubernatorial genius, Bruce Rauner, and what great fiscal shape the state was in after he and his Republican enablers got through with it? Why can’t lawmakers all be like him?/s
