The House and Senate Redistricting Committees have released a proposed map of new congressional boundaries designed to comply with federal law and ensure the broad diversity of the state is reflected in the elected officials sent to represent Illinois in Washington D.C.

The release of this draft comes after a series of public House and Senate hearings held across the state intended to collect as much input and testimony as possible. The proposal can be viewed at www.ilhousedems.com/redistricting and www.ilsenateredistricting.com. The public is encouraged to provide feedback during additional hearings that will begin next week.

“This proposal is an excellent first draft that amplifies diverse voices and gives every person in our state a say in government,” said Rep. Elizabeth Hernandez, D-Cicero, Chairperson of the House Redistricting Committee. “I look forward to ongoing discussion with members of the public, advocacy groups, and community organizations as we continue this effort to ensure our congressional boundaries reflect the diversity of this great state.”

“Population changes over the last decade meant many of the current districts were unbalanced. This proposed map is an effort to ensure every community across our state receives fair and equal representation in Washington,” said Sen. Elgie Sims, Vice Chair of the Senate Redistricting Committee. “We thank those who have taken time to participate in this process and look forward to receiving continued feedback from voices across Illinois.”

Finalized hearings for the House and Senate are as follows:

· House Hearing: Wednesday, October 20 at 9:00 a.m. at the Illinois State Capitol, Room 114
· Senate Hearing: Wednesday, October 20 at 2 p.m. at the Illinois State Capitol, Room 212 (Virtual Hearing – participants may testify at the hearing location or via Zoom)

Additional hearing information will be forthcoming as dates and locations are finalized. These will be hybrid hearings with the opportunity for in-person and virtual testimony. Those wishing to provide testimony, submit electronic testimony or submit electronic witness slips can do so in advance of the hearing via the General Assembly website www.ilga.gov or through email at redistrictingcommittee@hds.ilga.gov and redistrictingcommittee@senatedem.ilga.gov. The General Assembly is expected to vote on new congressional boundaries by the end of the scheduled fall veto session.

Demographics are here. As expected, there’s only one Latino district.

*** UPDATE 1 *** Democrat Marie Newman and Republican Adam Kinzinger are in the same district (CD3).

*** UPDATE 2 *** Republicans Mary Miller and Darin LaHood are in the same district (CD16).

Also, US Rep. Robin Kelly’s district now goes south to… Ashkum in Iroquois County, and even further west it goes south past Fairbury in Livingston County.

Illinois Republican Party Chairman Don Tracy released the following statement in response to Democrats unveiling their proposed congressional redistricting map:

“Illinois Democrats, led by Governor JB Pritzker, have made it clear that they are willing to disenfranchise Illinois voters and break repeated campaign promises to do the bidding of Nancy Pelosi and DC power brokers. Call this new Illinois map the Nancy Pelosi Protection Plan. It’s appalling that fair representation, keeping communities of interest together, and transparency in the mapmaking process in Illinois all had to take a back seat to the demands of national politics. No one has done more to degrade the Democratic process here in Illinois and add to the issue of hyper-polarization of elected representatives than JB Pritzker.”

Below is a statement from House Republican Leader Jim Durkin (R-Western Springs) on the recently released Illinois Congressional maps:

“In another insult to Illinois voters, Democrats drew more partisan maps to benefit their incumbent politicians and protect Nancy Pelosi’s failing majority.”

*** UPDATE 3 *** You can view this map as a series of messages to some Democrats and Democratic constituencies. For instance, the message to Newman seems to be: You have a choice between running against Kinzinger with relatively few Chicago precincts or you can represent a Latino district. I’m told Newman made huge demands and was generally uncooperative.

Congressman Adam Kinzinger (IL-16) released the following statement after Illinois Democrats in Springfield released their proposal for the state’s congressional map:

“I have proudly served six terms in the U.S. House and it has been an honor to do so. Following the release of the new congressional maps for Illinois, my team and I will spend some time looking them over and reviewing all of the options, including those outside the House.

“This redistricting process has been anything but transparent, which comes as no surprise to anyone. I believe the people of Illinois deserve better.”

*** UPDATE 4 *** Rodney Davis currently lives in what will be the 15th District, which does not appear to lean Democratic, despite what some other outlets are reporting. Tribune…

The map would put Republican U.S. Reps. Rodney Davis of Taylorville and Mike Bost of Murphysboro into their own districts, though Davis’ district would lean Democratic.

Davis’ district would be converted into a skinny Democratic-tilting district in which he might have a difficult time winning re-election.

“This week, the Speaker’s Office confirmed that the Governor’s Office was a part of drawing the gerrymandered maps released today,” said Illinois Senate Republican Leader Dan McConchie (R-Hawthorn Woods). “There is truly nothing you can trust about this Administration anymore. It is a sad day for democracy in Illinois.”

As expected, our lying Governor teamed up with state Democrats to draw a shameful, partisan gerrymander in a desperate attempt to keep Nancy Pelosi in power. This proposed map, along with this entire redistricting process, is a complete joke. It’s clear Governor Pritzker and the Democrats will stoop to any low if it means they can keep their corrupt system going.

When I served in the Illinois State Senate, I was proud to support a Fair Maps redistricting process because Illinoisans have made it clear that they are tired of politicians picking their voters. Illinois Democrats and Governor Pritzker have shown with their proposed map that they care more about doing the bidding of Nancy Pelosi than giving Illinois voters fair representation in Washington. The proposed maps are a slap in the face to good governance everywhere. Illinois voters deserve much better than this non-transparent, corrupt process.

Representative Marie Newman (IL-03) released the following statement in response to the Illinois congressional map proposal that was released today:

“While our team continues to review the draft congressional map that was released earlier today, it is abundantly apparent that what has currently been proposed for Illinois’ 3rd Congressional District is not only retrogressive but substantially diminishes the diverse and progressive voices of Chicago’s Southwest Side and suburbs. I know that IL-03’s constituents will ensure their voices are heard loud and clear at these public hearings over the coming days.”

“I look forward to continuing to represent the constituents of Illinois’ 3rd Congressional District.”

What a screwball, gerrymandered mess. Let’s draw a little loop and capture C-U and then drag a narrow little strip down to the metro east so we don’t get too many Republicans in there. Then let’s draw a similar little squiggle to capture Bloomington Normal and drag it all the way to the top the the state… Wow. Then let’s consider the fact that there are enough Hispanic residents to account for AT LEAST two districts, and they only get one. This map can and should be thrown out by the Courts for that reason alone.

I don’t care one iota about the partisan nature of this map. This is a national problem requiring a national solution. Dems can’t unilaterally disarm while the GOP continues its full blown attack on democracy.

My concern is whether the Dems have adequately developed a map that will withstand court challenge. I’m not sure they have,

Isn’t it best to group them with a Republican district so they can elect someone who represents their views? Why drag them into a district where their vote is wasted? This is the basic conundrum of what is a “fair” map. Is it only fair when it is split exactly 50/50?

This shows the difficulty of map making where the partisan divide is mostly based on where you live. How do you give proper representation to liberal downstate cities that exist within a sea of red? You can’t, unless you make these kind of arcs. They can get too extreme, though.

If they were gonna gerrymander this hard core, why keep so many Trumpy small towns in the IL-17 but exclude some parts of Bloomington-Normal from it? They have Champaign-Urbana totally intact in IL-13. As they should. Are they trying to draw Barickman or some other B-N pol out of it?

If Kinzinger can win the republican nomination, I think it is competitive race. Newman is extremely progressive and barely won the primary. Kinzinger has positioned himself as a moderate republican. He should be able to pull in the undecided votes

And there used to be a railroad that connected Vandalia and Freeport. One of the first two lines of the original Illinois Central Railroad in the 1850s. Unfortunately, the part to Freeport has been gone since the mid-80s.

Correct, TJ. And Dem votes around State Farm corporate South. These subdivisions and apartment complexes may have been left out due to higher incomes than other parts of town but due to the higher education and urbanization/rural sorting of the parties these are much more Dem-friendly areas than small towns. These are people who choose to live in a community with a Black mayor named Mboka (Bloomington) or rejected all the Trumpy mayoral and council candidates in spring 2021 (Normal). Very curious about the decision to exclude a sizable amount of South Asian voters too. I count 3 cricket grounds in B-N that were left out of IL-17.

A Newman-Kinzinger match-up could be very interesting. Of course that’s assuming that Kinzinger can survive failing the purity test of a Republican primary. Not so sure about that. And I guess that’s all predicated on his desire to run in the 3rd which seems very much up in the air given his comments.

One of them is in northern Peoria County along State Highway 90. Starts at Route 78 near Laura in the proposed 17th, goes through Princeville and Princeville Township in the 15th, and ends on IL-40 near Edelstein in the new 16th.

And I don’t get the point of the new 15th only coming into Peoria County just to get Princeville Township (which still splits the town of Princeville in half).

Of course, these maps are a sham, they give lip service to fairness and diversity; but in reality, any objective look shows the maps are about consolidating power. IL independent and GOP voters need to get over it, the Dems control all the levers of power and they are using them.

He lives in Taylorville. Which is roughly 20 miles inside of 15 and outside of the new 13. And Miller is in the new 16. So, to answer your question: neither scenario.

For future improvement of the mapmaking process, we need to develop some options with real world data to consider for 2030. We need to try independent commissions, sortition, coin toss, increased seats, P.E. team captains (i.e., “I pick then you pick”), fair division (i.e., “I draw them you combine”), and other options to see what works best in different demographic splits. County board districts would be a great place to try this out as a learning laboratory, and a financial incentive for counties that join this experiment could make it work.

An example of one approach that, if it was adopted nationally, might produce better results by dividing the work between the two parties to encourage compromise:

There are 2 House districts for each Senate District, and there are 3.5 Senate districts for each Congressional district. The majority party could pick the boundaries for House districts, the minority party then picks the pairs that will be the Senate districts, the majority party picks 3 Senate districts per Congressional district, and the minority party assigns one of the remaining 16 House districts to each Congressional district. You could carry this further with the make up of the Supreme, Appellate, and Circuit court districts.

They didn’t do Underwood any favors with that map. Still looks like a center-right / tossup district. She should move to run in 11 vs. Foster. She would win that primary and have a better district.

Will Lipinski challenge in a primary?

Kinzinger should go Senate. He has the money in an off-year to win the primary and compete in the general. While very different - Kirk won all counties in his primary while being disliked by the right.

Not to get all conspiracy theory, but could Newman have been hurt by any residual Madigan influence? It was a badly kept secret the two didn’t exactly get along.

Plus it keeps Kinzinger away from any statewide runs for a cycle. Give him a winnable district rather than map him out to a different job. That was some nice jujitsu there.

It’s worth noting that the Constitution does not require Congressmen to live in the district, but simply to live in the state which they represent. I recall Joe Walsh deciding to stay in the 8th instead of the 14th district a decade ago.

Friendly reminder: unlike state legislative districts, congressfolk are not required to live in their district.

That said, it stops a lot of chattering. So interesting that it looks like “term limited’ Speaker Welch moved from Chuy to Danny’s district.

And it’s not just aimed at Newman. Chuy has been making his “keep one Latino district” argument in private. The release of this map is going to force him to state his case publicly. I don’t see the Latino community buying it. Though, he does have a loyal crew of protégés in the General Assembly. Maybe they’ll stick with him. But the push for two districts is going to be fierce.

Don’t forget, JB’s folks have had a seat at the Congressional map table. Davis and Kinzinger have been drawn into winnable districts. I don’t think it’s a coincidence.

I would hope these get fixed before passage.

To be frank and *very* partisan it very much risks being a dummy-mander. You can do a lot more to shore up districts like IL-17 and 14 than they’ve done here.

There is an old saying: “Be careful what you wish for, as it may come true.” Living north of Peoria I was wishing I wouldn’t be in LaHood’s district with the new map. My wish came true, but instead of LaHood, it looks like I got Miller. I sure hope Davis runs in the 15th

my sense is that any moderate republican running in tossup districts will do well in 2022. i think the left has lurched too far leftward, and it will cause many moderates to split tickets to attempt to bring some balance. we are seeing it now in cook county with SA Foxx. also, when i say moderates, i mean moderates of all shapes, sizes and colors. the middle is growing, meaning more and more feel politically homeless. just like democrats criticize republicans for allowing the trump wing of the party to rise, democrats can be equally criticized for allowing the far left such an outsized voice. democrats need to return to bread and butter issues that are relevant to joe and cindy six pack.

Pelosi went too hard on Illinois to rescue her chestnuts. Watch for Casten and Underwood to fall, the 17th go Republican and the 13th remain so.

Lynn Sweet was premature in calling it a 14-3 map; I see it being 10-7. It’s the greed that will get you in the end.
