Somehow or another this will be considered bad by the same folks who cheered when the state was budget-less for an agenda.
It’ll be an interesting thing come 2022 for challengers of both the Comptroller and Governor to call this type of stat “fiscally irresponsible”

You can go to Mendoza’s monthly DTA to view the amount of Interfund Transfers …. about 2/3rds of pending bills at Comptroller’s Office are these gov’t transfers. Even if all these were paid, cash would just sit in these other funds anyway.

This and COVID response are arguably JB’s biggest accomplishments to date. The average voter doesn’t appreciate the significance of the state paying its bills on time. The blather coming from IPI and the Raunerite faction of the Republican party seems to resonate more with many of today’s Republican voters.

If only Democrats could message on the economy and fiscal performance. The last two Republican presidents collapsed the economy (presidents own). The last president and governor made debt and deficits explode. Is anybody else worried that the state of democracy is dependent on the Democratic Party effectively communicating?

COVID response is arguably JB’s biggest accomplishment to date, and prudent budgeting that helped continue this shortening of the bill cycle that Mendoza started before he took office. That big drop came when she shamed Rauner into refinancing $6 to $8 billion of that debt. Amen to everything else.

From the Comptroller’s response to the audit finding linked above:
“Unfortunately, due to these continued fiscal constraints, the timely transfer of funds will not be able to be made before prioritized payments.”
Translating this into what it really means “Instead of following the law, we’re going to abuse our power and move friends of Susana Mendoza to the front of the payment line by calling these vendors ‘prioritized payments’.”
