Source: The Bears have made progress in their discussions with Arlington Heights and the school district board for their stadium deal. The belief is that Kevin Warren’s timeline to get a deal done remains aggressive.

Update: Bears continue to work towards a resolution regarding property taxes with school board and Arlington Heights on the land they own. AH remains hopeful Bears will build their new stadium there. The Bears maintain their stadium focus remains on the museum campus in Chicago.

Lord only knows that I’ve sometimes reacted only to headlines before only for my initial take to be proven wrong shortly thereafter, but at least I’m just some random dude wasting time at work in an unrelated field rather than supposedly being in charge of a media outlet and just running with things that I see on Twitter.

The Bears “try a little bit of everything, half baked and incomplete, with no clear long term path forward in either the city OR the suburbs” plan is definitely paying off.

Most of the Chicago media are ignorant of the parameters of the Arlington proposal — maybe willfully so given their focus on generating stadium click bait. The pending property tax appeal just determines what the assessed value of the property is post-demolition of the track. That’s not unimportant, because if the property tax freeze component of the Bears’ PILOT proposal ever becomes a reality that number will be the assessed value of the property for the next 30 years, regardless of how much the development improves the property. But that is only one step (and it is probably the easiest) in the process. The Bears would also have to negotiate the Payment in Lue of Taxes with the local property taxing bodies — something that’s never been done before. And, of course, the GA and the governor have to approve the establishment of the PILOT. Nothing really matters much until that happens.

My working assumption was that Arlington was always a bargaining chip meant to be a way for the Bears to squeeze every last dime they could get out of Chicago. But it seems now like even if that was the strategy they’ve completely abandoned it in favor of…what?

President Warren NEEDS to understand there is no appetite for another round of government handouts for the Bears. They got a free stadium 20 years ago.

Still have to find a way to get 60 and 30. Why would the suburbs or downstate give a crap about whether the Bears stay in Chicago or not? Whoever has the best local proposition and least local opposition paired with the least amount of money needed from the state will have the best chance.

TNR is spot on kudos to you. The PILOT has been forgotten in all the hoopla over the lakefront gambit. PILOT is the main reason the school districts had to band together to protect themselves from potential loss of revenue. Im sure it could be worked out a lot easier than asking for 1.2 BILLION, 60 40 and a signature.

I’m fuzzy on the details of commercial property taxes, but I don’t see how you can buy a property for $197 million then turn around and say it’s worth less than that.

The main difference between the Arlington Heights and lakefront proposals is the latter involves the hand out of a tax subsidy, while the former involves granting a tax break. All things being equal, a tax break should be much more “doable” politically. But the PILOT brings a lot of players to the table — all those local taxing bodies. And the Chicago members of the General Assembly are unlikely to support a big tax break that incentivizes a business to leave Chicago. Hard to get to 60 and 30 without Chicago members on the roll.
