• 4:02 pm- Take a look SB1103. That’s the Approp the House passed a couple weeks ago to keep state parks open and restore cuts to other programs. The bill was just popped out of Senate Rules. Word is the Senate will go along with the earlier House plan. SB790 is the fund sweeps bill passed by the House.

Bottom line: Weeks of huffing, two days of threats and talks and it’s status quo ante?

• 4:10 pm- Speaker Madigan just confirmed the above scenario. The House will be at ease while waiting for the Senate to follow thru.

MJM also said he didn’t know whether or for how long the House might return for “veto session”. They’ve dealt with the vetoes made to date.

…Adding… Some interesting twists and turns during today’s negotiations. More on that tomorrow.

* 4:31 pm - The Senate is now taking up the package.

* 5:16 pm - Fund sweep bill passed 40-15.

* 5:2 pm - Appropriations bill passed 55-0. These are concurrence votes so they don’t require House action. Next move: Blagojevich.

    Key is “to date.” There are still a bunch of bills that they passed in July that the Governor hasn’t acted on yet.

    I think its pretty clear they will be back for veto session if there are still some bills out there.

  4. Cap. Fax and its bloggers have done a nice job keeping up the heat on parks and historic sites. I’ve been surprised and disappointed by the indifference of the mainstream media. Everyone’s checking their 401Ks, I guess.

  5. Back to SB 1900. If all of the Senators and Reps are so worried about children with disabilities how about all of you offering parents with these children a nigh out. I am talking a Saturday night 7 PM till 10 PM and the parents drop off there kids and you all watch the kids while the parents go out for a nice dinner. We can invite MR Governor and I will be sure the media is there and we can all have free press time. This is an election year.

  7. Alright I will help everyone. I am a stay at home mom who lives in Schaumburg. Hello Mr Froehlich, and just remember Schaumburg has a large population of children with disabilities. I suggest getting off your chair and rallying for SB 1900. Keep your promises. And just think how good the Dems will look if you offer the baby sitting for the children. Election year.

  15. AA would like someone to explain how the State Pensions Fund, by any reasonable definition, could be found to have “excess” funds. Just to be clear, the SPF is 100% funded by transfers of unclaimed property sales receipts from the State Treasurer. Until a couple years ago, all of the State pension funds received a share of SPF cash when funds were available; more recently, SPF has been used to primarily fund the SURS. Great timing, folks.

    Also appears that the $5 traffic ticket surcharge fee money intended to buy badly needed new State Police cars may have been swept out, too.

    Shameful.

  18. So the Senate passed the House bill that restores $800 million or so worth of spending, but increases revenues by only $250 million or so? Am I remembering the bill correctly?

    Amazing, the things that happen in this state government. But at least something is happening. It doesn’t look good at this point, but something is happening, and after the past six months, the people of Illinois will cheer for anything. Even if it makes no sense and is bad for Illinois.
