This just in… Quinn signs tax hike

SPRINGFIELD – January 13, 2011. Governor Pat Quinn today took action on the following bill:

Bill No.: SB 2505
Provides revenue needed to stabilize the state’s budget and sets unprecedented limits on state spending.
An Act Concerning: Revenue
Action: Signed
Effective Date: Immediately

That was quick.

At least he didn’t draw out the media coverage over the next several days by dithering.

I was having this conversation yesterday and the subject turned to whether Quinn might veto or A/V any legislation passed in the lame duck.

Can anybody help me understand what that would mean given that there could be no legislative recourse to override a veto? Does the whole bill die? Would Quinn’s A/V language stand?

It’s a silly hypothetical, but since I can’t track down Bill Luking to ask him, I thought maybe one of the resident experts here could answer the question.

I thought it it passed in Veto it needed 60% to be effective immediately. Why is this constitutional?

CC, you need to read the constitution. It passed after January 1, so no need for three-fifths. Don’t you remember January of 1997? GOPs passed a large number of bills that way.

47th, the history has been that if a guv AV’s a bill after a new GA is sworn in, it’s considered dead.

You have to give him credit for doing what he said he would and that is quickly signing the bill. Perhaps he knows if he didn’t that he might over think the situation and screw it up.

appreciate your stories on the overblown positions of business on this tax increase. Ought to ask the Dept. of Revenue how much business gets to wrtie-off each year that the average worker doesn’t. Wouldnt you like to write-off entertainment and meals???

I would like to cut-backs in all state agencies. What I wish someone would investigate the temporary assignment pay that some state employees have been receiving for years. Especially when they get 8% while the rest receive nothing but more taxes. I just don’t get it.

I think we need a new name than “lame-duck” for the period between January 1 and swearing in of the new GA. How about “MIGHTY-duck”?

It appears the tax payers got what they asked for when they voted. A Governor who does what he proposes. The tax payers (business and individual) will adapt in a way that was not anticipated, I’m afraid.
