  12. I don’t recall any real discussion on the legal impact of HJR 45. My take is that it gives the negotiators, especially the Governor, a clear message that it is the General Assembly’s intent that the contract should follow the constraints outlined in the resolution. Since resolutions don’t have the force of law, the negotiators could ignore HJR 45 and enter into a contract that goes beyond the scope of the resolution. However, presuming the resolution passes, that wouldn’t be smart on Quinn’s part. I would expect the solons would use the resolution as the moral authority for not funding the terms of the contract. Am I missing something?

  15. Can anyone just hit a button on their computer and give us the borrowing plan, at whatever amount, over any number of years, that saves us money?

    This ain’t heavy lifting, folks. It’s not a philosophical discussion.

    There is, in this era of low-interest rates, a point where a certain amount of borrowing over a certain number of years makes sense to pay old bills.

    And it pumps a lot of money to local vendors, to boot.

    It’s lunacy to pretend that all “borrowing” is bad. You’re already borrowing from vendors. It’s a matter of who gets how much juice.

    How hard is that to understand?
