1. The reason Chicago gets additional funding is because they get an automatic set-aside of certain education appropriations. They don’t have to justify anything with student counts or other statistics. Chicago set-asides are par for the course in this state. They might as well be separate from the state. They are excluded from a ton of laws anyway.
