* Bruce Rauner’s repeated refusal to offer up any specifics continues…
Republican gubernatorial candidate Bruce Rauner says his goals for changing Illinois government now include installing term limits.
Later, though, while talking to reporters, Rauner declined to offer specifics, saying “we don’t have details on it yet,” but that an announcement was forthcoming.

The 53-year-old venture capitalist said he was glad to see Attorney General Lisa Madigan decline to run for the Democratic nomination for governor.
“Her family is part of the corruption in the state. The voters don’t want concentrated power. They don’t want family dynasties,” he said. “We’ve got the same thing developing with the whole Daley-Emanuel machine. I am vehemently against (Democrat William) Daley being governor because Chicago already has that corruption and that patronage and the problems.”
Rauner, however, has contributed $200,000 to the campaign of Mayor Richard M. Daley and has supported Mayor Rahm Emanuel.

I questioned Rauner about his term limits proposal when he was in our area last week. Under the state constitution, you can only have a binding citizen referendum to change the form or structure of state government. A guy named Pat Quinn submitted 437,000 signatures in 1994 to impose term limits on the General Assembly, only to have the State Supreme Court take it off the ballot by a 4 to 3 decision.
Ironically, one Republican Supreme Court justice from the Chicago suburban seat voted with the Chicago Democrats while the one downstate Democrat voted with the two downstate Republicans in dissent.
Quinn then decried the result.
It would be interesting to see if that could be reduxed at this point. There is an entirely new Supreme Court and the downstate Democrat’s seat is up in what is to be a hotly contested election. Would he vote to overturn the precedent? Would Justice Thomas, who is now the suburban Republican justice, vote with the Chicago Democrats?
Short of having the GA put it on the ballot or having a CON CON, there is no other way to do this.
