Speaker Madigan will support two-year term for new comptroller

FYI

Another special proclamation has been prepared allowing the special election applying to all appropriate constitutional offices.

Speaker Madigan stated he will support the legislation on Thursday

The new proclamation, issued by Madigan and Senate President Cullerton, is here.

  6. If this goes through, Madigan is doing Rauner a favor right out of the box.

    Who wants to spend time or political capital in their first days as governor haggling over who controls a few political jobs in the comptrollers office two years from now?

    Rauner has a lot bigger problems to deal with. He doesn’t need to be explaining why he is against elections.

  7. With the choice of Leslie Munger as Comptroller-Designate, will she take it upon herself to run 2016?

    Does Leslie Munger now take on the persona of someone looking to face the voters in 2016, not the Executive looking to shut down, to “wind down” the Office of Comptroller?

    Nope. Quinn had no lite guv. You’d have to change the constitution for that one. ###

    If you read the Constitutional Convention transcripts you’d see the delegates didn’t think it was necessary to replace a Lt. Gov. vacancy. It has nothing to do with partisan politics. Makes you wonder why we don’t abolition the position totally. The only reason to have it around is to prevent the replacement of a Governor from one party by another elected official from the other.

  9. Gubernatorial succession is laid out in the Constitution. It goes in order of Lt Governor, the elected Attorney General, elected Secretary of State, and then as provided by law. A vacancy in Lt Gov is not filled. Succession for the other officers had never fully been addressed.

  15. Lt. Gov. is excluded because that would require a Constitutional amendment as that office remaining vacant is in a different section and not in the part at issue here allowing for special elections “as provided by law.”

    Also the “emergency” language in the proclamation gets around the at least 4-day notice requirement in the Special Session Act.

  23. In Arizona we have no lite Gov. IIRC, the Secretary of State is next in line if the Gov is no longer able to serve.

    In Arizonna this is not such a big issue as in Illinois where frequent felonious gubernatorial behavior makes the position more critical.

    I hope Rauner realizes that.

    If he’s really smart, he will get on the bandwagon, support the special election in the name of the voters, and take some of the credit.

  28. Almost since the day Judy died, this blog has been mocking Quinn, despite his having said virtually nothing in public to deserve it.

    At the end, it appears that he got what he wanted.

    I’m a Republican, happy about this solution. Just find it curious how wrong the conventional wisdom on this site has been regarding how Quinn handled this.

    Yeah, in Arizona they just die, become federal appointees or become utter pariahs and liabilities. The state’s attorney general became governor once.

    With regards to a special election for Lt. Gov, it would have been harder logistically-Blagojevich was removed from office with less than 2 years left in his term.

  41. Quinn certainly does deserve some credit on this. The Speaker probably would have come around to this eventually, but Quinn’s special session definitely forced his hand. I am not sure what Quinn gets from this unless he decides to run for Comptroller in 2 years (only partial snark here) but he certainly gets to poke Rauner in the eye on his way out. I’ve probably only said 5 nice thing about Quinn in the last 30 years, so here is number 6… Nicely played Governor.

    Exactly. Her resume is pretty thin for a constitutional office. That does not mean she won’t do well, but I have yet to see any commenters providing a solid backing for the “outstanding” and “excellent” assessments.

    With respect to the bill, this is a no-brainer, and I was disappointed to see it politicized. Of course the voters should be allowed to weigh in at the next general election. That’s what we do for school board, state senate, and every office in between.

    Ms. Munger will have a leg up, assuming she does a good job over the next year or two. It will be interesting to see if she gets a primary challenge, and it will be equally interesting to see which Dems throw their hats into the ring.
