You can totally tell his staff just got him that Jersey unaware that hockey jerseys are sized 2 sizes large. That’s why he has the sleaves rolled up. Doofuses bought him a large I’m sure. I’m a short but round guy and I have to wear a size small hockey jersey. TOO FUNNY!

Two legit things about the Guv’s Hawks sweater: it is the Hawks practice jersey, and there is a version of it with Jonathan Toews “C” sold online by the Hawks. See here: http://www.storeblackhawks.com/1260-Reebok_Chicago_Blackhawks_19_Jonathan_Toews_Authentic_Black__Practice_Jersey.html
Unfortunately, Rauner’s jersey was a BLANK jersey to which someone added a faux Captain’s “C,” perhaps by zealous staff to make their boss look in charge. The gov doesn’t have Toews’ sleeve numbers or Toews name and number on back. The Guv’s not paying homage to Captain Serious, it’s an homage to himself
