* The Senate just overrode Gov. Rauner’s veto of the MAP grant funding bill. Responses are rolling in ahead of an anticipated House vote today. From Catherine Kelly, Press Secretary for Governor Rauner…
“SB 2043 can only become law if Representative Franks or Representative Drury succumb to pressure from Speaker Madigan and flip their votes to force a massive tax hike on the people of Illinois. These members sided with taxpayers the first time around because this is a sham bill and an empty promise to students. We believe these members will do the right thing to ensure taxpayers are not left holding the bag. All of us want to fund higher education and MAP, and we stand ready to work with the General Assembly to find ways to do so without adding to the deficit or forcing a massive tax increase.”

As John A. Logan College sends out letters to faculty announcing they will be laying off roughly 55 employees due to the budget impasse, the Illinois Senate voted to override Governor Bruce Rauner’s veto of a measure that would free up funds to help prevent this from happening.
State Senator Gary Forby (D-Benton) who represents the part of Southern Illinois where the college is located, said he is glad to see that his colleagues in the Senate took a stand on Wednesday to show Gov. Rauner that he can’t get in the way of Illinois students.
“Today we had a win,” said Forby. “We showed the governor that we will not allow him to take away important opportunities for Southern Illinois college students. If we want our citizens to be prepared to enter the workforce, one important step is making sure they have access to education.”
Senate Bill 2043 would give the governor the spending authority to honor his administration’s commitments to the student financial aid program known as the Monetary Award Program.
The Senate overrode the veto on Wednesday and it will now go to the House for a vote.

At the heart of competitiveness is opportunity. When Illinois provides qualified, motivated students with genuine opportunities, our entire state reaps the benefits.
It is infuriatingly unnecessary that in order to improve their prospects and make the most of their talents, many of our state’s young people find they must leave Illinois – if they have the resources to do so. Too many do not. They live with the disappointment of a dream deferred, and meanwhile, our economic vitality, our quest for equality and our struggle for stronger communities wither on the vine.
The House and Senate have repeatedly voted to release funds for MAP grants so that qualified, low-income students can continue to receive a college education. Yet the governor has ignored the pleas of countless students who want nothing more than to better themselves and our state. He has vetoed this legislation, jeopardizing not only the prospects of MAP grant recipients, but the continued survival of one of Illinois’ greatest assets – its public institutions of higher learning. Already, more than a thousand MAP grant recipients have been forced to stop going to class. They simply cannot afford to foot the bill while the state fails them.
I was proud to vote with my colleagues today to override the governor’s irresponsible veto, which has the effect of consigning to poverty and underemployment a generation of young people who hold the future of Illinois in their hands. I urge the House to follow the Senate’s lead as soon as possible.

Today, in response to the Illinois Senate’s override of Governor Rauner’s veto of SB 2043 — a bill that would fund Monetary Award Program (MAP) grants for low-income students and provide funding for community colleges — Illinois Federation of Teachers President Dan Montgomery issued the following statement:
“We applaud the leadership shown by Senators who voted to reverse the Governor’s irresponsible veto and provide a lifeline to low-income students and community colleges who are suffering at the hand of Rauner’s misplaced priorities. More than 100,000 Illinois students are now one step closer to receiving the tuition assistance they need to fulfill their college dreams and prepare for a career.
The Governor blames others for his own failure to lead, but it was Governor Rauner alone who vetoed this bill. It was Governor Rauner alone who claimed education was his priority yet proposed a 25% across-the-board cut to our colleges and universities. And it is Governor Rauner alone who is starving our schools and social services to the brink of collapse before he would ask the very wealthy to pay a dime more. We commend the State Senate for doing the right thing, and urge House Republicans to choose students over partisan politics.”

“Hoax”, “Cruel”, “Sham”… this is tiresome from the R’s. Cullerton’s remarks in the Senate before the vote today, were very good. This is an AUTHORIZATION only. Rauner can decide if he’s going to actually spend any money on the MAP grants. Cullerton even said if Rauner only wanted to spend a penny on MAP he couldn’t until there is an authorization.
R’s need to grow a backbone, ESPECIALLY those with nothing to lose because they aren’t up for re-election or are leaving the legislature. Brown, you hearing me!!!

I’m not sure Rauner knows how to NOT harm the GOP brand. It doesn’t matter if all of the members of the GOP become Raunerites if nobody votes for them come next election. Illinois is not Wisconsin and it’s not Kansas either.

If the House overrides the veto, (Please Mr. Speaker override the veto) it is only an empty promise because 1.4% is under no obligation to spend the money. And that will be a conscious decision and overt action by the governor.

The Sham Budget created by the Governor was not a document for leadership. It was a plan to deliberately create the chaos only a financial pirate could appreciate.

My idea for an extension for the Chrome Browser:
1) Locate a snippet of Rauner-speak.
2) Locate the word “sham” — replace with “necessary”.
3) Locate the words “sided with” — replace with “ripped off” (or more colorful language.)

I can’t confirm it directly, but my spies (they’re everywhere) tell me that Rep. Drury (did you know he’s a former federal prosecutor?) has talked to MAP recipients and they don’t even want that MAP money.
As an aside, why do the Frat Boys always make ck put her name to the nasty releases?

Yes, but then Rauner can’t hide behind the excuse he CAN’T spend the money because there’s no authorization to do so. If overridden, the decision whether to fund MAP becomes his and his alone.

I’m sure he found a number of Ivy League scholars to inform him that we don’t know what the long term consequences would be if we decide to keep colleges open, therefore he will vote No. Thank goodness Scott is not playing political games with his rhetoric.

We believe these members will do the right thing to ensure taxpayers are not left holding the bag.
Governor Rauner has had over a year to find new ways of reforming our state so that MAP could be funded to ensure our future and our education’s future, as well as address this “holding the bag” issue he is so worried about.
He has had over a year to create some kind of solution. Voters did not want to Shake up Springfield if it meant starving ourselves into a grave. Bruce Rauner’s “solutions” aren’t solutions, they don’t help anyone, they don’t reform anything and they make problems worse.
If Rauner wanted to reform Illinois government, we would be seeing proposals to do that! We are not seeing this governor govern! Illinois is a vital US state - we cannot just sit on our hands and starve while this guy holds his breath and plays politics with our future!
No one is stopping Bruce Rauner, except Bruce Rauner. Over a year in office, and he has NOTHING to point at as a reform, an accomplishment or a significant achievement. Instead, we have a list of hostages he is holding - and a body count of all the businesses, people and organizations forced into bankruptcy and receivership because he won’t do his job.
It is time for Durkin and Radogno to tell us why they continue to watch Illinois neglected and starved by their governor, and do nothing to enable him to continue with his destruction.
LEAD - FOLLOW - OR GET OUT OF THE WAY GOVERNOR!

Hiding behind the “where’s the dollars” is disingenuous. What you are telling the students is that, too bad, you got left out- no consent decree, no court order, no continuing appropriation to make sure the contract to you is honored. Rauner couldn’t use his Amendatory Veto to make sure that there would be SOME money in the “till” to pay some of the FY16 MAP grants. Maybe not in full to all, but DEFINITELY this did not have to be NONE to ALL. So, now the R’s are having to take the heat, and they are duckin’ and hidin’. Don’t be fooled students, they know better.

What is Brown afraid of then? He’s already backing Peterson, not Rauner’s choice for his seat. And I’m sure some of that 40K is from Rauner’s check. So, unless Rauner is gonna make him pay in his private farmer life, he (not that far removed from college himself) is selling out his constituents.

1. Righter has actually introduced legislation on the matter and isn’t just screaming and then voting no.
2. His primary opponent isn’t well-funded and there’s no announced Dem candidate, so I don’t think he’s too worried.

Righter’s bill is attached to a poison pill and everyone knows this. I heard he screamed quit a bit today actually.
I think Reggie’s in more trouble in this county than you think. Now I can’t speak for the other counties in the district and won’t presume to do so. Reggie only got 37% of the vote in this county the last GOP primary. Too bad Darrell Cox didn’t want to run again.

As much as I’d like to see Reggie go pound sand, I doubt he’s in much danger of losing his seat. Coles County may go against him, but the only folks who vote for Kaye will be his family and those who are just voting against Reggie. Not too many of those votes outside Coles County. Most people outside Coles County will be seeing Kaye’s name for the first time when they read their ballot. He’s done very little campaigning and most of his name recognition comes from the negative advertising Reggie’s camp has sent out.

That very well may be true, sadly. Reggie deserved a real primary challenge. I think he’s realized many are not happy with him now but I don’t know if that means he’ll actually do anything. He could start by voting for this override.

I just love how they’re so hypocritical about needing revenue. Dale Righter put up something about how we need to raise K-12 for next year on his FB page. How can they propose such a thing without a budget for this year and, to borrow their own rhetoric, how do they propose to pay for it? I would never let them have a K-12 bill until last year’s budget is passed. That’s the only thing that will move these people I suspect.

Every “yes” reinforces that some legislators have learned nothing from years of debt accumulation and unfunded spending. Who votes against a MAP grants bill that specifies a funding source in favor of this MAP grants bill that does not list a funding source? When did “magic beans” become an acceptable budgeting practice to them?

What they should have said: SB 2043 can only become law if Representative Franks or Representative Drury succumb to pressure from the college students, employees of the higher education institutions, teachers, parents and townies who rely on the higher ed institutions that support the local economy and flip their votes to force a $30 per person tax hike on the people of Illinois. These members sided with the governor the first time around because he has 20 million dollars and will bury them if they don’t vote with him. We believe these members will do the right thing to ensure students can complete their education. All of us want to fund higher education and MAP, and ag and social services and we stand ready to work with the General Assembly if they will agree to eliminate effective collective bargaining in Illinois and let the Governor privatize all the services currently being provided by the state.

Clearly the Speaker wanted the override to fail…why else call the bill when a needed member of his caucus (Arroyo) had an excused absence? Having a continuing, unresolved problem may have been deemed a better political outcome for the coming primaries. Drury was not needed, and free to vote his conscience. No internal caucus drama.

After tomorrow the House won’t return until April. Do you know what else happens in April? That is when every Illinois college will mail out financial aid letters to all of the students they’ve accepted for enrollment in next year’s class. Take a guess at what is going to happen to many of the MAP-eligible students?
All things being equal, do you admit the kid who needs MAP to pay for school, or do you find another kid to take her place? Exactly.
Real damage was done today. Real people got hurt today. Don’t kid yourself, this isn’t hypothetical. The best way to escape poverty is with a college degree.
We just sentenced another groups of would-be freshman to life in poverty or a one-way ticket out of Illinois. Everybody lost today.

What exactly is Rauners plan to fund MAP grants? Real plan with real numbers? He had proposed NOTHING! Just imaginary projected numbers. Savings from pensions? Not going to happen. Selling the Thompson Center? He’ll be out of office before that happens. Oh I know … Busting unions and diminishing employee benefits. Because the lazy, high paid employees deserve it. I wish the state would have shut down 9 months ago. Bet there would have had a much quicker solution to this. So many victims being held hostage because a venture capitalist thinks he can run the state like a business. It’s not. We are employed to SERVE the people of the state. My son is a senior and takes a preponderance of AP and honors courses. He scored in the low 30s on the ACT. He said last night that he didn’t consider attending U of I, because of what is going on with school funding. That’s a smart kid that will be leaving the State and who might not come back.

Governors don’t own budgets until the budget is passed and signed. The gov owns that budget. Right now, we don’t have a budget. And unless the constitution has been changed over night, or someone gave Rauner a magic wand, budget a require both the legislative and executive branches.
I can’t buy anything from you if you won’t sell it at any price. You can’t sell me anything if I won’t buy it at any price. A budget, or any co-dependent transaction, requires both branches to be reasonable and agree on a deal.

All I know is that my representative and my senator voted No. They have proved over and over that they do not care about their constituents. No matter who runs against them, that person will get my vote.

Where? I have yet to see a post from a financially needy college student or laid off college/university employee. Many of the posters on this thread don’t like that they have to bear the consequences of these actions. THEY are the victims. It’s called empathy. Perhaps you should get ya some.

Willy, for me, it’s not just about trust.
It’s also about the fact that the Governor has shown an unwillingness to make actual cuts and stick by them. Even Ag education they are now saying was a “mistake”.
The Governor wants the GA to give him the ability to kick the can down the road and short the pensions. Simple as that. If he had demonstrated an ability to actually care about fiscal stability, even if it’s on the back of cuts instead of his imaginary savings proposals, then I would be ok with the giving him a shot at that authority.
But he has had a blank canvas twice so far and failed to make the numbers add up on both occasions, and for that, at least to date, he fails.

Even that requires the governor to agree for it to become law, by signing the bill and allocating the funds. Again, (a) requires (b) and (b) requires (a) to get to a budget.
If there were any legal way either of them could implement a budget alone, either Rauner or Madigan would have done so by now.
So no, obviously neither of them owns this budget failure alone despite your earlier comment to the contrary.

Governor never fulfilled his constitutional duty and has yet to produce a balanced budget.
Sorry, Rauner has failed to submit a budget, and budgets fund his agencies, abd things like higher ed.
Governors own the budget. Your ignorance than says Rauner is inept at setting funding for his priorites, another failure, abd the end game failure, getting 60 and 30 to fund his administration.
Nope, not even in the ball park of close.

So, as I understand it (I’ve only been here 3 and a half years), the governor has violated the Constitution 3 times:
1) Despite his constitutional obligation to present a balanced budget, his first budget template was out of balance.
2) He refused to use the amendatory veto (despite his constitutional obligation to do so) to balance the budget that was presented to him.
3) His second budget template, like his first, was also out of balance.
How can these supposedly by-the-book fiscal conservative Republicans stand by while their governor violates the constitution? I just got here and I apparently understand the state constitution better than they do.

The constitution is clear. The governor has an obligation to introduce a balanced budget, while the assembly has an obligation to pass a balanced budget. Both have failed, and continue failing, together due largely to Rauner and Madigan.

While the debate continues, I weigh in to say no, it’s not irrational to put a before b. The law has a thing called Statutory Construction. A paraphrase of its rules includes that when the law as a whole is susceptible to different interpretations [giving both of you your due in this case, that applies], a does indeed come before b. It’s the objective way of settling such a dispute…Sorry, So Silly…

Dwight Kay voted against the override — voted against funding MAP grants for college students and their families. Evidently not a whole lot of love for SIUE, the university in his back yard! Or for students who want to stay in state. If he thinks embracing Rauner is going to help him in the fall, not likely.
