* House Speaker Michael Madigan emerged from today’s leaders meeting to say the four tops would meet with the governor again tomorrow.
Madigan said he would appoint Rep. Greg Harris (D-Chicago) to head a new budget negotiating team. Harris chairs an approp committee. “I’m sure there’ll be a more open discussion” at tomorrow’s meeting with Rep. Harris leading negotiations, Madigan said.
* But the Republican leaders emerged afterward to say they’d watched the live video of Madigan’s chat with reporters and they were “confused” by Madigan’s plan to appoint a budget negotiator.
“There was no agreement that there would be another round of negotiating teams,” said Senate GOP Leader Christine Radogno. She said Madigan raised the subject, but nothing was agreed during the meeting. “Another round of working groups at the mid-level was not part of the agreement.”
“We are not interested in reconstituting the working groups,” House Republican Leader Jim Durkin said, adding that it’s now up to the leaders and the governor to cut a deal. The budget working group, he said, appears to be an attempt by Madigan to once again “run out the clock.”
“The rank and file Democrats are desperate for a comprehensive budget,” Durkin claimed, saying Gov. Rauner may end up putting off some of his Turnaround Agenda in order to get a deal.
Radogno said the plan is to return tomorrow and negotiate off the framework devised by the budgetary working group earlier this year. But there would have to be adjustments, particularly in pension funding.
* Madigan, by the way, said the governor talked about pension reform and new revenue.
Senate President John Cullerton didn’t talk to reporters.

Democratic Speaker Michael Madigan on Tuesday indicated there won’t be a state budget unless Republican Gov. Bruce Rauner sets aside his economic agenda, prompting the governor’s allies to accuse the House leader of placing the state “in peril.”
Madigan’s comments followed a closed-door meeting with Rauner and legislative leaders as a temporary stopgap budget to keep government afloat through the end of the year is set to expire. It was the first time the group has been in a room together in several months and followed tens of millions of dollars in campaign attack ads on both sides that sought to demonize Madigan and Rauner as the cause of the record impasse.
The speaker emerged from the half-hour meeting on the first day of the fall session saying another deal to get state government through the end of its budget year in July could happen if Rauner follows “the framework” for previous stopgap agreements. That’s Madigan-speak encouraging Rauner to set aside his so-called Turnaround Agenda, which the governor has made a prerequisite of a larger budget deal.
“If you use the same framework, the odds are you’ll get a budget to finish off this fiscal year, you’ll be able to provide a good level of funding for education, you’ll be able to provide for public safety, you’ll be able to provide for the seniors and the vulnerable in our society,” Madigan said.

Surely the rank and file Democrats aren’t the only folks desperate for a comprehensive budget.

Please stop the games, GOP Leaders. Please. Stop. Stop now. If you don’t realize the GOP is playing games you are either bias or blind. If they cared about getting a budget they would propose one. They would stop having press conferences every time Madigan coughs and do their jobs. You want to lead, then lead. Show the way. Let’s go. Step up.
By the way, how is involving a budget chair, one who actually knows the budget, an attempt to run out the clock?

The clock was stalled when Rauner did not present his first budget nor his second, and now we have the stop gap which he agreed to. The only issue is Dec 31 is the stop gaps 6 month end.

The clock ends in January.
If Rauner does his job and presents a balanced budget, the vote is in Jan.
So, Durkin should say how many votes he has to save the day and avoid running out the clock.
Also, how many votes does he have for the new electricity tax?

Radogno was confused, that there was no agreement about another round of negotiating teams and working groups? Maybe Madigan has adjusted, and taken a page out of the Guv’s playbook. Just relay to the press your imaginary conversations……

What’s not clear here is what the Governor is proposing. The working groups failed to meet consensus on a number of issues. How much of the TA is he still insisting on. Rank and file D’s might be feeling shaky, but they aren’t fleeing from MJM anytime soon, so unless Rauner has significantly changed his positions, in which case he should say so, or this is just all smoke.

How dare the Speaker appoint a numbers guy to talk about the budget! Durkin and Radogno aren’t ready to talk numbers. It’s time to talk big picture and ideas, mannnnnnnnn.
Come on guys. Ayn Rand dorm room conversation time is over. Get out some numbers and start talking. If you ideas don’t have ROI numbers tied to them, I’d like for you to place those in the circular file in the corner. We can review those after we have a surplus, OK?

If it’s an “economic agenda,” then the governor should get his staff of whiz kids at GOMB to produce an economic argument — growth rates, jobs “created,” revenue produced….
But it’s been two years, and all we’ve seen of the “economic argument” were those laughably weak projections the governor gave Rich, which he immediately disowned and accused Rich of being a Madigan shill….
… for reporting the numbers provided by the governor.
If he had an “economic argument,” he certainly has the position and the resources to sell it.
But the economic argument does not exist. Not at this price.

Walker nailed it. The GOP will not give in to a full budget until the Democrats give Rauner some yet unspecified to the public, turnaround agenda items. Madigan’s response was well I guess we’ll have to put together another stop gap budget to get us to July.
It would be nice for the public to know which turnaround agenda items are hanging up a possible agreement.

Maybe Rauner, with the starving the beast, closing universities… Rauner is playing us all for fools.
It’s been discussed here before. Why do governors want budgets, but Rauner doesn’t want a budget?
Why?
Rauner sees people hurting and “likes” what he’s seeing.
If Rauner can’t destroy labor, than Illinois families don’t need higher ed, Illinois doesn’t need anything until the courts say so, so Diana and I will stall ourselves…
This is the feature, not the bug.

However… Lest we forget, Rauner and even Diana are victims of the $46 million+ they leveraged…

Then he pushed back on what he called “spin . . . that I’m heartless, I don’t care about the most vulnerable.”
“Baloney,” Rauner said. “Many, many of the agencies that have been hurt, including my wife’s work, I personally have donated, I’m a huge supporter, huge advocate. I don’t want to cut your service. I’m just trying to bring some principle and some discipline to the process.”
Next, Rauner said he had offered up a number of reform ideas and was looking for agreement on some combination of those ideas in exchange for a broader budget deal.===
The heartlessness of Rauner is that even Rauner can’t decide what are the preconditions that make Bruce and his wife’s work victims to in this.

It would be helpful if the Governor laid out his reform agenda for us all again. His campaign started with 8 items, those morphed into six by combining some into categories, he then offered to drop one or two, then he says there are 15, it appears he produced 4 or 5 bills that did or did not cover what he wants. Can we get some clarity from him, Radogno, or Durkin?
Some of them might have eventual fiscal impact, others clearly do not. Some might impact 2017 a little bit. Others cannot possibly have any impact until 2022 at the earliest. Ideally, can we have a hint at priorities in the Governor’s mind? Can we at least have a hint that “if we can agree on this, then we can move on that.” Somehow both sides have to prove it’s not still all or nothing with them.

Rauner has played them beautifully.
They have tried to frame these unusual times, but there seems to be a failure in delving beyond repeating what “ck” says or Lance tweets.
That’s a credit to Rauner’s Shop. They’ve owned the day so long, why work any harder they they have to, follow ups notwithstanding(?)
They got lulled into the sweet siren of “Rauner v. Madigan”…
It is what it is. I don’t expect it getting deeper anytime soon. It’s now about “Can Madigan… ” not about the governor.

The flip side is that Democrats, especially House Democrats have failed to make any case that the Springfield Press Corps can look at beyond the outdated and tired, continued and reiterated, stale points that have little emotional appeal, and even less economic impact that is seen as hurtful beyond charts and graphs.
Reality? Archbishop Cupich’s speech was the best argument so far against Raunerism, and that wasn’t the lesson to be learned from the Archbishop’s words.
So, no one is a victim, no side, no position, no one is being let down by the Press, and the Press is trying to do their job with what they are given and the honest reporting within it.
Maybe Democrats need to look at themselves in the mirror and realize people aren’t hearing their messages on Rauner because “what is the message on Rauner” anyway?

Both parties want to blame each other for no budget deal. A real budget will involve big cuts and big tax increases. They do not want to face angry voters with a real budget, so instead they blame the other party, so they can keep their jobs.
