Maybe he’ll propose a real budget this time?

* With all the talk of the Senate’s grand plan and the attorney general’s legal motion on employee pay, we may be forgetting that the governor’s budget address is just two weeks from today. So, this excerpt from a Tribune story today is worth posting

In 2015, Rauner offered a budget that contained a $2.2 billion hole because of proposed pension savings that the governor eventually acknowledged might not pass constitutional muster. Last year, he offered lawmakers the choice of working with him to cut the budget or letting him do it himself. He did not spell out how he would close a hole of at least $3.5 billion.

    Huh? Once a budget is passed, he has full discretion not to spend money that was allocated. All a budget is is the authority to spend money. Any budget is at the mercy of the chief executive. Maybe someone should tell the governor that he is just that, the chief executive. But then he would have to take those arrows that he claimed he would be able to take.

  6. Did the IPI’s magic beans plan take into account the cost of state’s contribution to Social Security system of employees removed from state pension plan? Serious question. I didn’t study it.

  12. My guess is that the grand compromise will fall through and that the Speaker will put through a house version that will pass both chambers. Then the Governor will see that budget on the 27th or 28th of February. Either the Governor signs it or shuts down the state.

    ‘Great idea’. This from the guy who said he’d solve the gun violence in Chicago in One Week back in August. Still waiting for action, unless it was another lie.
