Illinois Gov. Bruce Rauner has hired former state Comptroller Leslie Munger to serve as a deputy governor.
In a statement released first to The Associated Press on Friday, Rauner says Munger will focus on long-term budgeting and work with human services organizations hit hard by the state budget impasse. […]
Munger will serve in addition to current Deputy Governor Trey Childress and will earn $135,000 annually.

Governor Bruce Rauner on Friday announced that former Illinois Comptroller Leslie Geissler Munger has been named Deputy Governor, bringing a unique mix of business, human services and government experience to assist in addressing financial challenges facing the state and its nonprofit organizations.
“Leslie’s vast business, human services and government experiences make her uniquely qualified to serve in this important role,” Governor Rauner said. “We are thrilled that she has agreed to return to public service and bring people together to find long-term solutions for our state and its residents.”
Prior to serving as Comptroller, Munger was a brand management executive with Unilever HPC/Helene Curtis where she led the $800 million U.S. Hair Care business and prior to that she did brand marketing for Procter & Gamble. She previously led recruiting at McKinsey and Company, Inc.
Munger is also a 20-year volunteer and former board member with a nonprofit serving intellectually and developmentally disabled adults. She knows from experience about the challenges facing human services organizations and prioritized their state payments during her time as Comptroller.
As Deputy Governor, Munger will add her voice to the state’s budget discussions and work with nonprofit leaders to address their challenges and increase their financial security.
“I love Illinois, I was born and raised here, educated here, and my husband and I chose to raise our family here,” Munger said. “I am excited to use my skills and experience to help get our state back on track, and I am grateful for the opportunity to work to bring financial strength to state government and ensure that Illinois lives up to the promises it has made to our human service organizations.”
Munger earned her bachelor’s degree from the University of Illinois, Champaign-Urbana, and her M.B.A. from the Kellogg Graduate School of Business at Northwestern University.

This seems silly. She doesn’t “add” anything to the Governor’s office, so I take it as a clear indication Rauner is trying to put her in the best position to take back the comptroller’s seat in 2018.

I’d like any person in the Governor’s office to focus on “right now, hey we need a budget yesterday” budgeting.
It’s like the Rauner Administration is trolling everyone, like Social Services. To that…

Again, this Administration is more focused on making Mendoza and her Office and the paying of state workers without a budget…

It’s not Ms. Munger’s fault, but the description of duties are Onion-like, given where the state is in both budgetary issues and social services.

Exactly how is she going to ‘work with human services organizations hit hard by the state budget impasse? She can’t write them a check out of her former office. Is she going to volunteer on state time, running errands they no longer have staff for?
The best way for the Governors’ office to help those organizations is to start negotiating a budget based on reality and not Bruce’s list of TA demands.

I think it really bothers populist swing voters when governors hire these “patronage” positions of “just another politician” but I think in practice it’s a good thing to have people in any governor’s office that have been candidates (successful and unsuccessful) as well as elected officials. They bring an insight and a perspective you can’t get anywhere else. So while there’s an opportunity for a mild political hit to the Governor strengthening his persona as a political boss, it’s a good move on governance. Especially because a core political/governance question is on how you manage the exploding deficit and delayed bills and Munger knows more than anyone else on the R side about that.

Great hire. One extremely sharp lady who will bring a great deal of expertise and experience to the Governor’s office. Will also help to end the constant Mendoza (I can’t find anything - no one ever did this before etc.) whining to a close.
Interesting that for someone who claimed she adored the late Topinka, Mendoza then fired a whole bunch of Topinka hires.
The State will benefit strongly from this hire.

Ok I’ll take arrows here. This is a great hire. In my experience Munger and her staff went out of her way to be accessible to human service providers and do what was in their power to make payments for services. I’m glad she is in this position and I hope she can swing some stick internally. Of course maybe I am naive, but I am glad that to know that if I go to her with issues at least I know I’ll send it to someone who is actually concerned and may try to do something about it, which has not been the case before.

This is an inadvertent admission that Rauner plans to keep the budget impasse going for the foreseeable future and to keep social service providers in the crosshairs. So, never mind about that grand bargain, right Capt. Ahab?
Anyway, shouldn’t this be a part-time position given the number of social service providers that have been, and will continue to be, knocked out of service?

Louis-Mendoza did not fire the Munger folks. They left before she got there and Rauner gave them all cushy jobs $100k plus. All the positions had been vacant for long time, but now there was the need to place the losing candidate’s people.
Speaking of vacant positions, Department of Agriculture assistant director has not been filled since 2003. While Moffitt a nice guy, why do we need 2 ex politicians at Ag? It a very small agency, headcount has been decimated under all Governors since Blago. Morale at Ag is rock bottom. Lots of hires in the executive hall but no animal welfare investigators, meat and poultry inspectors, grain warehousemen. What ev!

don’t think this is a smart political move for Rauner. But maybe she’s better in a staff position than an elected position. Some people function better in the background, or more in the background, and perhaps her experience and education help him in some way. In his mind. This is a terrible hire on so many levels it’s beyond ridiculous. Take Munger’s name out and replace it with the absolute greatest person with the most brilliant mind you know and it’s still a terrible hire. Why? With no budget for two years and the possibility of a partial? state shutdown in less than 4 weeks we shouldn’t be hiring anyone to a redundant 6 figure post. Brutal. Just brutal.

Governor Rauner is a gazillionaire who I’m assuming has negotiated thousands of deals in his business career. And you want us to believe now that he is just a victim who apparently can no longer manage to negotiate his way out of a paper box.

Ask what agency payroll is paying her salary? Lingle was on Dept of Revenue and there was an IGA with Gov’s Office. I’m guessing because of the reference to Human Services it will be DHS picking up the tab. Given the cuts, seems like another example of tone deafness by the big brains.

Personally this doesn’t bother me. He’s the Governor. Governor’s can hire whoever they want for their office. If people don’t like it then they can choose not to vote for him.
However, I have to be a little snarky here with regard to the $135,000 salary. The Governor constantly harps on how “good” state employees have it in terms of pay. He likes to quote a $66,000 average pay figure and then tell us all how that’s $20,000 more than employees in neighboring states. $135,000 is about $90,000 more. You would have thought he might try to hire people at wages on par with those neighbors he always likes to point out. /s/

I’ve worked with Munger on several projects in the past. She is one sharp and impressive person. That is my personal testimonial of that fine lady. Your ridicule of her can be compared to “alternative facts” quite easily.
The Comptroller doesn’t propose or vote for budgets. The Comptroller (as Mendoza hopefully has quickly discovered) is handed bags and bags of hot, smelly, steamy . . . (you get the point here) and somehow has to make lemonade out of it.
Love or hate her, she helped to keep the State running under some pretty unique and impossible situations, while the State continued to spend more than it took in, abiding by something like 80 court orders, and taking hundreds of angry phone calls from those owed money daily.
As you can see, I’m standing by my praise of this outstanding hire. Argue all you want, but a good hire is a good hire.

The Deputy Governor for all the Human Services agencies could have a major impact. These agencies often serve the same people with little or no coordination. The new IT system is supposed to allow information to be shared. (No info on how this is progressing.
There are opportunities here. Don’t think they can be realized without a budget.

Munger will serve in addition to current Deputy Governor Trey Childress and will earn $135,000 annually.
At least until February 28th anyway.

Oh - Louis G Atsaves -, I already know you can’t, it’s an Onion-Trolling job description. Munger has ZERO budget experience, and never performed her Appointed duties with a budget.
Also, anyone “assigned” to keep Social Services in the mix tells me Rauner continues to have no desire to get a budget and Munger will continue to choose winners and losers.

So Munger was choosing winners and losers within court orders, juggling because Rauner has held the state hostage, calling herself the “Wingman” to the purposeful damage… and this is something to be proud of?

How is it, be it Munger or anyone else, that trolling the fact there hasn’t been a budget, but the responsibilities are long term budgeting and that Social Services are being destroyed, this position is to help them because there isn’t a desire for a budget?
This is embarrassing as a position that needs to be filled and that someone can be a great hire for it, LOL!
