  11. There are two schools of thought on holding your hands behind your back like that. One is that is makes you appear untrustworthy, you are hiding something. The second one is that it makes you appear vulnerable to criticism.

    I think that is pretty funny in this case, as one is probably the reason why Rauner did it, but the other is obviously closer to the truth.

  16. I know what you’re thinkin’, “Did he overspend by seven billion or only four?” Well, to tell you the truth, in all this excitement, I kinda lost track myself. But bein’ that this is a $38 billion budget, the best, most balanced budget in state history, you’ve gotta ask yourself one question: “Do I feel lucky?”

    Go watch. His hands are all over the place. He is literally flailing.
    Whoever advises him on such matters probably told him to hold his hands behind his back so they’d be occupied and he wouldn’t talk with his hands, which distracts from the message.
