*** UPDATED x1 *** Rauner says he’s talked to Cullerton about budget “quite a bit”

Monique: Governor, why do you keep saying that the grand bargain in the Senate is close? Last week, Senate President John Cullerton said that that’s not true.

Rauner: (Laughs.) Um. We need to focus. We need to focus, we need to get a balanced budget. Um, the negotiations…

Monique: Have you talked to the Senate President about the budget?

Rauner: I… on uh… Several times. Quite a bit. The, the conversations are continuing.

* So, I asked Senate President Cullerton’s office for comment…

He has talked to the governor within the past week.

I asked whether the talk(s) was fruitful and I’ll let you know the reply.

But that was a pretty measured response from Cullerton.

*** UPDATE ***  Here’s the reply to my question about whether the talk was fruitful…

Remains to be seen.

    Borderline terse, definitely short, and very specific to a “time”.

    I guess Rauner’s phony watch doesn’t have a date or anything to help the Governor understand… time.

  6. That laugh . . . It is his tell. Whenever you hear that laugh it is so defensive. Like you asked a question that makes him very uncomfortable. That laugh is intended to dismiss the question asked, and provide him with the emotional release he needs to change the direction of the discussion.

    How does “we need to focus” respond to the question “why do you keep saying the grand bargain in the senate is close [when the senate president says that isn’t true]?”

    Old hands will remember whe St. Jim Edgar was about to fib he would start blinkin’ henc the nickname BlinkyJim. It also distinguished him from BigJim.
    It appears when DopeyDuct is about to fib he laughs to give himself a moment to remember whatever talkin’ point he was schooled to spew out.

    And the word of the day is apparently “focus” which rythmes with Go F* yourself.

  8. Cullerton’s response- “Remains to be seen.”

    And thanks to Rauner’s Crisis Chaos Model, the “remains” can be “viewed” at many locations across the state. Check your local “obits” for times and dates.

  10. Cullerton and his Crew are doing the heavy lift to keep Rauner’s phoniness at bay, it’s just that Rauner keeps winning the messaging and thus keeping the phoniness ahead of Cullerton.

    The Denocrats continue to fail at just flat out, calling out, Bruce Rauner.

    This is Cullerton trying to do his share of the lift. I appreciate that. Two great responses.

  11. OW- seems Cullerton is trying to walk a tightrope between accurately describing where we are and keeping doors open for future progress. He doesn’t want to deny Rauners claims that progress is possible but does want to correct the governor’s claims that progress is likely, and soon.

    Ron is right.

    Governors’ proposed budgets in IL are a joke and have been for as long as I can remember. The games with revenue projections (pick any number), ‘lapse period’, Medicaid liabilities, interfund borrowing/fund sweeps, etc. invite the governor to propose anything that can be considered ‘balanced’. It’s really the general assembly that crafts and approves appropriations for government operations.

    … and yet, going back even to Thompson, I can’t think of a single governor that signed a budget that let the GA have the discretion to dictate to them their agencies’ worth, programs’ costs or agendas’ price tags.

    Not one.

    Good try thou.

    It states with the Governor, and ends with a signature from a Governor and with that signature goes all I typed;

    Putting values to agencies, programs, and agendas.

    Capiche?

  19. The hold up on the Grand Bargain is trading permanent income tax increase for a two year property tax freeze.

    If you can’t permanent property tax freeze, just make the window on each the same and call it a day

    1) That holdup was Rauner blowing up the deal which Raundr felt wasn’t to his personal liking but Cullerton and Radogno could pass

    2) If Rauner wants either of those parameters, get 90 on the stairs and embarrass Cullerton and Madigan. Otherwise, Raubdr needs to figure a way to get Cullerton to the end game Rauner wants.

    The two responses from the Cullerton Crew se to say, “Go Fish, Governor”

    When you can’t speak honestly to the negotiating, you can’t get a deal.
