Rauner doesn’t want a budget the more destruction he causes, the more likely he gets what he wants. Unfortunately for him it will likely mean not another governing term.

Nothing by May 31. Like last year, Rauner will sign a stop-gap in the summer to get the schools open.

Nothing, nada, zilch. Rauner doesn’t want a budget. He certainly doesn’t want to negotiate. He wants total destruction. That’s the only way you build things is by tearing the existing structure down first.

The Governor and SGOPs just need a little more time to negotiate. They are really, really, really close to agreement. This should be wrapped up in about 16 more session days, give or take.

My predictions: Nothing by May 31. Stopgap on June 30. No real budget until January 2019.
Why? No Grand Bargain before May 31. No votes on revenue until the threshold is 30 and 60 again, but January 2018 is too close to primaries, so it will be January 2019. So horrifying to think of, but that is how cynical I feel now.

Stopgap for K-12 and maybe even for higher ed as election looms as some Rs have universities in their districts. Neither side can take the pressure of not having K-12 schools open in the fall. And if no budget this year, politically speaking there’s no reason in 2018 for either side to budge and give the other side the appearance of victory. The budget may get addressed 2019.

I voted “nothing.” I don’t think Rauner wants a budget. As Word said, squeeze the beast is effective. I think they will pass a stopgap for K-12 and state employee pay. Sad that they can’t stand the pressure of that, but feel it’s important to keep the pressure on higher education, human services, state vendors, etc.
Now, if the question were specific to the House and whether they will pass a budget…I think they have every year and will pass something again this year. I shouldn’t dignify it by calling it a budget though…perhaps just call it a spending plan.
Will the Senate pass anything? I doubt it. Rauner doesn’t want the Grand Bargain. Would Senate Democrats pass their own version of a budget independent of Rauner’s party? I don’t think so–they’ve been putting their effort into the Grand Bargain instead.

For FY 18, nothing. But I still have a little bit of hope that the FY 17 “life-line” to higher ed and social services might still get sent to Rauner’s desk.
Also, based only on my gut, this might be the summer where the whole thing blows up and there will be no K-12 budget for FY 18.

Nothing. There’s no crunch for a stopgap on May 31. That date doesn’t hit until June 30. There’s no way that a “Grand Bargain” will make it out by May 31.

Nothing. There will not be a budget until the Governor is ready for one. I don’t think he is in a hurry to get one yet. Only way I see a budget is if the Democrats meet the Governor much more than halfway or there is a GOP revolt. Based on Durkin’s comments yesterday when he was basically repeating Rauner’s sound bites I don’t see a revolt. Based on Cullerton’s comments it sounds like the Democrats feel that they’ve moved halfway but not far enough to satisfy Rauner.

Nothing. There is no consensus for a deal even in the Senate, its pointless to speculate about the House at this time. I think the Democrats now understand approving yet another k-12 only budget just takes off all the pressure and assures no budget until after November 2018 so that is a less and less likely option.

I voted “nothing.” The only significant impetus to get a budget done by May 31 is the risk of a credit downgrade, and Rauner is already on record saying that he doesn’t care about that.

They cannot do a full budget without a tax increase. (Almost) Everyone knows this, but no one wants to own it before the election.

And I am hoping that K-12 is excluded as a separate item unless there is full funding for Higher Ed as well. And a “real” budget as well - not a band-aid.
Why should the GA give themselves cover and not feel the heat for the damage they are doing to our State?

That would be the worst possible outcome, letting Rauner still have the schools open.
Politically, the GA should pass a full budget, including new revenue. It the GOP won’t put an equal number of votes on it, then pass it anyway but without any new revenue. At this point, I don’t care if you claim Governor’s unspecified cuts ,(within currently existing authority, not any new / additional authority) and magic beans will be used to balance the proposed budget.
Hold the K-12 funding bill and send the rest to Rauner. Don’t release K-12 until the other bills are signed. If the other budget bills are not signed, amend K-12 to spend $1 (one dollar) per school district and send it to Rauner. Then the GA can honestly say they passed a school funding bill.
