* Senate President John Cullerton just told reporters that the two Republican leaders did not attend today’s leaders’ meeting, which had been scheduled to begin at 1 o’clock.
I told subscribers earlier today that this might happen. After yesterday’s tax hike vote, the Republican leaders wanted to avoid “negotiating the terms of their own surrender.”
Cullerton told reporters that he was still very willing to work on non-budget issues like workers’ comp and a property tax freeze. “We are still ready to move legislation regarding reforms, not just what the House has acted on, pending caucus talks,” Cullerton said.
* When asked whether he had enough Democratic votes to pass the tax hike on his own, Cullerton said he’d have to ask his caucus first, but said it would be “very difficult” to do it without GOP votes. The Senate Democrats put 32 votes on SB 9 in May, but they’ll need 36 to pass it this time around.
As I also warned subscribers, Cullerton said he had some missing members today.

So democrats have a bill for permanent property tax freeze ready to go?
Brady and Durkin need to negotiate this, in public, so everyone can see how truthful and trustworthy Madigan is regarding all the compromising. /.5snark

This seems like such a tricky situation. Strange to see that the Republicans have given up. They must know that the Democrats have the votes. If true, the Democrats have really outdone themselves.

So Brady and Durkin think protecting their seats ( I would use another word but I’d be banned) is more important that saving the State. If that is really how they feel, I expect a sugnificant Rauner Buck Dump comin’ soon.

It seems possible that there are enough votes for a property tax freeze, in both chambers.
Mix it up folks. Compromise is American, double-dealing is not.

Anyone care to explain why Rauner hasn’t been a part of the leaders’ meetings? Has he personally done anything to help solve this impasse?

Arsenal - McCann voted no on SB 9 at the end of May. And his district is conservative enough that such a vote would give any primary opponent plenty of ammunition.

True, but both Reps in that conservative district did vote for SB 9, so it’s not crazy to think he might have a change of heart if he is the one vote between a budget and continued carnage. We’ll see.

Durkin was practically doing cartwheels on Friday before voting in favor of a $37 billion spending plan, knowing full well that they needed $5 billion in new revenue. The sulking today is unbecoming. Take the 2 year tax freeze and next time don’t overplay your hand.

The GOP keeps telegraphing Rauner’s stance of there can never be a dead enough deadline for Illinois. Wonder what the select Bicenntenial Commission is planning if this all falls apart. Maybe Mansion tours will be the only “showcase”.

Grand - normally I would agree with you but McCann has such a target on his back and has had so much damaging info come out about him that such a vote could be the snowfall that prompts an avalanche.

He’s my Senator and often does the right thing, but he also votes his district’s wishes.
I may be a bit more optimistic than Rich; can’t count his vote but I’d give it around 50/50.

And though it would be nice for Leaders Brady and Durkin to show up for the meeting President Cullerton needs to get his members here. That is just as important as any leaders meeting.

Between Rauner refusing to meet with Women’s caucus, and the GOP leaders skipping the meeting, they are projecting extreme weakness right now.

McCann is fairly anti-tax. Just because he was willing to go against Rauner on the public employee arbitration bill doesn’t mean he is willing to go along with the Democrats on other things.

I also looked at the overlap between the 15 GOP House members and their senators. McCann, McCarter and Righter’s reps voted yes but I don’t see them doing the same. Rooney is too new and a target. Syverson maybe?
The fact is that aside from the extra attendance issues this week, it’s my understanding that Haine is very, very ill and probably wouldn’t be able to vote, and they would never let T. Cullerton vote on a tax hike. That only puts at 35 out of 36 needed. We shall see…

Nobody wants to pay more, but we can’t print money either. We make laws, we lock people up, we much pay for that. And we must pay to educate people so they can improve their life, and thus yours.

I know many will think this is off subject but …
But what if a non-partisan supported legislation would be introduced to create:
A state owned bank - State of Illinois Bank (SIB)
Overview
The State of Illinois Bank (SIB) would be a state-owned-run financial institution. This would not be the first time our state has owned a bank. In 1836, the U.S. Congress did not renew the charter for the Second Bank of the United States, opening the door for states to start their own banks. Alabama, Kentucky, Illinois, Vermont, Georgia, Tennessee and South Carolina all created banks that were completely owned by the state government.
Yes huge safeguards to keep the politics 100% out of it (firewalled) will be a needed part of this by being in Illinois.

The state and its agencies are required to place their funds in the bank, but local governments are not required to do so.
The role more akin to a central bank, and has many functions, such as check clearing, that might be expected from a branch office of the Federal Reserve. The bank does have an account with the Federal Reserve Bank, but deposits are not insured by the Federal Deposit Insurance Corporation, instead being guaranteed by the general fund of the state of Illinois itself and the taxpayers of the state. SIB would also guarantees student loans (through its Student Loans of the State of Illinois division), business development loans, and state and municipal bonds.
