Quorum lacking in House

* Word got out very early that the House wouldn’t vote on any override motions until later in the week, so people apparently split town…

They’re reconvening tomorrow at 10. But word is there will be no override votes until Thursday because of attendance issues, but that hasn’t been formally confirmed. It’s just what members have been told.

    He used persuasion to win the votes of 15 House Rs.

  21. On vacation. 3 bills went to the gov. 1 was spending, 1 was revenue, and I’m not sure what the third was. 1 termed vetoed all 3. Did senate override all 3 and waiting on the house? Would appreciate a clarification please.

    No, but the State will …

    * have their credit rating lowered to junk or less

    * will, under consent decrees and court orders, keep spending about $7B - $8B more than they have in tax revenue

    * have vendors pulling services since the non-payment cycle has reached 2 years

    * have schools scrambling to decide if they will open this fall

    * again defer pension fund payments, probably starting in August

    and a few other items I’d rather not go into because I’m hopeful the House will override

  45. I am often the one with naive, daft posts but it shocks me that at the state level, legislators are unapologetic about income tax increases, especially in areas where it will hurt the most. At the federal level, this is a third rail issue. Illinois- no problem and Rauner will still get demonized

  47. I, too, want to add my thanks for your blog and recent coverage, Rich. I didn’t understand how the TV broadcast media didn’t cut in to their programming with “breaking news” about these votes, but I didn’t see them do it. Everything was right here, complete and accurate. Now, for the final piece of the puzzle, will the House be able to override Rauner’s veto?

  48. The people that are shocked or outraged at a tax hike confuse me. Please forgive me for being rude, but do you know how math works? We currently have a deficit in this state, without a budget we are projected to spend $8 billion more than we take in in FY 18 ($39 billion spent, $31 billion expected in revenue). So to break even without a tax increase we would have to cut 20% (8/39) of what we expected to spend. And that’s before touching the $15 billion backlog, so there’s even more cuts. No one has seriously proposed what FIFTH of our state government to cut, so that means we need some amount of new revenue. Rauner’s budget impasse has guaranteed there will be a tax hike, it’s just incredibly simple math. Facts don’t change no matter how unhappy they make you. *Steps down off of soap box*

    Yes..there are those of us that expect that there is money to be cut from a bloated services list in the government. I’ve yet to see why the line items in social services have more than doubled since 2001 while the amount of people in Illinois has declined. Seems rather contradictory. No one has the fortitude to stand up and say “this isn’t working, so let’s fix it.” I’d say Governor Demonized has been trying to get others to say it, but it seems interesting no one will. You all keep drinking your kool-aid.

    Anyone that thinks a $200K annual pension for the rest of a 61 year-old’s retirement is fair has totally gone off their rocker. There are ALL kinds of people in these social services budget that would benefit from that alone being taken care.

    This legislature caused this problem along with the Speaker. When will you FIX it in a way that isn’t just spend more?

  52. I am very thankfull for Rich and capital fax there is so much disinformation out there it’s incredible, it is nice to have a site with facts. Yest I went golfing it was $36 the lady behind the counter was complaining about a tax increase that was going to cost $1500 for every family. I don’t know where this math comes from 1.2 increase on 50,000 is 600$ Or 11 a week. so to make it 1500 you would have to make around $140,000. I just looked at her and said I just paid 36$ to play 9 holes and you want me to complain about $11 a week tax increase? Now I’m gonna have to stop golfing. People need to get priorities straight and learn facts.

    The governor doesn’t set this. The SPEAKER does. Last check that’s how civics works. The governor gives ideas, the legislature does the work. I’ve yet to see ANYTHING from the Speaker or any of his party that addresses spending.

    It’s interesting that everyone is fine spending someone else’s money, but when we see the golf noted in other parts, that it’s a big deal.

    Yes..this mess needs fixing…but no one wants to take on the real issues. All the “let’s just spend” ideas, are just that. No one wants to stand up and do the right thing. It’s like it’s a disease that anyone in Cook county or the surrounding ones can get away from. No one denies that the $200K plus per year pension is bad, just no one wants to vote to end it.

    That’s why I support the governor. He’s accurate. Fumbling with the message perhaps, but accurate in his assessment. How about the rest of you all that want to spend this money speak for the people that are actually paying it in?

    Unless you are a former governor, I’ll take Gov. Edgar at his word that a budget is the priority of a governor.

    You support that the governor signed contracts, no intention to pay on those contracts, refusing to pay on those contracts, the racking up of unneeded debt and liability, and the passive closing of state universities.

    Actually the gov is suppose to propose a budget and the legislature pay for it. The the gov budget was 1.3 billion more than legislators so I guess the Dems just saved you more $ than the gov.
