Forecasters say flooding in north-suburban Chicago could worsen over the weekend as water flows down rivers into the state from Wisconsin.

The National Weather Service says the Des Plaines River and Fox River could crest on Saturday even though the area isn’t getting fresh rainfall. The flooding prompted Lake County to issue a disaster declaration.

Illinois Gov. Bruce Rauner, state Emergency Management Agency Director James Joseph and Lake County officials plan to survey flood damage Friday in Gurnee.

Rauner is slotted to visit the county today for a 10 a.m. briefing according to Lake County Chairman Aaron Lawlor. Lawlor said the call from Rauner’s office didn’t come until nearly 6 p.m. on Thursday. […]

Rauner was getting trounced in the local media for failing to visit, fly over, make a statement or even send a Tweet, after an unprecedented amount of rainfall in northern Illinois caused flash flooding, leaving subdivisions under water, shutting down a major amusement park, flooding a community college and even prompting the evacuation of a local hospital. Just over the border, Wisconsin Gov. Scott Walker is showing him up. Rauner won’t even see Illinois’ damage until today, Walker already declared a state of emergency in Kenosha, Racine and Walworth counties and deployed 100 members of the National Guard to assist with resident checks and other flooding-related complications.

Senator Melinda Bush (D-Grayslake) and Representative Sam Yingling (D-Round Lake Beach) issued a joint statement in response to the governor’s visit to Lake County to tour flood sites:

“Lake County residents have been working to pick up the pieces after major flash floods hit the area. The governor has not declared a state of emergency for Lake County, so residents with devastating property damage and no flood insurance have been unable to get access to low-interest loans that help people rebuild.

“Today, the governor will be in Lake County touring flood sites. The devastation experienced by our constituents over the last few days needs to be seen to be understood. Clean up from this historic flooding is going to take all of us working together.

“With more flooding expected to occur this weekend, we urge Governor Rauner to do what Governor Walker has already done, declare a state of emergency and call in the National Guard to provide much-needed relief to flood victims. Lake County residents need this help immediately.”

…Adding… The governor is not scheduled to view any areas of Rep. Yingling’s district and neither Bush nor Yingling have yet been contacted by the governor’s office. Very, very bad form.

…Adding More… A phone message left for Rep. Yingling by a Rauner staffer at 10:50 this morning, a half an hour or so after I posted that first “Adding”…

Hi Representative. This is [name] calling from the Governor’s office. I just wanted to let you know that he is going to be in Lake County this morning. He will be stopping in Gurnee at Warren Township High School to survey the flood damage and he’ll also be in North Chicago at the Strawberry Condominiums from 11:30 to noon. I apologize for the last-minute notice. I’m sure you saw we had some staff changes, so things are fluid right now. Hope you are staying dry. And let me know if you would like more details for this morning’s events. Otherwise just want to let you know he’s around your area. Have a nice weekend, thanks, bye.

    What the heck about the phrases “unprecedented flooding” and “state of emergency” do they not understand?

    What else were they doing Wednesday and Thursday that was so important? Could they not find the TV remote to see what was going on? Pick up a phone?

  15. I cannot say this enough. Even if you dislike a current Governor, the Gov is the head of state and his job is leadership in a time like this. The Gov is a reassuring presence or should be at times like this. I get not going right away, but making it clear the state is responding and will be there for people is critical.

    And for goodness sake, contact the lege members who may have information that will be helpful and who can communicate back to their constituents that the Gov is on the case.

    This isn’t the partisan sniping, it’s about doing the job.

  22. I get not touring the flooding. Residents are not helped by a fly over. When a tornado went through Springfield a while back Mayor Davlin came by to shake hands. Nobody needed a handshake, they needed a tarp over their roof. People need help filling sandbags. The Governor can provide that.

  25. As someone who is actually affected by the flood I am surprised and disappointed by all the relevant politicians’ lack of responses and actions–not just the governor. That said, most of us are not sitting around hand wringing looking for a “reassuring presence” or waiting to be “comforted”. Perhaps many of those commenting here do not understand how their extreme snark and politicizing of the situation diminishes them and grates rather than helps.

  36. Blago choppered in to my former community during a previous flood event.

    It was a distraction for the first responders who were interrupted from useful work to cater to the bigwigs and hangers on (including the media). NO Federal or State aid ever came due to the way FEMA calculates things and guess what? The State was out of money.

    There is this thing called TV, the governor can see the damage and should in due time declare a State disaster area. Controls should be in place to be sure the aid and low cost loans go only to those who are actually affected.

    Stop the caterwauling about spending money for a photo op.

  38. Responsa- The bottom line is Rauner and his Team should have been on top of this. You and the others affected should not have to be doing this alone. One man lost part of a finger working with a Bobcat to stem what floodwaters he and his neighbors could. Children are working right along adults sandbagging. I agree a politician, even one who is a volunteer, can easily get in the way at times like these. But by doing nothing for at nearly two days and Tweeting about at least three public events during that time, Rauner had failed as a leader of any kind. It is in his powers as Govenor to start the recovery process.

  52. FYI there is a mile long hole in the levee on the Mississippi River in Alexander County and the flooding will be worst than this every spring forever.

    The state has decided they are out of the flood business.

    Republicans have refused to help the farmers and Democrats won’t move for the poor people or minorities affected.

    But flood some rich folks in the suburbs and we demand action. This state.

As he said the State is ready/willing to offer any help that is requested by first responders/local Emergency personnel; to date they have delivered 100K sand bags. What the heck to you want the National Guard to do ? bail out the Fox and Des Plains Rivers. He did the right thing by not mucking up the response yesterday by grand standing and getting in the way. Let Bush and Yingling make political hay.

    The power was restored to Lake Forest Hospital on Wed. night following that afternoon’s evacuation. But administrators have chosen to remain closed due to standing water and ongoing road closures in the area.

    Absolutely. I’m fine with not visiting, but there needs to be some sense of a being in touch and responding. Saying there was only a request for sandbags means he’s only responding to requests not actively managing the response.

    If you recall, my initial question to the administration, which it still hasn’t answered, is if they’d activated the State Emergency Operations Center and what else he was doing.

    2) One of the very first things done is contact legislators in a disaster area and coordinate, no matter the party.

    3) While it appears Rauner’s new Crew and their growing pains in a crisis are understandable, there are protocols in steps that when a change in Staff and Crew occur, the steps involved in these situations don’t. That’s amateur hour.

  81. Floods happen. They are called acts of God for a reason. He is there now, right? Causing the big media distraction you wanted instead of people spending time filling sandbags or hauling away water soaked belongings.
    On the other hand, unfunded pension liabilities, unpaid state vendors, a state economy falling dismally behind its neighboring states, and residents fleeing the state in droves are the result of acts of me and women you support and the policies they enacted in Illinois. Those are the real problems Rauner is trying to respond to.
    You like that status quo so much you spend all dang darn day defending it.

  86. Stickman, should the occasion arise, ever go to a disaster area that still has high winds would just blow away. I think this job has and will continue to take it’s toll. I can’t imagine what he will look like if he manages to garner another four years in a second term.
