The Illinois Road & Transportation Builders Association (IRTBA) is pleased and honored that Governor Bruce Rauner gave the keynote presentation at today’s Planning & Design Conference. […]
Governor Rauner addressed this year’s conference theme, “Project Delivery Innovations,” along with a panel of presenters who explored a variety of project delivery methods and included profiles of national, state, and local projects that showcased project delivery alternatives and private investment opportunities.
“There’s going to be a lot of transportation related technology - autonomous vehicles and drones. Given where we are in the country, the ability to do innovative partnerships with tech companies, and doing these transportation related innovations, bring them here […] I think there’s a big opportunity,” Governor Rauner said in his speech.
Rauner concluded his presentation to the transportation industry stating, “The next few months are going to be critical. I really think we can get a capital bill done without having to drag 18 months. We’ve got the road fund money. We’ve stopped the diversions that have been going on throughout the state. Let’s use the money to get it into infrastructure and get these projects moving.”
A capital bill in the next few months? Has anyone shown him the legislative calendar lately? Not to mention that he just vetoed a budget which had some capital projects.

The Speaker stood in the way of the I-55 deal, something labor and the Governor actually agreed on. Why?
And all Democrats did with the help of 11 Republican is raise taxes and reform virtually nothing.
What makes you think just raising taxes will fix Illinois?
How many legislators of both parties will lose their jobs because they won’t vote to reform Illinois government, pensions, property taxes or business environment?
You guys all think the permanent income tax increase is a huge win when actually passing no reforms is a huge loss.

You can’t pass a bill to borrow money to build roads until you pass a bill to pay off the money you have already borrowed from nonprofits and other service providers.
You can’t pass a bill to eliminate the backlog until you enact a plan to fund schools.
If the governor has a plan to fund schools and pay off the backlog, great.
But right now, a capital bill is effectively held hostage by the Turnaround Agenda.
Someone should tell the roadbuilders that.

I actually look forward to hearing from Lucky Pierre. It’s good training for understanding that facts don’t matter for the IPI crowd. It doesn’t matter what you counter with, they respond with talking points on auto loop.

Fact: None of his “reforms” would add a dime to the state budget. Even the generous…maybe….$500 million…is a sad little drop in the bucket of the carnage this state has just been through. It’s not partisan math. It’s just math.

Privatizing a few lanes on I55 to people who can price gouge at will isn’t progress, its giving favoritism to those who will pay and the average person will be stuck in more traffic to make room for the Private Lane Drivers. Taking public assets (the roads) and giving them to private investors so they can make a profit at will. It’s a bad idea. I agree - give it to the Tollway along with I80 and let everyone be treated the same way.

Increase the gas tax - with the increase actually going to fund transportation projects. This has not been done in 24 years (it’s been 19 cents/gallon since 1993). Then, you wouldn’t need to have these capital bills and transportation/infrastructure funding could settle in at a nice level amount, avoiding the peaks and valleys caused by doing capital bills every 4 to 8 years.

Governor Rauner wants to reform Illinois and lower the tax burden on Illinois families and businesses.
The legislature led by Speaker Madigan has resisted all reforms and permanently raised the income tax in Illinois.
The Democrats want to do what exactly?
Raise taxes and not reform anything.
Not going to be an easy sell when the Governor will have millions to get his message out.

can you read the absurdity what you wrote, you go from 10 cents to 500 million dollars a year like it is a quarter. Where do you get the 500 million number?

Every state contract is inflated by some of the highest workers comp insurance in the nation. Probably more than a nickel in the state budget.
Senator Cullerton’s pension reform saved 1 billion annually. Probably more than a nickel again.
How about how much the reforms would save Illinois families and business? Is that more tan a nickel?
Do you think everyone is immune to the effects of higher taxes?
Good idea to just raise taxes and keep all of these failed policies that protect Democrats special interest groups.

His successes would not in a very narrow trophy case.
The Speaker is inept, he and those that voted for the tax increase will have to answer for that.
He waited 2 1/2 years to do something he could have done in the first month of the Governor’s term. Permanently raise taxes and not reform anything.

Rauner still doesn’t understand that government is different from private industry. In government you have to spend the money where it is budgeted; you can’t just raid the budget to do whatever you want to.
If you want a Capitol Project, you have to get a bill passed with the funds included in it.
I rarely shake my head anymore over this administration’s actions, but I’m shaking my head today.

SB08 (Procurement Reform) has been on Rauner’s desk now for weeks. He’s stated that it would save $750,000,000 in a public forum and it was one of his most important reforms. Why the hell isnt he signing it so the savings can kick in.

… including these 2 whole fiscal years that Rauner purposely squeezed the beast, closing social service agencies by refusing to pay, because a budget needed to be held hostage. Then there’s Higher Ed… Rauner did enough destroying, and ran up a large backlog all on his own.

Only Dems want massive tax increases.
So, so tired. It’s not an argument when you just repeat these simplistic platitudes.
I’ll help you. We need reforms. Ones that are measurable and useful and not ideologically dreamed up to satisfy right wing think tank fantasies.
We need s revenue model that’s sustainable and has the proper incentives and distributions.
There is work to be done on all this. It can’t be done under someone like Rauner, and it can’t get done under Madigan and the old machine politics. We need new leadership.

The difficulty of changing the constitution is ignored.

President Hillary believed the polls too and ignored the will of a large part of the electorate. She even forgot to campaign in key swing states. Overconfidence does not end well. An agenda is required.
Rauner approval is irrelevant 17 months before an election. You conflate that with approval of the non agenda of Democrats.

starting to think with the superstars and frat boys gone, Rauner doesn’t have a clue about governin’. as in talking about passing a capital bill when he vetoed a budget, has $15 billion in unpaid bills, and so close to junk status that bonds for capital projects will cost more than before he started on this path.
who in the world is going to hand him a capital bill so he can parade around and shovel shows with an election coming up next year? and when he can’t even sit down like a grown man and negotiate a budget with the legislature. unbelieveable.

You know one area of the Guv’s office that we have not heard a peep from - or about? The legal team. They are more aligned ideology wise with IPI than the departed were.
Just think of what IPI can do with that legal team and office? Their attorney Liberty Justice Center just got supersized, and now has the official seal of the state of Illinois on its opinions and court filings.

Madigan didn’t, in fact, have an actual veto-proof majority back then; he was at least 2 votes short.
And even if he did, it would have been gross political mis-management to do so.

The other lanes would continue to be “free.” Numerous studies in other cities that have done this has shown that all lanes of traffic then move faster. If you’ve ever missed seeing your kid playing a ball game at night because your stuck in hellish traffic on I-55 you would gladly pay an extra couple bucks to get there in time.
Madigan doesn’t worry about such trivial quality of life details. The only time he leaves his neighborhood is to fly to Springfield or fly to Palm Springs.

Until reading the comments I had no recollection of what he meant by “the I-55 lane.”
Maybe Rauner is the messaging problem in his administration. All he does is use his media platform to bash Madigan and Democrats (and now some Republicans) for all this state’s problems. Well guess what? Reporters are going to print/broadcast the conflict over anything else because of the conflict bias inherent in he said/she said balance journalism taught in modern J-schools.
If Rauner thinks he has some substantive policies to present that no one knows about, maybe he should tone down the vitriol against his political enemies so the day’s story is actually the policy agenda and not partisan sniping.

His reputation is at stake. His biography now has a very large section at the beginning that covers his dubious political career. The venture capital success and philanthropy is now many paragraphs down.

I agree … but I pretty much expected it. As an old school GOP, there are a few of Rauner’s ideas I can agree with. I went to several of Rauner’s early primary speeches thinking I might like him and came away convinced he couldn’t be trusted. I voted for Quinn, the first time I voted D for Governor since I started voting.

Rauner is a pure populist at this point. He has a lot of talking points, but no actionable plan.
Yet, he is still favored to be re-elected…because Madigan. Even though a majority will loathe Rauner next November, he is going to be seen as a better option than any Chicago Democrat that will give Madigan a Dictatorship.
We look at empires like Rome 1800 years later with self righteous indignation and wonder why they did not alter course when it was obvious they were crumbling. Knowing it is not working is one thing, having the will to make the sacrifices collectively to fix it another.

Geez, don’t rush the guy. He’s only been governor since Jan. 2015 and been through three legislative sessions. He’s still warming up in the bullpen.
It’s not like infrastructure is a primary responsibility of state government.
For crying out loud, he’s told you: he’s been secretly crisscrossing the country lining up hundreds — that’s hundreds — of companies itching to relocate to Illinois once something-something happens.
That’s how economic growth occurs in Raunerworld. Not through Mickey Mouse distractions like infrastructure and an educated workforce. That’s for poindexters.

Something I thought of as I was falling asleep last night:
The point that Illinois’ gas tax hasn’t gone up since 1994 is valid.
HOWEVER…
1. Electric and hydrogen fuel cars don’t use gas, so they pay no gas taxes to fund the roads they drive on.
2. As vehicles become more fuel-efficient, they use the same amount of gas to cover more miles.
3. Public transportation is always being promoted, but I’m assuming tax-exempt public transit organizations pay no fuel taxes, and I know companies are developing buses that are electric or hybrid.
I don’t know what the answer is at this moment; I know I certainly don’t want to pay a mileage tax to the state. I don’t think most of my fellow citizens would want to trade gas and diesel taxes for a higher income tax. Some form of a mileage tax at purchase will impact car sales. I wouldn’t want to file mileage reports every year, and fight with some bureaucracy over how much of my mileage was in-state vs. out-of-state.
Transportation funding is starting to develop a “free rider” problem.
I just don’t know what the solution is.

Union members peeved with Quinn were a significant part of Rauner’s coalition. They’re gone.
Some centrist Democrats who believed Dianna’s tales of ‘no social adjenda’ also voted for Rauner. They’re gone.
Some mainstream Republicans who were concerned about good governance and the state’s falling credit rating also voted for Rauner. Gone.
