*** UPDATED x1 - Cullerton contradicts Rauner, says he plans to send SB 1 to him Monday *** Rauner again blames Madigan, ridicules Cullerton

Posted in:

* Gov. Rauner spoke to reporters today about SB 1

Let me be crystal clear. The Senators have been clear with our team that they are under specific orders from Speaker Madigan to hold the bill… You guys are all smart. You’ve been around Illinois politics for a while. You know how this goes. Speaker Madigan has directed the Senators to hold the bill.

* He also said this

President Cullerton called me about an hour ago. I called him back. His specific request was, he said ‘Governor, you know, um, I’d like to meet with ‘ya on Monday in Chicago to talk about school funding.’

Really? Are you kidding me? Monday? In Chicago? When we’ve called a special session, when it’s the duty of the legislature to pass a funding bill and get it done so our schools can open on time? You’ve got to be kidding me.

The governor then claimed: “Our children are being held hostage by these politicians.” And he repeatedly refused yet again to provide any details of his own plan.

I’ve asked the Senate President’s office for a response. I’ll post it if and/or when I get it.

*** UPDATE ***  Hmm…

#BREAKING Senate President Cullerton says he told the governor he would send him the bill Monday if he won't meet with him.

President Cullerton says he will send #SB1 to @GovRauner on Monday whether he meets with him or not.

— Michon Lindstrom (@MichonLindstrom) July 26, 2017

Gov calls a leaders' meeting (as Cullerton asked for) a sham, but he calls special session with no legislation to take up.

  1. Obviously zero desire to govern. He needs these people to get anything he wants. And I can’t blame them for their intransigence because when someone keeps giving me the finger, my response is not, “how may I help you”?

  2. I think Rich pointed out Trotter’s personal views of Madigan earlier this week. Short version - no way he does ANYTHING because Madigan wants him to.

  3. I love it. This is a great experiment. See how long a narrative can be maintained absent truth and substance.

I think IPI has branched out into behavioral science!

  4. at both the State and the National level, it seems that there is a strategy to exhaust people in to stepping away so the rich “leaders” can do what they will. abuse people, relentlessly attack, divert with phony issues, be just plain mean, all of it is designed to get people to quit. Resist.

  5. By next week the story will be they had this conversation over dinner, and Madigan face timed in on his iPhone

  6. ===The Senators have been clear with our team that they are under specific orders from Speaker Madigan…===

Either name the senators or you’re a phony, once again, governor.

This tells you all you need to know about Rauner.

Precise in the phony quotes, vague in who says the phony quotes…

    That Rauner, LOL

Comment by Oswego Willy Wednesday, Jul 26, 17 @ 12:05 pm

  7. Rsuber also vetoed education funding, along with an entire state budget.

The Pritzker Crew went “chapter and verse” on what the Rauner Veto really meant.

Rauner is desperate to AV the vehicle SB1, once again hurting Chicago children, no matter what Diana Rauner thinks she’s saying.

Comment by Oswego Willy Wednesday, Jul 26, 17 @ 12:08 pm

  8. When will reporters ask governor that if children are so important, why did he veto all of the school funding in budget?

    Comment by 360 Degree Turnaround Wednesday, Jul 26, 17 @ 12:09 pm

  9. Governor looked angry today.

    Comment by 360 Degree Turnaround Wednesday, Jul 26, 17 @ 12:10 pm

  10. Let’s see. We have a funding bill that school superintendents all around the state say is a fair way to fund their districts. We have a governor who has promised to veto portions of that bill that deal with picking up the current pension funding of the only district in the state that the state doesn’t already pick up. If he issues that veto, that veto will likely not have enough votes to be either sustained, or overridden, thus having the same effect as a full veto.

Rauner will own this veto, just like he’ll own the rest of his purposeful destruction of Illinois come election day. He gets the full blame if schools are affected by that AV. School superintendents know this. And through them, so will school parents.

Comment by PublicServant Wednesday, Jul 26, 17 @ 12:12 pm

  11. Fine then. Senator Trotter should release the bill and send it to Rauner’s desk right now. Otherwise the points in today’s Cap Fax are right on.

Comment by Curl of the Burl Wednesday, Jul 26, 17 @ 12:12 pm

  12. Rauner cannot do anything until Trotter releases the bill. People can scream and rip Rauner all they want but he cannot act until he has the bill on his desk.

Comment by Curl of the Burl Wednesday, Jul 26, 17 @ 12:13 pm

  13. The Governor is always doing what he can to help others in this state.

Comment by Valvino Wednesday, Jul 26, 17 @ 12:14 pm

  14. Also - why did Trotter file the motion to reconsider? SB1 is not even his bill. I am legitimately curious about that. Manar has been working on this issue since before he was Senator.

Comment by Curl of the Burl Wednesday, Jul 26, 17 @ 12:14 pm

  15. ===Rauner cannot do anything until Trotter releases the bill===

According to Rauner, Madigan is holding the bill up. Are you saying he’s lying by admitting that it’s Trotter’s decision, or are you just driving by again today?

Comment by Joe Bidenopolous Wednesday, Jul 26, 17 @ 12:16 pm

  16. A few days ago the Governor said of the bill, ““It was hijacked at the last minute by the majority in Springfield. . . ” I thought that was progress but now we are just back to, Because Madigan.

Comment by Bigtwich Wednesday, Jul 26, 17 @ 12:17 pm

  17. Joe - what are you talking about? I just stated exactly what is going on - not some “Because Madigan” trope. I know Trotter is squatting on the bill. He has for the last 56 days.

  19. The serial fabulist strikes again.

Even when the truth serves him (that Senate Dems are holding back SB1 as a hardball politics move to put a time crunch on him) he can’t resist spreading fairy tale stories of the Senate Dems being nothing but minions of his arch-enemy Madigan, and presenting this as the latest chapter in the fantasy story where he’s a noble knight on a quest to slay the Madidragon.

Also how is Senate President Cullerton wanting to talk to him privately about education funding a shock to him? Or even unreasonable? Cullerton has publicly called for leaders meetings. So Rauner is saying Cullerton has made private overtures on this too? Big whoop.

Comment by hisgirlfriday Wednesday, Jul 26, 17 @ 12:39 pm

  20. So Rauner thinks Trotter is a Madigan lackey.

I triple-dog-dare him to say that to Trotter’s face.

Comment by wordslinger Wednesday, Jul 26, 17 @ 12:40 pm

  21. Oops. Upon rereading I missed the “in Chicago?!” dogwhistle in the Cullerton story. So that’s the point of that story.

Comment by hisgirlfriday Wednesday, Jul 26, 17 @ 12:41 pm

  22. Rauner seems content with schools not opening in September. The question is whether Senate and House are content with that. As evidenced by the house budget vote, there are Republicans in the house that are willing to go against Rauner, so Madigan and Cullerton would be better off focusing on them rather than a governor who clearly has given up on compromise.

Comment by Chicagonk Wednesday, Jul 26, 17 @ 12:44 pm

  23. ===Also - why did Trotter file the motion to reconsider?===

    He’s a member of leadership.

Comment by Rich Miller Wednesday, Jul 26, 17 @ 12:44 pm

  24. So, no snark, asking, Rauner didn’t want to meet, or didn’t want the bill sent to him on Monday?

    It’s confusing to me.

Comment by Oswego Willy Wednesday, Jul 26, 17 @ 12:46 pm

  25. ===I know Trotter is squatting on the bill==

    Curl-
So to answer the question - you’re admitting that Rauner is blatantly lying about Madigan holding the bill?

Comment by Joe Bidenopolous Wednesday, Jul 26, 17 @ 12:48 pm

  26. The likelihood, today, right now, of the AV being overridden, (does anyone even know how Rauner will do the AV, he won’t discuss it) isn’t really possible, given the House.

So, Rauner better have a good end game for purposely hurting Chicago students.

Comment by Oswego Willy Wednesday, Jul 26, 17 @ 12:48 pm

  27. Rauner is right up there with Trump in terms of lying. Two peas in a pod of falsehoods and deception.

Comment by Precinct Captain Wednesday, Jul 26, 17 @ 12:49 pm

  28. Dinner with a democratic leader. Figured he’d jump on this for more “stories” on the campaign trail.

Comment by Fixer Wednesday, Jul 26, 17 @ 12:50 pm

  29. Obviously, we are on the outside looking in. But it is clear Rauner doesn’t know how to use the levers of power he has.

SB-1 is currently held, awaiting reconsideration. IF the Governor would engage, either with Cullerton or another leader or respected figure in the Senate, it would be possible to discuss amending SB-1 before it goes to Rauner. Rauner could find out if he has the votes to strip the Chicago portion he objects to out of the bill.

But, for whatever reason, Rauner wants the spectacle and headlines of vetoing the bill. I don’t see how that helps Rauner, especially since the votes to override likely aren’t there and “Governor’s own”.

Maybe I don’t have the vision of America’s Best Team. /s

Comment by RNUG Wednesday, Jul 26, 17 @ 12:50 pm

  30. ==Rauner cannot do anything until Trotter releases the bill. ==

He can do lots and lots of things. He just can’t take any action on the bill. But that’s hardly a prerequisite for meeting with leadership or rank-and-file or other stakeholders, or announcing his own plan, or any of a dozen other things.

Comment by Arsenal Wednesday, Jul 26, 17 @ 12:51 pm

  31. Does Rauner think there is some secret code hidden in the bill that can’t be seen on the ilga website? The bill is there, easily accessible to read, and meet to discuss. Maybe the new staffers just haven’t figured that out yet.

Comment by Anonymous Wednesday, Jul 26, 17 @ 12:52 pm

  32. Either Rauner or Cullerton is lying.

    Not a tough call.

  34. Wonder if Monday deals with a attendance problem they may be having this week? Otherwise, I’m not sure what’s magic about Monday and Chicago?

Very weird all of this maneuvering.

    Comment by A guy Wednesday, Jul 26, 17 @ 12:55 pm

  35. If you don’t have a witness or a stenographer when talking with Bruce Rauner…

Rauner is rarely truthful when he thinks the political is in his favor.

    Speaks volumes to Rauner.

  38. Rauner forgets that the GA is a co-equal branch of government, and when he says “jump”—they don’t have to respond “how high?”

Comment by Lamont Wednesday, Jul 26, 17 @ 1:08 pm

  39. I wonder if a Senate President has ever been denied a meeting with a Governor?

Comment by Captain Ed Smith Wednesday, Jul 26, 17 @ 1:10 pm

  40. Could have sent it to him weeks ago and this could have been cleared up by now.

Comment by Arock Wednesday, Jul 26, 17 @ 1:10 pm

  41. Either Cullerton or Rauner is lying?

Who promised to pass statewide pension reform last year after the election so CPS could get pension money and did not even bring it to a vote last year in the Senate?

The Cullerton pension bill still has not been called in the House.

Not a tough call? Past is prologue

Comment by Lucky Pierre Wednesday, Jul 26, 17 @ 1:11 pm

  42. Lamont - the bill has been in Senator Trotter’s queue for 56 days. 56. That is just nuts. Schools open in 3-4 weeks.

Putting all of Rauner’s schtick about Madigan aside there is no excuse for the bill to still be held up by Senator Trotter.

President Cullerton must be worried that he cannot override a Rauner (amendatory) veto. Why else would it still be in Trotter’s hands (figuratively)? It only passed with 35 votes both times.

Comment by Curl of the Burl Wednesday, Jul 26, 17 @ 1:15 pm

  43. ===Who promised to pass statewide pension reform last year after the election so CPS could get pension money and did not even bring it to a vote last year in the Senate?===

Rauner vetoed the $215 million, emotionally, to hurt CPS.

You keep forgetting that. Rauner already retaliated, hurting, purposely, Chicago students.

    Why do you forget that?

Comment by Oswego Willy Wednesday, Jul 26, 17 @ 1:19 pm

  44. == The Cullerton pension bill still has not been called in the House. ==

Cullerton doesn’t control the House … or Madigan.

Comment by RNUG Wednesday, Jul 26, 17 @ 1:27 pm

  45. LP

How does what you said translate into Cullerton lying? I’m not sure you are aware of this but Cullerton doesn’t control the House. And if you want to speak about the past, I’d bet on the Governor being the liar. Remember that famed election night phone call?

Comment by Demoralized Wednesday, Jul 26, 17 @ 1:52 pm

  46. Not sure what is so magic about Monday. Why wait? Let’s just cut to the chase.

Comment by Ron Burgundy Wednesday, Jul 26, 17 @ 1:55 pm

  47. LP, it’s adorable that you think your vouching adds credibility to Rauner’s account.

Comment by wordslinger Wednesday, Jul 26, 17 @ 2:34 pm

  48. Governor Rauner is afraid to meet with President Cullerton and Speaker Madigan. That’s because something legitimate could happen — like a compromise.
