“We’re all here. Speaker Madigan, President Cullerton chose to do nothing,” Rauner said Thursday after both chambers adjourned with no action. “President Cullerton, Speaker Madigan, turn in your homework. … A bill was passed two months ago to fund schools, but they’re hiding it.”
Cullerton said Wednesday that he hoped to meet with Rauner to negotiate changes before the governor uses his amendatory veto powers on it. He said he’d send it to the governor’s desk Monday if that meeting does not happen before then.
Sen. Andy Manar, D-Bunker Hill, spoke to reporters Thursday afternoon and was asked why wait until Monday.
“There’s nothing magical about Monday, you’ll have to ask the senate president that question,” Manar said, adding that Rauner has changed his position multiple times since the Senate first passed the measure in mid-May.
“That makes it difficult for us to understand where and how he wants to land the plane,” Manar said. Sending the bill to Rauner and allowing him to veto it “would put the bill in … final action. There’s no redo on an amendatory veto. That’s a take-it-or-leave it proposition.” […]
“What is so outrageous is to use our children as political leverage,” Rauner said at Thursday’s news conference.
Rauner, interestingly enough, didn’t take questions at that news conference.

I’ve asked the governor’s office for a list of schools that might not be able to reopen after summer break, or would have to close down soon afterward. So far, nothing.

CPS has said it will reopen in the fall come heck or high water.

It is property tax season. Schools have some money to open the doors. It will be a matter of how long they stay open.

It can’t be said enough that Andy Manar is a pro. Governor Junk/63% disapproval couldn’t even handle any questions from the press today. Manar answered tough questions.

I really hope Mark Maxwell gets Manar on Capitol Connection this week. People need to hear this succinct timeline and civics lesson.
Manar from today’s presser: “There’s no redo on an amendatory veto. That’s a take-it-or-leave it proposition.”
Rauner either understands this or he doesn’t. Wanna bet he does? What he doesn’t seem to comprehend is the true outrage people across Illinois will hold against him for this act of leverage. There will be tar. There will be pitchforks. And there will be torches. And it won’t be “Because Madigan”.

Senator Manar mentioned in his remarks how Democrats would like to see the Governor’s secret plan to fund education so negotiations can begin on changes to SB 1. The Governor briefed the Republicans on his plan this morning. Has anyone heard any leaks from that briefing?

The impression has been given that schools would not open if the funding formula were not in place by sometime “in early August.” This now appears to be an over statement. Does anyone actually know which schools will not open if the matter is not quickly resolved? Many schools? A few schools? No schools?

Anon221 is correct. Andy stated it clearly. If the Governor is sent the bill, there is no do-over or amending it. As it stands right now, if the Governor shows the changes he wants, the Senate and House could agree to them and pass it to him. Why the secrecy? Holding the bill makes perfect sense.

Keyser Soze- Does it really matter if you have a hard and fast list of schools that will/won’t/maybe? All will open- probably a given. Then we wait… and watch…and whine or wring our hands when they start closing? Because that is the scenario if SB 1 is manhandled by Rauner.
But, if you want to start a “pool” on who will close first and fastest, Crain’s Editorial Board referenced a Trib article from 2016 that discussed school debt. Maybe that will help with the “odds board”.

Manar is excellent at explaining this complicated issue…unfortunately it takes him 5 or 10 minutes, because it’s so complicated.
Rauner only needs a split second to get his spin out. “Chicago, bad.”
One is a serious policy maker, the other…..

I don’t know why Rauner ever has press conferences anyway. He hardly ever gives an honest answer to a question, he mostly dodges them completely. From his first month in office to the present all he does is continually attack the Democrats. He creates one crisis after another hoping that he can blame the Democrats and boost his own poll numbers. Based on the poll that came out today I don’t think that it’s working.

Jumpin’Jason just tried to change the “no news” theme of th day — but failed.
He also claimed GovJunk will hold AV during negotiations. This is completely different than the GovJunk version.
No points awarded.
Also Jumpin’ failed to grant Rep. Avery and Rep. Jesil and Sen. McConhie the right speak — a big presser no no.

I’m not sure how long Riverton schools would be able to stay open. They don’t have much money.
