Speaker Michael J. Madigan issued the following statement Friday:
“First and foremost, it is the sincere belief of House Democrats that Governor Rauner should sign the education funding reform bill currently on his desk. Should he continue to create chaos and attempt to pit one student against another by vetoing reform, we expect to move forward with an override.
“In the spirit of ongoing cooperation, Representatives Will Davis and Barbara Flynn Currie will continue to work with legislative Republicans, as they have been doing for some time now.
“At this juncture, doing what’s right and providing stability and certainty to all Illinois schools is more important than any arbitrary deadline put forward by a governor who continues seeking chaos over compromise. House Democrats are committed to passing school funding reform and we will continue working across the aisle to ensure our schools are able to open on time, despite the governor’s political games.”

…Adding… As several commenters have pointed out, SB 1 is most definitely not “currently on [Rauner’s] desk.” If it was on his desk, we wouldn’t be waiting around right now.

REPUBLICAN NEGOTIATORS PUSH FOR QUICK NEGOTIATIONS

“This afternoon, at the request of the Governor and our respective legislative leaders, we have reached out to convene a meeting with Rep. Barbra Flynn Currie, Rep. Will Davis, Sen. Kimberly Lightford and Sen. Andy Manar as soon as possible on school funding reform. We have cleared our calendars in order to facilitate these discussions today and over the weekend. We are hopeful our Democrat colleagues realize the urgency as well.
With sincere bipartisan discussions, a solution can be negotiated and presented for review before the scheduled transmittal to the Governor of Senate Bill 1 on Monday. Absent that, the Governor has made it clear he will use his Amendatory Veto authority.We need to act quickly to ensure funding will be released in time for schoolhouse doors to open next month.”

Illinois Senate President John J. Cullerton has asked Assistant Majority Leader Kimberly A. Lightford and State Senator Andy Manar, the sponsor of Senate Bill 1, to join renewed talks regarding school funding reform.
“This is the kind of meeting we’ve been trying to arrange for weeks. Hopefully we can now learn what the governor has in mind with his threatened veto and see if there is a path forward, together,” Cullerton said.
Lightford is a Maywood Democrat.
Manar is a Bunker Hill Democrat.The Senate President has been trying to meet with the governor about his threatened veto prior to sending him a historic school funding overhaul on Monday, July 31. In addition to explaining the legislation, the Senate President wants to make sure the governor understands what his threatened veto would mean.
Rauner has said he would file an amendatory veto to rewrite Senate Bill 1.
An amendatory veto is a veto. It rejects the proposal but offers specific legislative changes that are supposed to be consistent with the initial theme and scope of the proposal. The constitution and court cases limit the governor’s ability to make changes.
Once that veto is filed with the Senate, the Senate has 15 calendar days to act or else the entire proposal is declared dead. The Senate’s options are to vote to accept the changes or try to override and enact the plan as originally written.
Overriding the governor’s veto requires support from 3/5ths of the members in each chamber. That’s 36 votes in the Senate and 71 votes in the House.
But so too does accepting any changes. That’s because those changes amount to new laws with immediate effective dates since it would be passed after May 31. The Illinois Constitution sets a May 31 deadline for action and anything after requires more votes to become law.
Again, if efforts to override the governor or accept his alternations fail, the entire school funding overhaul fails and lawmakers would need to start over with new legislation.

What has Madigan given in on education reform that he can state he has compromised on? Except he has known that the funding system has been broken for a long time and up until now they have done nothing to fix it. Have Madigan also show us a budget that he has passed in the House that has funded education to the level that the State is suppose too according to the Illinois Constitution. Under his leadership the State could not fulfill that obligation and still failed to fund pensions. That is some leadership there Speaker Madigan, quite the legacy for ineptness.

Whoever is selected to negotiate, should wear a life vest. He/she is going to get shoved off the pier. No matter what they agree to, it won’t be good enough for Rauner. I doubt he has a long line of volunteers wanting to walk this plank.

Please spare us the drama, just vote to override if the Senate can muster the courage to override. But I can hear the howling in Senator Manar’s home county from Chicago where Rauner won 59% of the vote in 2014 when he is targeted for providing additional funding to CPS.

Otherwise, Rauner’s AV will be the sole reason some schools just won’t open.
Oh, and the House, that ain’t a guarantee either.
Governors own the vetoes. No one but a governor can veto.

The fact that he’s got half the schools in his district begging for the bill to pass so they can get more money will probably mitigate against that.

How can Madigan say those things expecting folks to agree with him?
1. As pointed out here, the bill isn’t on the Gov’s desk.
2. Legislative Dems are holding the bill, creating the time squeeze and practicing their love of chaos forced votes.
3. The use of children for human shields to protect last minute amendments that otherwise had no chance, is the worst type of political game to play.

I don’t think the point of the speakers statement that he would prefer the governor to sign the bill, is regarding where the bill is. He is simply pointing out, that he will put two members forward to negotiate, but his preference would be that the governor would sign the bill.

Arsenal when one looks at Macoupin County, Illinois where Senator Manar is from this statistic jumps out at you from the census data. There are about 19,400 households in the county and only 6,370 have school aged children in their households. That is only about 33% of the households. The power of school districts in some parts of our State is not significant, which is also my bond referendums get voted down.
Moreover, the Republicans will and can argue that some property tax payers in Macoupin County may get a bigger potential tax break if CPS is kept out of tier 1 funding due to the amendments to SB 1. Manar’s situation is not pretty in the least on the vote to override at least in that part of his district.

Rod–Sen. Manar’s district is much larger than Macoupin County and covers some of Springfield. Lots of households with school kids.

I speculate that the statement was written at a time that he believed the bill was to be on Rauner’s desk. But his belief has proven to be contrary to fact. So perhaps he has been misinformed by someone. Someone on the D side of the aisle.

Well isn’t that a swell bunch of people to negotiate. I live in Bourne’s district, she has done nothing except play Find Waldo on her cell phone since she got there. She is a rubber stamp for Rauner. She doesn’t have a coherent thought process. But she will do what the boss tells her to do. So listen close if her mouth moves, Rauner is talking.

Arsenal not every line Rauner will cut was in Manar’s bill, it was added by an amendment in the House. Needless to say the Senate Democrats did not revolt over the changes to the bill which are really what the AV is all about Arsenal. Manar’s bill did not move CPS to tier 1, it was the Will Davis amendment that did that.
