Gov. Bruce Rauner released the following statement regarding education funding reform negotiations:

“Today, we are calling on the four legislative leaders to meet as quickly as possible on school funding reform.

“We are hopeful that Speaker Madigan and President Cullerton share our sense of urgency to reach resolution. Families and educators across the state are heading back to school. We owe it to them to adopt a funding formula that is fair and equitable to all, and we owe them the assurance that their schools will open and stay open for the remainder of the school year.

“This weekend the Illinois State Board of Education released data showing my amendatory veto sends the most amount of resources to the neediest school districts in Illinois. These numbers clearly show how badly change is needed to ensure fairness and equity in how we fund our children’s schools.

“We sincerely appreciate the work done by the bipartisan bicameral negotiators, but believe the process can only reach conclusion with the involvement of the four legislative leaders. An agreement is within reach but time is of the essence to secure historic education funding reform.”

On the heels of the Illinois Senate’s historic, bipartisan vote to overhaul the worst public school funding system in the nation, Illinois Senate President John Cullerton welcomed news that Gov. Bruce Rauner is calling for meetings with legislative leaders.

“I’ve said all along that the only way to solve our problems is to work together in a bipartisan manner. I look forward to meeting with the governor and the other legislative leaders,” said Illinois Senate President John Cullerton.

Notice that he included the governor in that acceptance. The governor didn’t include himself in the offer.

*** UPDATE 2 *** No surprise here…

Senate Republican Leader-Designee Bill Brady and House Republican Leader Jim Durkin today released the following statement:

“We support the governor’s call for the four legislative leaders to meet and remain committed to reaching a speedy, bipartisan resolution to fundamentally reform how we fund our public education system.”

Still waiting on MJM and I have an errand to run soon.

*** UPDATE 3 *** I called Steve Brown, who said: “Somebody needs to brief the governor that those meetings are already going on and will continue.”

I told subscribers this morning that the leaders had met Saturday into the evening and then again on Sunday.

Brown, by the way, also claimed that Rauner “put a brick” on the talks between the designated education negotiators earlier today.

    It is obviously the largest. And serves the most needy students.

  7. Perhaps it’s time for Rauner’s Mental Health Director to explain the word Narcissism to the Guv. Just in case here it is… “It is the pursuit of gratification from vanity or egotistic admiration of one’s own attributes. The term originated from Greek mythology, where the young Narcissus fell in love with his own image reflected in a pool of water. Narcissism is usually considered a problem in a person’s or group’s relationships with self and others. Narcissism is not the same as egocentrism.”

  28. Democratic leadership wants SB1 with CPS money or to blame the Governor (and House Republicans) for blocking K-12 education funding for the entire state. It is difficult to imagine a plausible offer from Republicans that is more enticing to Democratic leaders than either one of these outcomes.

  36. Genuine question: which of the AV’s 100 or so changes are genuinely negotiable in expert commenters’ view?

    Some of its new features–the way that TIF districts and PTELL counties are treated, the switcheroo from district to per-student funding beginning (very) soon, the introduction of a massively-funded program of 100% deductible scholarship tax credits–represent major alterations to the formula; if the governor wanted these, they should have been broached not 3 weeks ago or three months ago, but when work by the bipartisan commission began–or even earlier.

    I am inclined to conclude this offer is solely so that IPI can run a story about “those bad Dems refusing to negotiate and hurting innocent children.”

    Also: no negotiations until the numbers have been run for at least the next five years. Has anybody done this yet?

  37. RNUG - I posit 1.4% is 6 months late asking for meetings. The time for negotiation was before the original vote. OTOH, SB1 did five him 90% of what he wanted.

  38. Why does the Governor continue to show reluctance to include himself at those leaders meetings? That would seem to speed up the process. I’m not optimistic about the Governor seeking middle ground. He hasn’t done so in over two in a half years. It’s possible though that he has taken his approval ratings to heart and has decided that it’s time to show voters that he is capable of being reasonable to compromise.

    Anything else?
    Doesn’t matter. Come December when schools can’t make payroll and kids aren’t in school-Governor vetoed school funding.
    As OW always says Governors own.

    The thing with Cullerton is that his moves tend to be those words or actions to bring everyone together to get something done. It’s who Cullerton is, and I’m glad to see the inclusion
