* Gov. Rauner gave a “good news, bad news” speech today at the Marion Chamber of Commerce. Here’s one part…
I think we’re on the verge of what is [pause] largely good education funding reform. Our education funding in Illinois has been broken for decades. We have the largest gap between what low income districts and especially rural small rural districts get per student versus what high incomes districts get per student. We’ve got a new funding formula, we’ve been battling it through. It’s also got more school choice in it. And it’s a funding formula that I believe in, it’s a better system.
Bad news is Speaker Madigan’s caucus took the bill, inserted a bunch of bad things in it, we’re trying to get out as many of those as we can. A lot of, they’re trying to divert a lot of the money that should be coming to southern Illinois and central Illinois and divert it to the broken financial condition of Chicago. So, we’ve been battling, we’ve been battling that. And it’s not been easy. […]
The bad news is, again, there was an insertion to assist Chicago and its financial crisis and diverting money that shouldn’t go to Chicago. Um, in, in, it should be in the classrooms, spread around the state. Some should be in Chicago, but many, much of it should be here in, you know, Williamson County, it should be in Sangamon County as well. It’s not fair, but it’s going to end up being a compromise, it’s not where we’d like it to be, but what I’ll try to do is fix the problems with it in subsequent legislation.
He agreed to a deal yesterday, had his state party apparatus praise it this morning and then dumped all over it later in the day. He just can’t help himself.

This, like all tough compromise bills, will require a structured roll call. I don’t see how Brady and Durkin can put half their caucuses on this if Rauner isn’t publicly backing the bill.

The man, likes to carry an anvil when he is swimming. Just make the deal happen, and move on. Trashing what you agreed to is counter-productive. He needs someone to tell him when things are good, so he knows to leave it alone.

I read his words differently. I think he is trying to placate his base. Sending money to Chicago is bad. Speaker Madigan did bad things to the bill. Typical read meat.
But I don’t hear anything that he is not going to sign it. I hear that he has a mythical piece of legislation that he will pass in the future that will fix all these bad things. We know he has no such bill. And even if he did have such a bill, he has no chance of passing it. But he is betting the folks in his audience believe him. And thus they won’t get so upset when he signs the actual bill with all the Chicago/Madigan badness.
He’s a snake oil salesman. He’s peddlin’. Not governin’ or leadin’.

And now I’m thinking, “Pull the Bill” cheerleaders, that your suggestion of pulling the bill, while expeditious and certainly painful to Bruce, might not be, in a matter of speaking, the best way to help the state, the schools, or the “children” Rauner cites.

OW, there are some HDems that are pretty skittish given CTU’s opposition to the new bill. If the Governor’s comment roil anyone, it might be HGOPs, who want to quietly get back in good with IEA and are ready to jump ship (again) on Rauner.
I don’t know if there are any such HGOPs, and you’d be better positioned than me to know, but wow, Rauner is giving Durkin the Radogno treatment with these comments. That can’t go over too well inside the caucus.

Democrats are certainly getting calls about the $75 million added for the governor’s voucher program.
If you take both those out, you are basically left with SB 1, which we are happy to run if that is what the Governor wants.”

As Flynn’s mom said it is a deal agreed to by both sides in meetings and it just needed to be run by his royal highness for final approval. It is a deal where all parts agreed on. Bruce just has to pick a fight and cause trouble. Jerk.

I know school funding is very complicated, but I really wish someone would tell him to stop pitting Chicago v. Illinois in EVERYTHING.
We’re talking about children’s education here. Kids who happen to live in Chicago are no less deserving of a quality education than kids who happen to live downstate. He’d fare a lot better if he could remember that instead of turning everything into a vendetta against Chicago.

Yeah, that aspect is the tough medicine for the bigger $200+ million. Agreed.

Completely comcur. There are many coalition reasons for a nice structured roll call and Rauner isn’t seeing where the politics can be made better and beyond the bill.

My very, very narrow thought is… the HGOP Caucus surrendered itself to Durkin on this, as Rauner deferred to Durkin, just like Radogno, but the HGOP surrendering has, like you “say” many free thinkers. This will not go well because they did surrender to Durkin more than Durkin getting rolled. Durkin getting rolled was possible, surrendering in hopes of a deal, yep, 100%, wow.

In earlier posts, I stated that I believed that the Governor’s original staff was inept due to some of the mis-steps involving the Governor. Other posters pointed out that the Governor actually had a very good staff, which I remember doubting. Given the developments of the past month, punctuated by the Governor’s comments in Marion today, my estimation of their abilities has increased immensely.

I am not surprised. This is his standard MO. However, this is education funding, in August, after the aid was supposed to have already been sent to the schools. As OW says, governors own. Definitely. The ILGOP plays themselves as fools for continuing to trust him. Not sure what they can do now except convince Madigan to call SB1 for an override and promise scouts honor to vote Yes.

I think SB1 might be easier for a Republican representative from a rural district to support than the new agreement. How does $75 million in tax credits for private schools mostly not in rural districts make the bill more desirable? Who cares if pension language is put in different part of legal code? It is almost as if the agreement is designed to fail.

The “governor” just can’t help himself. Between his comments and the IEA angle - and Democrats like myself being adamantly opposed to giving away $75 million to people who don’t need it - I question whether the bill could 60 right now, let alone 71.

Was today’s speech a pre-written thing that he pulled out and tried to wing it with? It could almost sound like the speech was pre-SB1 hitting his desk and him doing his AV thing.
He wasn’t full of his usual ‘yay me’ bravo , it was not a consistent flowing spiel. Almost as if he left out things originally in what was meant to have been said. That or the crowd was reading like they didn’t want to hear his spiel and he just wrapped it up.

“It’s been a busy week in Illinois where we took steps forward on pension reform and criminal justice reform, and legislative leaders came to an agreement on a historic school funding bill that will bring more money and more choice to our education system.
