After the Senate voted 52-3 to override Bruce Rauner’s veto of the Debt Transparency Act, JB Pritzker released the following statement:
“With our bill backlog reaching another record-high, I’m relieved that the General Assembly overwhelmingly voted to override Bruce Rauner’s veto of the Debt Transparency Act,” said JB Pritzker. “This override is a sign that bipartisan members of the General Assembly are ready to bring transparency to the damage this failed governor has done to our state. I applaud Comptroller Susana Mendoza for standing up for taxpayers and being a true fiscal watchdog as Bruce Rauner drives our state’s finances into the ground. I look forward to standing with Susana as governor to get our fiscal house in order and bring stability back to Illinois.”

In the Senate? All would have been overridden regardless of the signing of HB 40.

Does Rauner veto these in order to be overridden?
In other words, are there political points for passing a bill knowing (in these cases, at least) that it will be overridden?
Rauner seems like the kind of politician that would veto willy-nilly in order to run on the overrides.

Was she a true fiscal watchdog with the holidays from paying pension obligation when she was in the House? The failure to make pension payment is one of the major issue that has led us to our overall financial problems.

so the Rs are voting to override everything just because they’re angry and want to send a message? does policy have anything to do with any of this?
strikes me as a poor way to make policy by the Rs, but it’s certainly good for the Ds. The Rs are just so stupid, but the Ds are, unfortunately, no better.

And the House did so 112-0.
Seems to me there’s two possible explanation to Rauner’s veto:
–BTIA(TM) was completely clueless as to the politics.
– They knew the politics are bad, the revelations from the act will be much worse.
Kind of scary when the executive fights hard to not tell you how much money they’re spending and where.

We are grateful to all of the legislators who voted to compensate when they are unwillingly forced to finance the state. Now we can direct our resources to services for children and youth instead of paying banking fees and interest on our lines of credit. Our bills won’t languish at the bottom of the pile and we will be able to participate in vendor assistance programs in times of greatly delayed payments.

It’s actually a lot simpler and less conspiracy-theory-driven than that.
Mendoza pulls $27M in funds intended for technology upgrades, some of which would directly impact agencies’ ancient accounting and payroll functions (fact). Then Mendoza writes a bill, compliance with which will be nearly impossible without substantial technological upgrades in the agencies (fact). These two actions were most likely not connected by anything (except the general plan to shift power from the executive to the Comptroller and for the positive press).
Rauner then vetoes, stating (quite accurately) that agencies don’t have the technology to comply with this substantial burden (and it is substantial), setting the stage for “Democrat Mendoza is doing everything she can to discredit the Illinois executive and tank the Illinois economy because she is a pawn of …” You can see where it’s going.
This is pure politics, plain and simple. No one thought that veto would survive. No one wanted it to.
