Illinois is our home. And our home is worth fighting for.
Over the last four years, the corrupt system in Springfield has been shaken to its core, but it’s time to finish the job. It’s time to come together around a movement that sets aside party politics and achieves real solutions that put our people first.
There’s a lot to be done. But there are a number of powerful things we can achieve together to save our state:
1. Limit Property Taxes.
Illinois homeowners face the highest property taxes in the nation, and too many of our elected officials make money off high property taxes. As part of the Governor’s historic school funding reform law, we included significant mandate relief to give schools more flexibility and reduce costs while making it easier for citizens in certain districts to lower their property taxes.
Next Steps:
We must freeze property taxes and put in place a system that allows local governments to better control costs and easily allow referendums, so citizens can lower their local property taxes and consolidate local units of government at the ballot box.
2. Create More Good-Paying Jobs.
Illinois’ unemployment rate is down and tens of thousands of new jobs have been created since the beginning of 2015. We launched a new job creation program, harnessing powerful partnerships with business leaders while eliminating special deals and holding companies accountable for their promises. We directed state agencies to reduce job-killing red tape and made it easier for small businesses to launch and grow in Illinois. We enacted a groundbreaking Future Energy Jobs Act that saved thousands of jobs and will spur thousands more 21st century jobs while making Illinois a nationally recognized leader in clean and renewable energy production. And we launched an historic technology partnership with our state’s leading research universities. It is the kind of transformative job creating engine we need. But there is more work to do.
Next Steps:
We will create more jobs by reducing job-killing regulations and red tape. We will fix the broken workers’ compensation system, which is twice as expensive in Illinois as in neighboring states. We will increase education and job training opportunities for Illinois’ workforce.
3. Enact Term Limits and Clean Government.
In 2014, more than 600,000 people signed the petition to put term limits on the statewide ballot, but Mike Madigan and his attorneys kicked it off. But that didn’t stop us from taking on the corrupt culture in state government. We prohibited administration officials from becoming lobbyists immediately after leaving government service. And we ended and rooted out the Rod Blagojevich-Pat Quinn illegal patronage hires.
Next Steps:
It’s time for the people to force their legislators to put term limits on the ballot and demand a statewide up or down vote. To get that done, we’ve introduced a resolution for a constitutional amendment to limit statewide elected officials, including the Governor, to no more than 8 years in office, and to limit state senators and representatives to no more than 10 years in office.
Term limits is an essential step to clean up Springfield, but it’s not the only one. It is past time to clean up Springfield and hold government accountable. We will push legislation to mandate a waiting time for legislators to become lobbyists, prohibit convicted felons from taking a taxpayer-funded pension, mandate public disclosure on legislative earmarks, and require the legislative inspector general position to be filled at all times.
4. Roll Back the Madigan Income Tax Hike and Require a Truly Balanced Budget.
Illinois has been deficit spending for years and hasn’t had a balanced budget in recent memory. Instead, Springfield politicians have used accounting gimmicks to hide the cost of their mismanagement and pass the cost to our children and grandchildren.
In his first three months in office, we eliminated an inherited $1.5 billion budget deficit without raising taxes, and we’ve reduced wasteful spending by hundreds of millions of dollars.
We’ve insisted on a balanced budget, in spite of the career politicians in Springfield. After we vetoed Mike Madigan’s unbalanced budget in 2015, the legislature refused to pass another complete budget for two years. Then over the summer, Mike Madigan passed another unbalanced budget and an outrageous 32 percent income tax hike over our veto.
Next Steps:
We will introduce a plan to repeal the Madigan tax hike and require the budget to be truly balanced. No balanced budget = no pay for legislators. They need to earn their paycheck before taking more from yours.
5. Keep Families Safe and Rebuilding Lives
From hiring more corrections officers to enacting historic criminal justice reform and ending the dangerous practice of early release, we are keeping families safe and rebuilding lives. Since taking office, Illinois has hired over 600 net more corrections officers, and we signed landmark reform legislation that will reduce recidivism and give new opportunity to ex-offenders who had been captured by the streets. And now we’re taking the scourge of opioid addiction head on.
Next Steps:
Earlier this year, we signed an Executive Order creating the Opioid Overdose Prevention and Intervention Task Force. The task force is taking a comprehensive approach to addressing the opioid crisis. The Rauner Administration is committed to reducing opioid-related deaths by at least a third over the next three years through safer prescribing and dispensing of opioids, improved data monitoring, reducing the stigma of addiction and improving treatment and access to care, and increasing access and use of naloxone and other life-saving antidotes.
A whole lot to unpack there. Have at it.

I’d say the Democrats are doing a pretty good job despite the Governor’s interference. Maybe if he stopped fighting them he could achieve even more economic progress for the state.

Wow, just wow. This is the best he can do after three years. The only thing keeping him with a chance is the monopoly of power the Dems have throughout the rest of state government. The question is if there are enough of us who realize that the Dems are the ones who ran this state into the ground with the eager participation of the state employee unions. I doubt it. I still think we’ll trade one clueless Republican billionaire for a Democratic billionaire but still have the Madigan majority that ran this state into it’s current financial blackhole in power. Not sure how any current candidate fixes this mess.

The state’s high property tax is the result of too-low income taxes, including our ridiculous flat-rate tax. While the national average for state vs. local contribution to education is about 60% state/40% local funding, in Illinois it’s more like 10%-20% state/80%90% local funding. The only honest way to lower property taxes is for the state to do its constitutional duty of being the primary funder of education, and the only way to do that is to have higher income taxes.

First, freezing property taxes is not a reform. It is a state usurpation of local control, which Rauner says he supports and then doesn’t.
Freezing property taxes isn’t about restoring faith in politicians, if lowering taxes is how you restore faith than you are not smart enough to read the ballot. Low taxes, taxes to low to pay for all of the things that people want, are part of the problem. Politicians benefit and future generations pay the consequences.
When taxes state and local were lower people complained about high taxes. Politicians promised to lower them. Maybe we should start talking about paying our bills. That is the responsible thing to do.
You just want something for nothing and the politicians are happy to tell you what you want to hear. Keep on believing.

I’m not running for Governor.
Rauner is.
Rauner owns his damaging vetoes that crippled Illinois. Rauner wants to hurt labor, destroy labor, Rauner should just say so. Why won’t Rauner?
Vetoes are something only governors own. Rauner hurt Illinois purposely. Vetoes can do that.

The governor made my local government increase my property taxes. He did this by reducing State pass-through payments by a 3 percent administrative fee. Income and Sales tax money is clipped to run multibillion budget deficits and pay ridiculous gobs to out of Staters whose only qualification is they Atlas Shrugged and fell for each false statement hook line and sinker.

Roll back the Madigan tax hike, huh? Perhaps Rauner supporters can say why Rauner quickly vetoed the tax hike bill and didn’t sit on it and threaten Republicans to back off of the override. Seems to me that if he truly didn’t want the tax hike to pass, he would have launched a harsh campaign against an override—just like he does when constantly attacking Madigan.

It’s why he’ll only do stage managed shows, and not take questions from republican voters. Only liberal RINOs support Rauner, real republicans will vote Ives and stay home in November if she isn’t the nominee.

If you look at the poll that has Durbin at 37%, it has Rauner at 30%. You are cherry picking polls a bit.

The good news/bad news. Rauner is going to lose by nearly double digits. Pritzker has made so many spending promises that even if he only gets 1/4 of them passed, taxes will have to go up faster than expected.

Rauner and Trump are peas in a pod, and while they pretend to be Republicans, Trump is about racism, divisiveness and hate.
Raunerism is about a liberal social agenda, so liberal, parts and as a whole couldn’t get passed or signed in “Liberal California”… but that’s Rauner.
Neither are Republicans, but Rauner bought and tarnished the brand, Trump is ruining it for all-time.

If JB is smart, he will try to do a reduced school portion of the property tax for an increased income tax / increased school funding swap. If you work it right, you can probably get a fair amount of support for it … and it may somewhat mask a bigger than normal increase.

RNUG. I have given your above post lots of thought over the last decade. Even some thoughts and prayers. Its the only thing that is going to stop the states population loss trends. How come no one wants to fly with this idea? Its makes to much sense.
I have my own thoughts on this. Rich Republican school districts don’t really care about high taxes if t stays close to home. I dunno.

The Madigan agenda is nothing passes or is called for a vote in the Illinois General Assembly that is opposed by Unions and Trial lawyers
These two special interest groups have veto power over any legislation in Illinois.

Rolling back income taxes and balancing a severely out-of-whack budget can’t be uttered in the same sentence - or rather, they can, but uttering them is essentially oxymoronic.
Also: what about those outstanding pension obligations? The gov should be challenged at every whistle-stop to present his very own detailed plan for paying down pension debt, pronto.

Rauner signed both the Trust Act and HB40. And GOP legislators this year have joined Democrats to override many Rauner vetoes.

Rauner called them “sham” votes”, solely because the sham was the reforms weren’t reforms at all, but about destroying labor.
