The more interesting question, though, is whether legislators will rebel against Rauner and Madigan again this year and push for a budget resolution, rather than letting a stalemate persist.
“That’ll be a very interesting dynamic,” said Hays. “All of the ingredients for a budget impasse will be there, but I am one who suspects that the budget situation, if all else fails, will be not dissimilar to last spring where the rank and file provided the pressure necessary to get a budget done. That may be the pathway. We’ll have to see.”

In Springfield, Hays said he’d be surprised if any major legislation gets passed in an election year like this one.
“The Democrats had supermajorities and still didn’t pass a minimum wage increase before, which really is indicative that the Speaker (Chicago Democrat Michael Madigan) isn’t interested in passing those things. He’s really more interested in keeping them alive as political issues,” said Hays, who will retire from the Legislature after this year.
He’s right about Madigan’s motives. But one sure-fire way to keep the minimum wage alive as a political issue is to pass it in an election year and make the governor veto it. So, I think Chad may turn out to be half right on this particular point.

Assuming he wins the primary, Rauner, I think, will take just about any budget deal that will get the GA out of town.
I don’t think he wants to relive the repeated humiliations of last summer in the home stretch to election day.

What is going to be critical is after the March primary and we all see how “Proft’s Caucus” does in picking off seats, will a “Perfect 10” again realize they can outmaneuver Rauner to save Illinois from the governor.
If Proft has a great March, the likes of Ms. Wheeler, who is retiring, will want to hurt Illinois… and not betray Bruce Rauner’s vision of burning down the state.
While Rep. Hays is on point and I thank him for saving Illinois last summer, “see me in March” is where I am and how much of a revolt can be duplicated.
All with respect and deference too to his insight.

No, but if he could get Madigan to pass another tax hike over his veto, he’d do it.
But that’s probably not going to be an option.

If Rauner signs a budget (for the first time) that uses that “tax increase” to balance that signed budget, what can Rauner say is successful?
At this point, Rauner signing a budget is counter-productive to the union-made Harley ridin’ loner governor who chooses to “fight”.
Think on that.
A governor signing a responsible budget may be counter-intuitive to winning re-election.

Willy is right about having to wait until March to make a better educated guess. But I’m thinking Rauner likes the idea of the GA passing a budget over his veto again and does very little to discourage a handful of GOP members from voting to override him in June. Then he uses it to campaign against Madigan specifically and Springfield generally — “even many Republican are part of the corruption” he’ll say.

Consideration of higher ed “reform” is fine, if it is done in public, as part of the legislative process. You know–hearings, findings, bills, amendments. Not that insidious, cowardly, “starve the beast.” Who am i kidding? This is illinois and gov rauner
Jeanette and her compatriots should be diligently educating local reps now. Esp lame ducks. Rank and file pressure is what forced a deal.
