* Just a quick roundup today because there are so many stories…
* Ban on public sex-harassment payouts moves to House: Rep. David McSweeney says staff members for the House and Senate have told him they’re not aware of any such instances in Illinois. But the Barrington Hills Republican says “I want to make sure it doesn’t happen in the future.”
* Editorial: In fixing one problem, Legislature shouldn’t create bigger one: But, as written, the bill would delete the requirement that an individual’s name be on the front of a summons in every kind of civil proceeding, not just foreclosures. If a person is handed a legal document in which their name appears only on an attachment, it would be tempting to unwittingly just toss it out. Some lawyers worry all kinds of people could lose judgments in court without ever knowing they were sued.
* Illinois lawmakers push to allow 18, 19, and 20-year-olds to be tried as juveniles: In a committee hearing Tuesday, Fine said this age group is unique, considering that studies have shown their brains aren’t fully developed until around age 26. “The goal of this legislation is to make this age group learn from their mistakes to change their trajectory in life instead of paying for the mistakes for the rest of their life,” she said.
* Suggested bills address teacher shortage: A recent survey, done by the Illinois Association of Regional Superintendents of Schools, reveals how the shortage has a rippling effect on substitute teachers. It shows, of 400 school districts, schools cannot find subs to cover more than 3,000 absences each week.
* House approves school funding reform cleanup: Rep. Peter Breen, R-Lombard, said the bill appeared to favor the Chicago school system with some of the changes. However, Davis said all of the changes were recommended by the state Board of Education. Rep. Avery Bourne, R-Raymond, also said the bill is necessary to address issues raised by state education officials.
* Beekeepers work on legislation protecting from lawsuits: Leedle and her husband Doug run Leedle Houme Bees in Mulkeytown. She said the increasing popularity of beekeeping has given rise to a new problem. People have began complaining to beekeepers about bees on their property.

Sorry to go OT but hope you don’t mind my asking on a roundup post - are you planning any posts on the U of I graduate student strike?
I am surprised this hasn’t been made a bigger deal on both sides for this primary with Dem candidates in maximum union hugging mode pre-primary and Rauner never missing a chance to bash govt. unions.

Fine’s bill allowing some 18, 19 and 20 year old criminals to be adjudicated as juveniles is ridiculous.

So if you’re the victim of sexual harassment in government, you’re out of luck.
As a reminder, it was the family member of a legislative leader who caused over $100k in sexual harassment lawsuits at a government agency in Chicago.

Haven’t we had enough fighting between the Governor and the Speaker?
I want somebody that can make deals with the Speaker to solve our problems. Illinois is drowning in debt and people are leaving the state in droves. I’m not interested in oneupsmanship. I’m interested in solutions which JB seems to have.

It just seems odd to me that the legislature would attempt to make it so employees of the legislature can’t be awarded monies for damages, etc, from being harassed.
They could at least spell out in the law who is going to be responsible. Using campaign dollars to pay for harassment that occurred while working as an employee of the state hardly seems appropriate either.

The rental car companies had it right all along. Let’s try 21 to 25 year olds as juveniles too. Let’s make adulthood 26 years old. This is based on brain science. 18 years old is just an arbitrary number plucked out of nowhere. There is no way an 18 year old should sign a contract either.

when that Newman Lipinski story came up today, I did a google search on the Garafalo guy. right away saw a story from 2013 about a battery charge that had the mortgage fraud bit in the story. did Newman not do a simple Google search on this guy? I like her positions on issues, but this story about her business ties is distressing.

I’m interested in solutions which JB seems to have.” - You mean like the Edgar ramp that is one of the major reasons that the pension system is such a huge problem still today and such a drain on Illinois fiscal problems. Madigan and his minions need to be gone, change needs to happen. The status quo does not fix Illinois’ problems.

You’re right.
As Rauner is the status quo now, being governor for 3 years, Rauner can’t fix anything, he’s, arguably, made it worse.

Governors own. Edgar… Rauner…. that’s how it works.
As to the ramp, why didn’t it work? Wasn’t just Madigan. While Madigan does play a larger than significant role, it’s much bigger, but your willful ignorance just won’t say so.

… and the Perfect 10 and Brave 15 saves Illinois from Rauner last fiscal year. A bipartisan legislature knew how Rauner was destroying Illinois, and in a bipartisan way, saved Illinois from the actor causing purposeful destruction, Bruce Rauner.
