A key provision of the bill is the doubling of financial penalties for doctors or clinics that violate patients’ rights, said David Munar, associate director of the AIDS Foundation of Chicago. Breaches such as unauthorized disclosure of a person’s HIV status or testing without consent would carry a fine of up to $10,000.

  5. Did anyone else hear Mike Noonan on Tom Roser’s show Sun nite with Greg Baise?? I think Noonan is very talented but his ranting about Emil and ComEd was over the top unprofessional.

  8. Responding to Daley’s desire for a debate on the gun issue. Chicago has had a ban on handguns for many years. I challenge someone to show the statistics which show that the handgun ban has had a positive effect on the gun crime rate.

    This is another example of a good sounding idea which in reality does not alter criminal behavior, but criminalizes citizens who have no criminal history other than owning or possessing a weapon.

    The city elects not to prosecute many criminal cases just because it feels like it. It loves to prosecute celebrities or those who use handguns to defend themselves for publicities sake. None of this does anything to reduce the toll from gun crimes.

    What it does do is to paint a picture of public concern and action while the public pocketbook is being emptied by the entrenched system of entitlements to the friends of the rich and powerful. The size of government, the glacial pace of the judicial system, the Kafaesqe mazes required for services are all designed to put off requests for services while pretending to do their jobs.

    Private enterprise has slimmed down and dramatically increased efficiencies over the past decade and cut costs. Government, whether federal, state or local has not started.

    Gun control is one of those hot button issues which pretend to solve a problem, but in reality is a diversion from what is really going on.

    Think how magic works…..misdirection

  11. I think technically legislators didn’t vote themselves a pay raise. They voted to fund a pay raise they had already received and therefore were entitled to.
