Republican State Sen. Jason Barickman of Bloomington told WJBC’s Scott Laughlin he expects more gamesmanship from the Democratic leaders to prevent anything that might help Gov. Bruce Rauner win reelection in November.
“(Illinois House Speaker Mike) Madigan is a seasoned pro at controlling that legislative process to ensure that,” Barickman snarked. “I don’t think Madigan will want to give a full-year budget because it will be perceived as a win for Rauner.”

The GA will pass a budget, it’ll be balanced enough to pass the straight-face test, no tax hike, but loaded for bear with liberal goodies. The point will be to either further cleave the conservatives from Rauner or make him veto yet another budget.

To the question. Rauner and his disgruntled minions will agree to a smoke and mirrors budget just before the State Fair. Nobody wants to go into the beginning of campaign season without a budget.

Does not Barickman know the only full budget passed under Rauner’s term was because Madigan overrode Rauner’s veto?? It seems Barickman is confused.

I hope we get a full year budget, but I suspect we will get a six month one. I know our college is preparing for FY19 with a six month budget in mind.

Rauner has sabotaged so many chances at ‘wins’ he doesn’t need help from Democratic leaders. The problem is Rauner’s definition of what constitutes a win.
I believe this round of budget negotiations will look a lot like the previous three.

Mr. Barickman couldn’t tell the truth it is was tattooed to his inner eyelids.

This comes from a state senator who was so clueless on the school funding issues Rauner had, he had to have Rauner and his Crew what he (Barickman) thought.

A bipartisan group in both chambers saved Illinois from Bruce Rauner last fiscal year. Mr. Barickman, if he had his way (or better, whose switch is wholly owned and operated by Bruce Rauner) Illinois would still be budget-less, hurting places like Illinois State Unuversity, an economic engine in his region.
What an embarrassment. Mr. Barickman should be concerned his switch will be used again to hurt more of his constituents.

If it weren’t for Cullerton, Madigan, the GOP members that knew how not having a budget hurt Illinoisans sticking together to stop the likes of phonies like Mr. Barickman, the Rauner gamesmanship would have crippled thus state further.
Mr. Barickman should be ashamed, but… he won’t unless the governor or his people tell him to.

As I mock Mr. Barickman, my answer is in the mocking.
Legislators that actually care about this state will pass a budget, knowing Rauner will veto it, and in a bipartisan fashion with those legislators who care, they will override Rauner, and make the foolish like Mr. Barickman tell the people…
“I’m frustrated too, but taking steps to reform Illinois is more important than keeping Illinois from blowing up as Bruce wants.” - Fake Rauner talking point.

If R leaders or retiring legislators were smart, they would get some policy “win” and pass a budget with veto proof majorities. Rauner and his campaign cash are going down in flames this fall, and after Pritzker is gov, the R’s are going to have 4 long years in the desert ahead of them. Time to try to get something worthwhile done while the opportunity is there

The citizens are still angry. Some are angry at Rauner; others are angry at Madigan. But only one of those is on a state-wide ballot.
My guess is a full year somewhat balanced budget gets passed. You may find some things Rauner wants line itemed out of whatever Rauner proposes. And you will find some D wants added back into it.
Rauner vetoes it, one way or another.. And there will be at least 71 & 36 to override the veto …

Reasonable and retiring House Republicans will work with Democrats to pass a budget that probably spends about what we spent last year. Rauner, and Rauner supporters like Barickman, will be irrelevant to the process.
The governor’s veto will be overridden. He can hold the distinction of being the only IL governor never to sign a budget into law.

I think Rauner knows he needs a more peaceful budget process if there is any chance at reelection. It would be surprising to me if the process was as difficult as it has been in previous years. He seriously needs to propose a budget that doesn’t have a 2,3,4 billion dollars in savings “through working with the legislature.” Being an election year, this is his most important budget.

I’m expecting a six month budget that’ll require an override, because ‘Read my lips’ Rauner won’t propose a thing.

Let’s keep in mind…
Rauner signs a budget that uses that “Madigan Tax Increase” to be considered “balanced” by Rauner and ok to sign…
… that undercuts Rauner’s entire re-election campaign.
It undercuts the entire message.

I suspect a budget will be passed, vetoed, and overridden. That seems to be the flavor of the day. Rauner will lose in November, and we will have a new Governor who possibly wants to do the job. I am an incurable optimist.

Maybe Rich can tell us but how much statehouse time has been spent talking about a budget this year? I say rich may be able to tell us as I just don’t think there have been many posts here on capfax regarding the budget. This is not a hit on Rich. Most of what I have seen here and other places has been Sexual harassment and guns. My point is that the powers that be who want to pass a budget may want to get moving. You have a perfect formula of lots of retirements and general republican displeasure of the Governor. BUT…how many of these retiring legislators stick around? I would not be shocked to start seeing retirements after June 1st. The replacements are not going to be solid votes to move things along. Especially on the republican side.

I’m not as smart as most on this blog but I don’t believe there is any chance Speaker Madigan and his caucus and those republicans who can’t stomach Rauner will let this governor have anything that remotely helps his reelection effort.

I recently heard a senator, another senator’s staff member, and a representative (all R’s) comment during a downstate public meeting that there would be no full year budget this year. At most, they thought K-12 might get a full year’s budget, but no one else would.

Sen. Barickman, Gov. Gaslight is perfectly capable of dooming his own chances at re-election, without any gamesmanship from Dem leaders. His entire bid for a second term hinges on him once again vetoing a state budget — for the fourth year in a row. That’s the corner he has backed himself into.

I don’t think some of you guys are giving Rauner enough credit. I think he vetoes, then does what he could have done last year but didn’t - keep lawmakers in town, twisting R arms and making threats to withhold campaign cash (and given his history, maybe even other types of threats) in order to prevent an override. He’ll attempt to take what should be a weakness (three years of completely incompetent governance) and try to turn it into a strength, so he can convince Illinois voters that all the damage caused by not having a budget was the dems fault all along.
It won’t work, of course, cause he’s gonna get swamped in a wave year but I don’t think he’s going to meekly back down and accept any kind of budget just so he or leg. republicans can get some “wins” He’ll go full trump, with the belligerence cranked up to 11.

Madigan should do what he has to do to stop Rauner.
The way I see it is 1 more year of an in complete budget is way better than 4 more years of incomplete budgets if Rauner were to win again.

It was a bipartisan General Assembly that gave Illinois her first budget with Rauner as governor.
