*** UPDATED x1 *** Rauner to take action on 72-hour waiting period for assault weapons

Amends the Criminal Code of 2012. Defines “assault weapon”. Provides that a person commits the offense of unlawful sale or delivery of firearms when he or she knowingly delivers any assault weapon without withholding delivery of the assault weapon for at least 72 hours, including to a nonresident of the State while at a firearm showing or display recognized by the Department of State Police. Provides that a violation is a Class 4 felony. Effective immediately.

* Lots and lots of rumors last week that the governor will AV the bill today. I’ll update this post when I know more. Also, keep an eye on our live coverage post because there doesn’t seem to be an available live video feed…

  1. If he does AV, it will be a Classic Rauner move, so afraid of making both sides angry he tries to split the difference. Who else feels confident that this will backfire on him if he does it?

  3. If the rumors I am hearing are true then this actually can be viewed as the beginning of a good policy discussion on public safety and gun violence prevention solutions. I’m quite surprised this is coming from the Rauner camp.

  4. We don’t need more do-nothing bills. Reform starts with tougher sentencing and with implementing insurance requirements on gun ownership. This bill instead is malarkey designed to get votes while tacitly advocating for more shootings in Chicago and elsewhere in the state.

  5. I’ll guess he complicates things by making the waiting period 48 or 96 hours. And requiring some level of training similar to that required for concealed carry.

  7. To the AV- how many of those additions/changes will just poison pill the bill? Seems like he’s putting the R’s in a box to vote on either an override of the original, or forcing them to take a stance on many items they do not support in relation to gun control. Another “Kill Bill” Rauner move???

  8. Is there anyone at BTIA(TM) who can explain to him how those AVs work this time? Don’t want another deer-in-the-headlights “simple majority” fiasco.

    What is the deep, philosophical rationale for the death penalty for certain classes of murderers and not others? Some lives more valuable than others?

    Or it is just using the promise of firin’ up Ol’ Sparky as red meat for Ives voters? You know, executions for votes?

  9. Rauner just made it a lot easier for the GOP to vote against this bill while trying to take a way an issue from Pritzker. The only problem is that Rauner is practically begging the Second Amendment crowd (aka a big chunk of the GOP base) to not vote for him with this move, and I don’t see this warming up any Dems to vote for him either because he has proven he can’t be trusted.

  11. Huge fumble…probably fails to comply with constitution on use of AV and stakes out position against longer waitin’ period. GovJunk continues the record of immense failure.
