“The issues the governor raised in his amendatory veto of House Bill 1468 deserve a full hearing and consideration before the House. With this in mind, we have filed an amendment to Senate Bill 2580, containing the exact language the governor suggested. The amendment will be sent directly to the House floor this morning and a subject matter hearing on the measure will be held on Monday afternoon. We look forward to hearing from stakeholders and continuing our effort to keep our children, our schools and our communities safe from senseless gun violence.”

Governors need to have working relationships with other government branches in order to successfully pass effective legislation.
If a governor fails to do that, they may end up merely spouting useless political slogans which would immediately fail in the legislature.
With Rauner, every lesson was ignored so that we could all see him fail at basic governing.
Three years in office and he still tilts at the windmills in his mind.

I believe Madigan will call it for a vote. And if it passes it will put Rauner on the spot. Let him reinstate the death penalty. It will ensure he is 1 term.

The governor brought up restoring the death penalty out of nowhere. If he is to be taken seriously, a thorough discussion of such a momentous change in law is in order.
The governor is to be taken seriously on the matter, is he not? Someone who would just throw the death penalty into the public arena for a cheap political stunt would be unworthy of the office.

Rauner should be able to get 60 in the House…
Heck, Rauner should really show that Madigan and get those 60 on the stairs behind him, and Rauner should stand behind a podium, with microphones, and say…
“Here’s my majority in the House, Speaker Madigan, your bill proves my point”
Boy, that’ll learn Madigan good.

I can’t wait to see all of Madigan’s members voting against a bump-stock bill, more money for school safety, an expansion of the 72 hour waiting period to buy a gun. And yes the death penalty for cop killers and mass shooters. This is not a repeat of Blago and GRT.

… these type of bills were considered “Sham” bills back all those months ago, when the “Superstars” were shaking and bringing back and before Rauner, as a white male, hadn’t signed things like HB40…

If it wasn’t for the death penalty, it could get 60 and pass, but that is not what it was designed to do.

Any committee hearing will be “subject matter only” as the Speaker has already sent the amendment directly to the House floor from Rules.

In the AV, Rauner inserted this language into the bill:
(720 ILCS 5/9-1.5 new)
Sec. 9-1.5. Death penalty murder.
(a) In this Section, “human being” means a person who has been born and is alive.
Just wondering… why was this inserted? Any possible tie to HB40 and Roe v. Wade issues? If I’m really off base and this is a consistent definition within Illinois law, just tell me.
If a pregnant woman who was near enough to term, was shot and killed, and the fetus killed, although it might have been able to live if a C-section had been able to have been done, does that count as two human beings, and thus the shooter is now a mass murderer?
it just seemed like a very curious change/insert into the AV.

Look I love a good political play. It’s part and parcel to our system of governance. However, I got to say playing around with the death penalty is a step too far.
We are literally debating whether we want to bring back the potential for the state sanctioned murder of wrongly convicted people just to rally our political bases. And I don’t particularly care if Rauner started it. Madigan shouldn’t continue it just for the sake of a couple of political points on the board. They’re both in the wrong here. And this is ridiculous.

Baggs McCoy - I think you are ignoring the duality of this bill for the dems. In those districts that are anti-gun control and pro-death, the Dem can say, I voted against the bill because of the gun stuff and in a district that pro-gun control and anti death, he or she can say that they voted no because of death penalty. A republican can only vote for gun control or against their governor.

I understand the reality of this bill for HGOP. The downstaters are in a trick back as well. But, in the end I think if Madigan puts this on the board it gets 60 votes. That is a win for the Governor period. There certainly is less clarity in the senate. This war is between the Speaker and the Governor. The Governor would love a win in the Speaker’s chamber.

Rauner should come back to Springfield, get your 60 on the stairs and really embarrass that Madigan.
That, of course, would mean the 60 exist, and see that AV as the right thing, as that language is exacting to that AV.
Wishing something and actually having the 60 noses, with the complexity of this, including the death penalty provision…

Legislators need to have working relationships with the executive branch in order to successfully pass effective legislation. If legislative leaders fail to do that, they may end up merely spouting useless political slogans which would immediately fail on the Governor’s desk.

All his state agencies, funding them…?

Maybe you need new programming, as Rauner has said he’s not in charge, so while you may be correct, and then that puts into focus Rauner’s failures, Rauner says he’s not in charge, as you seem to think a governor should be, and that’s a Rauner failure too.

Personally, I’m on the fence when it comes to the death penalty for any 1st-degree murderer, not just cop-killers. I appreciate both sides of the argument, and see this as an opportunity for some out-of-the-box thinking. Perhaps we need an even higher standard of proof than “beyond a reasonable doubt”. And for those that meet this criteria (Gacy, Manson, Speck, McVeigh, Bundy, etc. would be poster children for this), lifetime sentences of hard labor could be imposed - or maybe even stripping them of citizenship, so they could be deported (”sold”) into a prison system in Central America or Africa, where they would serve their life sentences with a much less total dollar cost. The benefits to the country would be obvious, without having the downside risks of capital punishment - and could represent a compromise between the “For and Against” sides of the issue.
